About this file
This is an Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB) in collaboration with the Mackinac Island State Park Commission for design services related to Fort Mackinac Soldiers' Barracks Renovations (File Number 751/23236.ABG). The RFP seeks professional design services for Phase 300 Schematic Design and Phase 500 Final Design, including LARA Plan Review Permit applications, Construction Code approvals, contract document development, and 50% and 90% cost estimates at each phase. Proposals must include biweekly progress summaries, a graphic bar chart schedule in weeks, documentation of proposed meetings (onsite, face-to-face, telephone, or electronic format), and itemized reimbursable expenses. A pre-proposal meeting was held on Friday, April 21, 2023, at Fort Mackinac Soldiers' Barracks. Proposals are due on Thursday, May 4, 2023, by 2:00 p.m. EST. The anticipated contract schedule requires completion of schematic design and cost estimate by August 1, 2023; completion of design documents by October 13, 2023; completion of bidding by November 22, 2023; and construction start in January 2024. The Ad Hoc Advisory Committee will review proposals and award the contract by the end of May 2023.
The proposal evaluation will be scored on a combined 80% technical portion and 20% cost portion, with the cost format structured as a not-to-exceed billable rate plus reimbursables. Reimbursable expenses must specifically itemize topographical survey, soil boring and geotechnical reports (if required), LARA plan review fees, SESC plan review fees (if required), and travel expenses, with mileage chargeable only for actual miles exceeding 100 miles each way from the proposer's office. The addendum clarifies technical questions regarding museum climate control standards (no specific code required, but systems must be adjustable by park staff), availability of state staff guidance on environmental controls, roof framing status (no structural concerns or known leakage), and sanitary lift station location and responsibility (existing lift station is interior; new system sizing and location to be determined by the professional services consultant). Site access is available during normal business hours with prior notice required for visits.

Questions:
1. For the museum/display climate control area, is there a specific code or standard that we should design to regarding temperature and RH requirements, i.e., ASHRAE, National Archives and Records Administration – Archival Storage Standards, etc.? There is no standard that will be required. The only requirement will be that all aspects of climate control be adjustable by park staff.
2. Does the State have an on-staff conservator/archeologist/preservationist to guide us in what level of environmental control would be req for this space? Specifically, materials in the exhibits and or if the exhibits will be on rotation (needing different conditions). Yes, Mackinac State Historic Parks does have staff that can offer guidance on environmental controls required for the space.
3. Does the State have any concerns with the roof framing structurally? For example, is there damage from leakage that the State is aware of, and will those be addressed in this year’s reroofing project?
There is no concerns with the roof framing. The state park has no knowledge of leakage. The roof replacement is a preventative maintenance project that is already undeway.
4. Can you clarify whether the sanitary lift station is an exterior item ie civil engineer? The drawings show a sewage ejector adjacent to the existing toilet rooms ie mechanical engineer. I’m interpreting to mean the undersized ejector is inside. Can you confirm? The existing sanitary lift station is located inside the facility under the stairway. Whether this is a civil engineering item or a mechanical engineering item, will depend on the required size for a new lift station and where it has to be located by the code – this is to be determined by the PSC.
