About this file

This is Addendum 1 to Request for Bid (RFB) #2306 issued by Kenosha County, Wisconsin for the Rooftop Equipment Replacement Phase 3 project at the Kenosha County Detention Center. The addendum, dated March 16, 2023, provides revisions to the project manual, drawings, and responses to bidder questions regarding the replacement of existing rooftop HVAC equipment and VAV boxes. Key revisions include modifications to Section 23 81 07 regarding packaged rooftop units to add factory-provided grease fittings at fan bearings; the addition of missing sheet S1.01 containing roof joist strengthening details; replacement of sheet H4.02 with updated HVAC schedules; revisions to grille and diffuser models on sheet H4.03; and critical updates to smoke exhaust fan control sequences and boiler emergency shutoff procedures on sheets H5.06 and H5.07. The addendum also includes updated electrical general notes regarding fire alarm scope and coordination requirements. The revised H4.02 HVAC schedule specifies equipment including exhaust fans (EF 05-1 through EF 08-2), smoke exhaust fans (SEF 05-1 through SEF 08-2) ranging from 2 to 5 horsepower, supply fans (SF 05-1 through SF 08-2) ranging from 1.5 to 5 horsepower, and variable air volume boxes (V 05-1 through V 07-20) manufactured primarily by Greenheck and Trane.

The addendum provides detailed responses to ten bidder questions addressing smoke control zoning, fire alarm coordination, pressure relationships, and equipment specifications. Critical clarifications include confirmation that existing duct-mounted smoke detectors will remain and be used for smoke alarm functions; that smoke exhaust is required only at dormitories with full-height existing walls; that existing fire alarm devices will be reused without requiring additional modules; that a reflected ceiling plan was not generated and must be coordinated in the field; and that the 8-inch emergency shutoff valve for natural gas has been removed in favor of an emergency switch that shuts down boiler power supplies. The horsepower for smoke exhaust fans SEF 05-2, SEF 05-3, SEF 07-1, SEF 07-2, SEF 08-1, and SEF 08-2 was revised to 1.5 HP. The addendum includes two attached drawing sheets: S1.01 providing roof joist strengthening details and H4.02 containing the revised HVAC schedules and equipment specifications.

Questions & Answers:

Q1. Sheet 5.06 Control Detail 1 for the Supply Fans and Smoke Exhaust fans

Sequence of operation – Note 3 Auto Mode – shows a duct mounted smoke detector that will trigger the automatic smoke control for that zone, Sheet

5.08 shows the zones depicted out – will each smoke zone have a zone smoke alarm to sense smoke in the particular zone as depicted out in the zoning plan? The RACU’s have duct mounted smoke detectors that call for the respective unit to shutdown.

A. Yes, there are existing smoke detectors at each dormitory that shall remain and be used for smoke alarm.

Q2. For the zones depicted on sheet 5.08 – are these individual areas compartmented from each (full height walls defining that zone in particular) other to achieve the pressure relationship as depicted in the Smoke Control Sequence listed?

A. The smoke exhaust is required at the dormitories only. The existing dormitories walls are full height. The miscellaneous rooms within the dormitories such as multipurpose rooms do not require exhaust, those rooms are highlighted in the zone plan for simplicity.

Q3. Will the fire alarm contractor be providing the fire alarm control modules per zone depicted and will these be programmed to allow the smoke control programming to be operated as depicted? Where will these modules be installed?

A. We are reusing the existing FA devices, no additional FA modules are required.

Q4. Will there be a fire alarm plan?

A. Existing fire alarm plans will be shared with the successful bidder.

Q5. Space pressurization for adjacent zones – will there be a smoke control matrix that shows the “adjacent” zones for each scenario that would be possible? Ie if smoke is detected in the north Zone of Dorm H (SEF 05-1/SF 05-1) what would be the “adjacent” zones for the remaining portion of the sequence on sheet H5.08. Will this be provided for all smoke event possibilities?

RFB #2306 Addendum One Page 3 of 3

A. Smoke control matrix shall not be provided. The strategy is controlling the smoke at the path of egress. Supply air is provided where occupancy is anticipated. Exhaust air is provided at egress path.

Q6. S1.01 Roof Joist Strengthening Plan is listed on the cover sheet but not included in the set. Will this sheet be provided?

A. See attached sheet S1.01.

Q7. Can you please provide a reflected ceiling plan?

A. Reflected ceiling plan were not generated. Contractor shall coordinate ceiling mounted items in the field with engineer.

Q8. What is the framing requirement for the new fan openings? There is no spec.

A. See attached sheet S1.01.

Q9. Keynote 3 on plan H2.05 calls for an 8” emergency shut off valve for the natural gas pipe to the boiler. Can you please provide the specifications for the valve?

A. See revisions. 8” emergency shut off valve scope removed.

Emergency switch shall shut down the boilers power supply, causing the fuel supply to be shut off.

Q10. The grille schedule includes grille models PDDR-FR and SMD-FR. Is the ceiling in the dorms fire rated?

A. The ceiling in the dorms is not fire rated. See revisions for updated grille model.

Q11. The sequence of operations for RACU08-1, the constant volume reheat rooftop unit calls for the supply fan to modulate to maintain the space temperature but the reheat coils are already doing so. How should the supply fan speed vary?

A. RACU 08-1 is not a constant volume unit. It is a single zone VAV unit averaging with the (2) room temperature sensors. The VFD shall modulate the supply fan to maintain room sensor setpoint.
