About this file

This document is an Addendum to a Construction Bid for the Parnall Correctional Facility - Various Replacement Roofs project in Michigan. The project is being managed by the Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division. The addendum modifies and clarifies the original contract documents, including extending the contract time due to the seasonal work limitations, clarifying that the Michigan Department of Corrections will remove abandoned rooftop equipment, and limiting the number of escorts available on-site. The bid opening date is December 13, 2023, and the contract award is anticipated in late January or early February 2024.

The addendum also addresses questions from bidding contractors, including how to secure anchors into the existing brick. Bidders are to provide hook bolts installed in a bed of grout, spaced every 24 inches. The addendum notes that there are no other changes to the bid package beyond what is listed.

BID OPENING DATE:

12/13/2023

This Addendum is issued for the purpose of modifying and/or clarifying the original Contract Documents and shall take precedence over them.

All work included herein shall be in accordance with the original drawings and specifications except as specifically noted herein. All incidental items required to provide the following modifications shall be included even though not specifically described.

ADDENDUM ITEMS:

Following the pre-bid meeting on Wednesday, November 29th, 2023, the following changes or revisions to the Bid Package Document were identified.

1. Contract time may be extended due to on-site work limited to the good weather time period between April 15th and November 15th. Time during mandated field construction shut down winter period (November 15th to April 15th) will be allowed as justification for additional days. Awarding of the contract is anticipated in late January/early February.

2. MDOC will remove rooftop electrical/plumbing that is to be abandoned. Contractor is to patch and repair conduit piping holes in the parapet walls/roof decks prior to roofing.

3. Note that a maximum of two escorts will be provided (one on the roof and one on the ground), so only one building at a time can be worked on.

4. Port-a-Johns will be allowed on the roof if properly secured and anchored.

5. For any identified abandoned curbs or penetrations in the field of the roof that are not already indicated as abandoned, the Facility will be checking for any abandoned penetrations in the existing roof and will plan to mark any with spray paint prior to the start of construction. Should abandoned penetrations be marked, they shall be removed by the Contractor and the opening in the deck shall be infilled with new matching steel deck prior to laying the scheduled new insulation and membrane. Costs for removal of possible future marked abandoned penetrations will be paid at either an agreed to sum, or on a Time and Materials basis and shall be paid under the allowance funding in the contract bid. Similarly, if any new curb or penetration be “added” to the roof, costs for additional flashing of those curbs/penetrations will be paid in the same manner.

The following question was asked by bidding contractors. The question and response are provided below:

Q1. Referring to Detail 13/D2, how should anchors be secured into the existing brick? Grout? Use Tapcons instead? Please clarify.

A1. For this detail, bidders are to provide hook bolts installed every 24” o/c that are set in a bed of grout. The hook bolts shall be installed starting 6” from each wood blocking end and set staggered every 24” o/c max (not 12” on center as shown in the bottom left corner of that detail).

There is no change in bid due date, nor other changes to the Bid Package other than as listed above. By submitting a bid and referencing receipt of Addendum #1 you represent that you have received this Addendum and all it includes.
