1.0 SCOPE
NOAA Ship Ferdinand R. Hassler
Statement of Need: Capstan Replacement
May, 2024
1.1 This statement of need contains requirements for
providing one new capstan for NOAA ship Ferdinand R.
Hassler.

4.0 Requirements
Provide one (1) new capstan assembly Brand name or Equal to Coastal Marine Vertical Through Deck Capstan Model C1.7-02-31-21 with the following salient characteristics:
4.1 Form-fit- function replacement whereas additional
changes to the ship’s structure or electrical components are required.
a) Description: Vertical, thru deck, electric capstan.
b) Power: Driven by a 3HP electric gearmotor
a. Gearmotor shall operate in two directions – forward and reverse.
c) Brake: Spring set, electrically released failsafe brake.
d) Cathead: Unit shall have a 10” aluminum cathead and fabricated aluminum housing.
e) Capstan shall meet the following performance criteria:
a. 2550 LBS line pull at 100% Motor Load
b. 3825 LBS line pull at 150% Motor Load
c. Line speed no less than 34 FPM
f) Electrical requirements:
a. 460V, 3PH, 60HZ with 110V space heaters
g) The foundation shall be 22” diameter with (6) 9/16” mounting holes, equally spaced so as to utilize the existing shipboard foundation.

4.2 Each capstan cathead shall have a stainless steel
label plate permanently affixed, similar to that shown in Figure-1. Each line item shall be permanently stamped or marked with the appropriate information.
Minimum required label plate information includes, Made, Model, Serial Number, Maximum wire/chain/rope size and brake holding.

4.3 Gearmotors shall be pre-filled with oil IAW the OEM
recommendation prior to shipping and shall be assembled with the capstan so as to provide a drop-in replacement assembly.
4.4 Ship new capstan assembly to the following:

4.5 The Contractor shall provide shipping insurance equal
to or greater than the value of the materials as determined by the Contract.
4.6 The Contractor shall provide positive verification
when the capstan has been shipped, and provide tracking information to the Port Engineer.
5.0 Quality Assurance
5.1 Provide a one digital and one printed copy of the OEM
parts & installation manual for the capstan, to include the helical gear motor.
5.2 Provide a digital copy of the capstan assembly
engineering drawing, to include the gear motor.

6.1 Existing Capstans is Coastal Marine Vertical
Through Deck Capstan Model C1.7-02-31-21.
