About this file
This document is an addendum to Invitation to Bid (ITB) 23-739 for Commercial Dishwashers and Installation issued by the Douglas County School District No. 4 in the state of Oregon. The addendum addresses questions received prior to the question deadline and provides clarification on several key aspects of the project. The response deadline has been changed to January 18, 2024, at 2:00 PM PT, and the work must be completed by August 29, 2024, before students return to campuses. Contractors should use prevailing wages in their labor calculations, and plumbers and electricians must be licensed in the state of Oregon. The district intends to unify the dishwashing equipment to a single brand, and all equipment can be delivered to the district's central warehouse. Contractors should submit all costs associated with decommissioning old equipment, purchasing new equipment, parts, labor, and installation on a single response form.
The addendum also provides information on site inspections, limitations on plumbing and exhaust vents, and the opportunity to ask additional questions by January 12, 2024. The contract opportunity is limited to the Douglas County School District No. 4 in Oregon, and only hard-copy submissions will be accepted. No electronic submissions will be considered.

Work may begin after school lets out for the summer, June 10, 2024, and must be completed and ready for use no later than August 29, 2024, before students return to campuses. Contractors must anticipate a break of three to five business days between decommissioning equipment and installing new dishwashers to permit time for new floor installations in some locations.
3. Should labor be calculated using BOLI wages?
Yes. Due to the scope of the project contractors should use Prevailing Wages in the labor calculations.

Plumbers and electricians are to be licensed in the state of Oregon in their trade as well as shown as current in the Oregon Construction Contractors Board. CCB number for each tradesman shall be included in responses.

Douglas County School District No. 4 Purchasing Department
1419 NW Valley View Drive Roseburg OR 97471
Phone 541-440-4020 Fax 541-440-4000
It is the intention of the district to unify the dishwashing equipment to a single brand, to minimize to the greatest degree the number of differing models in service, and maximize warranty services.

All equipment can be delivered to Douglas County School District No.4, Central Warehouse, 1419 NW Valley View Drive, Roseburg, OR 97471. All cartons must clearly identify the school for which dishwasher and parts are intended.
7. Should all machines be quoted separately or on one quote?
All costs associated with decommissioning old equipment; purchasing new equipment; parts, labor, and installation should be submitted in response to this solicitation on a form substantially equivalent to the response form on page 15 of the bid document.
8. Will decommissioning old machines and installation of new equipment happen on the same day?
After award of contract, contractor will need to coordinate removal and installation with District Physical Plant Manager as new flooring will be installed at the time dish machine replacements begin.
9. Is there any additional information regarding the current physical plant conditions?
District staff have completed site investigations. Their handwritten notes are provided in the .pdf file named 23-739 Mechanical Inspections.

As advised by the city building inspector, a minimum of a one-inch air gap must be provided in all installations and water discharge temperatures cannot exceed 140 degrees Fahrenheit.

In locations that may need vent modifications to accommodate the taller form dish machine, the district will make any changes using available staff. Where it may not be possible to change the exhaust vent, a ventless version of the same model machine will be considered. Pricing for a ventless option should be clearly noted on the bid response form.
13. Will any additional time to inspect locations be made available?
