About this file

This is a Questions & Answers document for Bid No. 23-417 issued by the DeKalb County School District Purchasing Department in Georgia for the procurement of portable air conditioning units. The solicitation seeks qualified suppliers to provide portable A/C units meeting specified size requirements. Responses were required by 2:00 PM on Tuesday, July 12, 2022, with a virtual public bid opening scheduled for 3:00 PM that same day via Microsoft Teams. The bid process clarified that vendors should bid based on DCSD's specified unit sizes rather than providing predetermined model numbers, and that all interested vendors must respond directly to this solicitation rather than through existing contracts such as OMNIA Partners agreements.

Key contractual terms specified in the Q&A include that delivery of all units must be made to the District warehouse located at 1780 Montreal Road, Tucker, Georgia 30084 within 24 hours of notification by the DCSD representative. The specification page 16 supersedes standard boilerplate language from page 4, establishing that contractors must provide all units with applicable hardware and submit a detailed itemized estimate for installation materials at the time of delivery. The district clarified that all-inclusive pricing for delivery and pickup is not required; instead, contractors may structure pricing based on actual delivery locations and installation requirements. The district declined a vendor request to add separate line items for one-time freight and labor fees, maintaining the requirement for pricing that reflects the actual scope based on final placement locations.

Question #1: Please provide the model numbers or part numbers that you are looking for.

Answer #1: A model or part number would be vendor specific. DCSD specified what the size of the unit required. The vendor shall bid accordingly.

Question #2: Our company offers this service for Portable A/C rentals. We can provide this service through the OMNIA

Partners contract. We would happily bid on this specifically if needed.

Answer #2: All vendors interested in providing portable air condition units will need to respond to this solicitation.

Question #3: Concerning all-inclusive pricing:

o Page 4 of the invitation to bid document: Inside Delivery Required Equipment must be delivered, set I place, installed, and successfully demonstrated to DCSD personnel.

o Page 16: CONTRACTOR REQUIREMENTS - Upon notification by the DCSD representative, within 24 hours the

Contractor will deliver to the District warehouse the requested units. The warehouse is located at 1780 Montreal Road, Tucker, Georgia 30084. Contractor will prepare a written detailed itemized estimate for the equipment needed and the materials required for the unit to be fully functional.

BID NO. 23-417 PORTABLE AIR CONDITION (A/C) UNITS PAGE 2

These are conflicting statements. Page 4 states all prices for delivery & pickup and full installation are to be included in bid price. Page 16 states all units will be delivered to one single location, the District warehouse with all applicable hardware to install. At that time of delivery, the contractor shall give a detailed install estimate.

Which statement is to be true? Statement on page 16 is more applicable to this bid since delivery & pickup will change if there are more than one delivery location. Also, installation materials will change due to the placement unit(s) will be installed.

Answer #3: The verbiage on page 4 is standard boilerplate language. The specifications on page 16 supersede the standard verbiage language.

Question #4: Due to our experience providing these services for DeKalb County Schools, it would be more accurate and economical to add line items for one time fees, such as freight and labor for installation and dismantle.

Requesting all inclusive pricing will allow one time fees to become recurring monthly charges. Can an amendment be made to the solicitation to address this?

Answer #4: No.
