Proponents must have completed at least three salt or sand supply and storage structures within the last five years, with projects completed and operational by 2022. The scope of services requires detailed documentation including plans for coordination with county staff, innovative management techniques, quality assurance programs, cost estimation approaches, schedule tracking methods, and submission of two concept designs based on the project's scope of services.
