About this file

This document is Addendum No. 1 for a Microsoft 365 Subscription Licensing bid (Bid No. 23-026) issued by Harlingen Water Works System (HWWS) in Harlingen, Texas. The bid is due by 2:00 p.m. on September 6, 2023, with submissions to be sent to 114 North "L" Street, Harlingen, TX 78550. HWWS is seeking a three-year multi-year Microsoft 365 licensing agreement, with annual payments and optional two additional one-year renewal periods subject to mutual approval. The organization currently operates under the regular Cloud Solution Provider (CSP) program and is specifically looking for a licensing arrangement that can accommodate potential future changes in Microsoft's New Commerce Experience (NCE) terms.

The addendum provides clarification on several bidding details, including acceptance of either monthly or annual pricing, allowing vendors to submit two licensing options, and specifying that only hard-copy bids with wet signatures will be accepted. Vendors are advised that as of November 1, 2023, Microsoft will be transitioning to new NCE terms and pricing, which may impact future licensing structures. HWWS is proactively seeking a multi-year commitment to potentially mitigate these upcoming changes, indicating a strategic approach to managing their technology licensing and budgetary considerations.

ADDENDUM NO. 1

INVITATION TO BID

FOR

MICROSOFT 365 SUBSCRIPTION LICENSING

Date: August 31, 2023 Bid No.: 23-026 Submittal Deadline: 2:00 p.m., Wednesday, September 6, 2023

Answers to bidder questions received through August 31, 2023, are provided as follows:

Q1. On the Bid Sheet, I see the Total/Unit column. Did you want monthly cost for the number of licenses or the per unit cost for each license?

Answer: We are posting the bid requesting annual as we are wanting to make one lump sum annual payment. Although, with monthly amounts, you are welcome to use that as well and we would consider doing a monthly payment if it would be more beneficial.

Q2. Also, I was curious if I can provide two options for the M365 licensing. If so, would I just make a note the differences or can I attach a quote with the details?

Answer: Two options are fine. You may print and use a duplicate Bid Sheet or an attachment dictating the difference in pricing or options would be accepted.

Q3. Another question, would I send my bid to 114 North “L” Street, Harlingen, TX 78550 via FedEx or another delivery company as long as you receive if by 2 Pm on September 5th?

Answer: The shipping vendor is completely up to you as long as it gets here before opening.

Q4. Are digital signatures (such as through DocuSign) accepted for bid-related signatures?

Answer: We do not. We only accept hard copies with wet signatures. They can be shipped in an envelope to the address listed within the Bid packet

Q5. Do you have a current agreement and under which program (GCC/ GCC High or regular CSP)?

Answer: We have the regular CSP program

Q6. Are you aware of the following change and will this be something they would consider?

As of Nov 1, 2023 changes to all SLED Cloud CSP Programs, move to NCE (New Commerce Experience) terms and Pricing.

What this means is we can quote for one year and at the renewal, they will “automatically be moved” into the NCE program– Annual Upfront payments, by Microsoft. How to “avoid” this is to commit to a multi-year program for 3 yrs instead of optional renewals and at the end of the 3 yr period renew into NCE.

Answer: We are seeking an (3 year) multi-year agreement, paid annually. After the first 3 years, an optional two (2) one-year renewal options subject to the approval by both partner and HWWS.

Bidders must acknowledge this and all other addenda on the form titled Acknowledgement of Addenda included on the Bidding Documents and include the completed form with their bids.
