About this file
This document is a Questions and Answers response regarding RFP #23-013 for a Risk Assessment and Mitigation Consultant position with the Oregon Department of Energy (ODOE), referenced as Oregon Buys S-33000-00008010. The project involves developing an Energy Security Plan (ESP) with two critical deadlines: an initial presentation-ready version due by June 1, 2024, to support legislative presentation per SB 1567, and full substantive completion by September 30, 2024, to allow time for refinement and final submission to the U.S. Department of Energy. The selected consultant will be responsible for collecting data and information from diverse stakeholders, including private sector energy companies, utilities, and municipalities, while developing a Mitigation Action Plan in coordination with the Oregon Public Utility Commission and other state agencies including the Department of Land Conservation and Development, Department of Environmental Quality, Department of Human Services, and Department of Emergency Management.
The document clarifies key operational parameters for prospective bidders. ODOE and the Oregon Public Utility Commission will coordinate primary data collection with industry stakeholders, though the consultant may need to follow up on data gaps or create best engineering estimates with appropriate uncertainty documentation. Technological hazards are defined as aging infrastructure and software along with risks associated with equipment malfunctions. The consultant's level of effort regarding stakeholder access and data collection is anticipated to be variable, as other state agencies will determine their own engagement levels with ODOE serving as the lead agency. All work products should be delivered before June 1, 2024, to support the legislative presentation timeline, with the intent to award date established as October 9, 2023.

Questions and Answers Regarding RFP #23-013 / Oregon Buys S-33000-00008010 Risk Assessment and Mitigation Consultant
The following questions were submitted:
Q1. The RFP States (p.7) that per SB 1567, the ESP must be delivered to the Oregon Legislature by June 1, 2024. However, later the RFP states (p.8) that all work to be substantively completed by September 30, 2024. Can you clarify the timeframe to complete the contracted SOW between October 9 (stated date of issuance of intent to award) and both the June 1, 2024 deadline and the September 30, 2024 deadline?
A1. The ESP should be at a state where we can make a presentation to the legislature by June 1, with time to refine and finalize for submission to USDOE by September 30, 2024. With that in mind, the selected consultant should plan to deliver all available work products before June 1 to support ODOE’s legislative presentation.
Q2. While the Stakeholder Engagement process will be facilitated by a separately hired Contractor; this consulting team is responsible for the collection of large quantities of data and information from a wide range of stakeholders. Does ODOE have confidence that all the necessary stakeholders are already successfully mobilized for this robust data collection and input? Or will additional efforts be required from this technical consulting team to gain access into specific technical data (for example from private sector energy companies, utilities, municipalities, etc.) We seek clarification on level of effort for this consulting team to have access to the required data and stakeholders for input per Task 4 and Task 5.
A2. The Oregon Department of Energy and Oregon Public Utility Commission will coordinate data collection with industry stakeholders. There may be some data gaps where the Risk Assessment and Mitigation consultant would need to follow up or create a best engineering estimate with the appropriate discussion of uncertainty.
Q3. Will the development of the Mitigation Action Plan for ODOE include deep engagement with other state agencies including the OR Department of Land Conservation and Development (DLCD), the Oregon Department of Environmental Quality (DEQ), the Oregon Department of Human Services (DHS) and Oregon Department of Emergency Management (ODEM)? We would like clarification on their anticipated role and availability to engage as experts in this planning effort for ODOE.
A3. ODOE already has relationships and is engaged with agencies listed above regarding the ESP. Each agency will determine their level of engagement on the ESP with ODOE as the lead.
Q4. Can ODOE define what it means by “technological hazards” as referenced on page 6 of the RFP?
A4. We view technological hazards as aging infrastructure and software and risks associated with equipment malfunctions.
