About this file
This document is an Addendum (#1) to a state and local contract opportunity issued by the City of Urbana in Champaign County, Illinois, for the Country Club Road and Perkins Road Improvements project (Section 23-00669-00-PV). The project involves comprehensive roadway infrastructure improvements spanning approximately 1,830 feet, including roadway resurfacing of Country Club Road, widening and reconstruction of a section of Perkins Road, constructing additional sidewalk on the north side, and creating a new shared-use path on the south side. The project specifications outline detailed requirements for roadway construction, with work to be completed by October 30, 2026. Bidders are required to submit sealed proposals electronically through the City of Urbana's Procurement Portal by November 7, 2025, at 2:00 PM CST, with a contract execution deadline of December 8, 2025.
The project will be funded through Tax Increment Financing (TIF 4 District), with specific funding constraints requiring all TIF 4 funds to be obligated prior to December 31, 2025, and spent before December 31, 2026. Bidders must comply with prevailing wage rates for Champaign County and follow Illinois Department of Transportation (IDOT) standard specifications. Insurance requirements include comprehensive liability coverage with specific conditions, and contractors must provide a contract bond for the full project amount. Additional requirements include compliance with apprenticeship initiatives, with a goal that apprentices perform 10% of the total labor hours in each prevailing wage classification. The project involves multiple technical components such as hot-mix asphalt surfaces, Portland cement concrete pavement, streetlight installations, storm sewer modifications, and associated utility work, suggesting a complex municipal infrastructure improvement initiative.
