The solution must enable ISTHA employees across offices, garages, fuel stations, and roadway treatment centers to access and print SDS sheets, track workplace incidents and near misses, schedule and monitor inspections using custom checklists, record OSHA 300/300A/301 forms, assign and track safety training courses, and monitor safety performance metrics through a unified dashboard. The platform must support Okta integration for secure access, include offline SDS access, printing capabilities for workplace labels, and seamless integration among all three components. The initial contract term is three years with three optional one-year renewal periods, not to exceed ten years total. The implementation period should be 90 days or less, with the vendor providing configuration, employee migration, comprehensive training programs (online, on-site, virtual, and on-demand), technical support via phone and email, and web-based program upgrades throughout the contract term. Unit prices and hourly labor rates must be submitted through the BidBuy system and remain firm for the entire contract term. The solicitation includes a Business Enterprise Program (BEP) utilization goal of 5 percent and a VOSB/SDVOSB goal of 0 percent based on vendor availability, with vendors required to submit separate U-Plans for each applicable goal. The Tollway will award the contract to a vendor meeting these goals or making good faith efforts to meet them.
