About this file

This is a Standard Services Agreement between Pinellas County, Florida and an unnamed contractor for a concession license to provide kayak, canoe, and standup paddle rental services at War Veterans Memorial Park. The agreement, resulting from Contract 23-0052-RFP-REVENUE, allows the contractor to operate concession services seven days per week from 7:00 am until sunset, with closures on the day after Thanksgiving and Christmas Day. The initial contract term is 36 months, with no option for extension, and the contractor will be responsible for providing rental equipment, managing operations, and ensuring proper safety and customer service protocols.

The financial terms require the contractor to pay the county a percentage of monthly gross sales from rentals and merchandise, with specific payment details to be determined in the final agreement. The contractor must submit monthly reports and payments by the 15th of each month, with potential late fees for missed deadlines. Additional requirements include maintaining appropriate insurance, wearing uniforms, requiring customer waivers, keeping the area clean, and developing an emergency response plan. The county will provide the designated rental location and set aside parking spaces for the contractor, and the agreement includes exclusive rights for the specified services, though special events authorized by the county are exempt from this exclusivity.
