About this file

This document is an Addendum to an Invitation for Bid (IFB) Contract #23-0011 for Lightbars, LED and Warning Lighting Kits for the Illinois State Police Troop 15. The Bid Opening Date is as published in BidBuy. The addendum clarifies that the correct BEP Utilization Plan is 4% BEP and 0% VSB, not 4% BEP and 4% VSB as previously stated. It also provides responses to two vendor questions, confirming the solicitation includes lightbar kits, LED kits, and warning lighting kits, which can be purchased individually. The bid opening will be held electronically, and attendees can join via WebEx with the provided details.

The solicitation does not list the warning lighting kits as a separate line item, but they are included as part of the overall kits referenced. Vendors are not required to provide brand name items and can offer approved equals. This IFB is being issued by the Illinois Tollway on behalf of the Illinois State Police Troop 15.

Please be advised of the following changes to the above-mentioned solicitation:

I. The BEP Utilization Plan (U-Plan) Document has been updated and replaced in its entirety with the following file 23-0011_BEP U-Plan_Lightbars LED and Warning Lighting Kits ISP 15_v2. Change is as follows:

A. The first section of the BEP U-Plan document had listed 4% BEP and 4% VSB. That was incorrect. This section has been updated correctly to 4% BEP and 0% VSB.

II. Questions and Answers: The following are questions received from Vendors and responses from the Illinois Tollway pursuant to the question and answer portion of the above-mentioned solicitation. The Illinois Tollway has provided its answers accordingly.

1. In the contract itself, it states a BEP of 4% and 0% VSB, but on the BEP utilization documents, it has listed 4%

BEP and 4% VSB. I just wanted to clarify if we needed both?

A. The correction to the BEP Utilization Plan has been corrected by way of this addenda. Refer to Section I.

of this addenda.

2. Regarding B-35254, under section 2.1 format of pricing there are 19 line items, none of which indicate a ‘Warning Lighting Kits’ as identified in the table at A.8.2 on page 12. Are there details for the Kits referenced?

A. The title of this solicitation is Lightbars, LED and Warning Lighting Kits refers to all 3 as “kits”. Lightbar kits, LED kits and Warning Lighting kits. These items can be purchased in kits or separately. We do not need the same number of all items therefore we did not list them in a kit, we listed all items individually.

We also are not requiring Brand Name items, they can be Brand Name or equal, therefore we listed each item individually to make it easier to research the items required for the solicitation.
