About this file

The document provided is a Q&A response related to a Request for Proposal (RFP) issued by the Washington Department of Fish and Wildlife (WDFW) for a Stillaguamish Hatchery and Restoration Video Production project. The RFP seeks a video production company experienced in natural resource storytelling, with familiarity in Puget Sound salmon recovery efforts, to produce a video within the Stillaguamish Watershed. The project requires in-person interviews, filming that does not need to be contiguous, and the possibility of additional filming after production ends. The contractor will be responsible for choosing interview locations within the Stillaguamish Watershed, with support from WDFW staff.

The RFP clarifies that contractors outside the USA will not be given priority, and the contracted work must be performed within the Stillaguamish Watershed in the USA. Proposal costs should include travel expenses, but not distribution costs, as WDFW will handle video distribution. WDFW representatives and a Stillaguamish tribal affairs representative will be present during production.

WDFW 23-00010 Q&A 1

Request for Proposal 23-00010 Stillaguamish Hatchery and Restoration Video Production

Previously Asked Questions and Answers Are companies outside the USA (India or Canada) eligible to compete for this project?

Contractors within the US will be given priority

Are all meetings in-person requiring the contracted vendor to be present at the meeting sight?

Meetings between WDFW and the contractor may be a combination of in-person and virtual, though all interviews conducted by the contractor must be in-person

Can the contracted work (related to the RFP) be performed outside the USA?

No, the contracted work must be performed within the Stillaguamish Watershed in the

USA

Can proposals be submitted via email?

Yes, see RFP page 8, Application Submittal

How many days do you anticipate needing to film?

• Will they be contiguous?

No, the film day do not need to be contiguous. The contractor can schedule the filming as appropriate to meet the RFP requirements, while including WDFW staff and interviewees.

• Is there a possibility of needing to come back and film more after production ends?

While that is not the intention, there is a possibility that more filming may be required to meet the requirements of the RFP

• Do the costs for distributing the videos need to be included in the proposal budget?

No, WDFW will distribute the videos, but distribution brainstorming may be part of the creative pre-production process with the contractor.

• Will a representative from WDFW and a Stillaguamish tribal affairs representative be present during production?

Yes, representatives from WDFW will be present during production

• Will the respondent be responsible for paying for the travel for interview subjects or choosing the locations of the interviews?

o The contractor should include travel costs into the budget in the application.

o Yes, the contractor will be responsible for choosing the locations within the

Stillaguamish Watershed, for interviews to convene. However, WDFW staff can help coordinate, get necessary approval, and brainstorm ideas for interview locations.

• Will the long form video be distributed to public access or other broadcast television in general?

The <10min video will be distributed for public access

• What is the billing schedule for this project?

Billing for this project will be based on deliverables. Invoices will need to be submitted to WDFW once deliverables are completed throughout the life of the contract.

WDFW 23-00002 Q&A 2

Are the 30-second and 1-minute videos intended to promote/market viewing of the long form (as in, trailers) or are they stand-alone pieces that support the goal of the project on their own?

The 30-second and 1-minute videos are intended to promote/market viewing of the long form, that should also be able to stand-alone. We anticipate that footage from the long form video will be used to create the 30-second and 1-minute videos.

Who is your target market to increase funding?

• Are you leaning on your solid current donors or are you trying to branch out to find new investors? Or both?

WDFW is a public agency and cannot accept funding from donors or investors. The goal of these videos is to gain additional support for restoration projects in the Stillaguamish basin.

• Who's been your most successful donor markets? Are there new markets you are looking to potentially tap into?

NA, WDFW is not soliciting donations or new investment markets.

• What is the average donation per donor currently?

NA, Funding sources are not currently based on donations

• Are you looking to increase more large single donors sums or more donors with smaller sums?

NA, Funding sources are not currently based on donations

Are you looking to match the look of the previous two videos that were referenced in the brief or simply match the narrative?

Yes, matching the style of “Into the Stillaguamish” is preferred for continuity between videos

Are you looking for videos that cater to a more social media-driven distribution strategy?

• We are aware of the deliverables for a :30 sec, 1 min and <10min piece, but are you looking for the 10 min piece to have more content you can re-purpose into short-form media?

Yes, we anticipate the 30-second and 1-minute videos to be sourced from the <10-minute video

• In other words - are you more focused on top-of-funnel awareness or need top + middle + end funnel video strategy?

For this video strategy, we are more focused on building awareness of the issues in the Stillaguamish basin. We can consider some end funnel video strategies, but will likely prioritize a specific call to action in a separate project. The hired contractor should help lead us through this strategic thinking.

"Steadicam" and "jib crane" are listed in Equipment Rentals.

• Are there specific shots you're looking to get with these listed?

• If we were to accomplish these shots without the need of them via gimbals, etc. would that work?

Yes, the equipment listed in the RFP is for example only. Please be sure to list the equipment you think is necessary for a successful shoot, and describe whether you own or will need to rent the equipment.
