About this file

This is a request for proposal for brushless diesel generator sets to replace the current generators on an LCC 19 ship. The Navy seeks a contractor to provide up to three shock-qualified generator sets each capable of 2000kW continuous power output. The first generator set will undergo first article testing, while the remaining sets will be production units. All units must be delivered by April 1, 2025 to Yokosuka, Japan. The solicitation identifies technical requirements for the generator sets and engines in detail. Offerors must submit proposals addressing technical approach, shock qualification, and schedule factors, as well as past performance and small business participation. Price will also be evaluated for the firm-fixed-price contract line items. Proposals are due by November 4, 2022.

STATEMENT OF WORK (SOW)

Statement of Work (SOW) LCC 19 USS Blue Ridge Diesel Generator Set Procurement

1.0 Introduction

1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of

Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 442, which is responsible for the steam and diesel electrical power systems on board LCC 19 USS Blue Ridge.

1.0.2 This contract is for non-personal services. It does not create employment rights with the

U.S. Government whether actual, inherent, or implied.

1.0.3 Government/Contractor Relationship

1.0.3.1 The services to be delivered under this contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the contract between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.

1.0.3.2 The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

1.0.3.3 Contractor personnel under this contract shall not engage in any of the inherently

Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.

1.0.4 Employee Relationship:

1.0.4.1 The services to be performed under this contract do not require the Contractor or its personnel to exercise personal judgment and discretion on behalf of the Government.

Rather the Contractor's personnel will act and exercise personal judgment and discretion on behalf of the Contractor.

1.0.4.2 Rules, regulations, directives, and requirements that are issued by the U.S. Navy and

NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.

1.0.4.3 Inapplicability of Employee Benefits: This contract does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.

1.0.4.4 It is the Contractor's, as well as the Government's, responsibility to monitor contract activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.

1.0.4.4.1 The Contractor shall notify the Contracting Officer in writing via letter or email within three (3) calendar days from the date of any incident that the Contractor considers to constitute a violation of this Section. 1.0.4.4.2 The Contracting Officer will, within five (5) calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer will either:

a. Confirm the conduct is in violation and when necessary direct the mode of further performance,

b. Countermand any communication regarded as a violation,

c. Deny that the conduct constitutes a violation and when necessary direct the mode of further performance, or

d. In the event the notice is inadequate to make a decision, advise the Contractor what additional information is required, and establish the date by which it should be furnished by the Contractor.

1.1 BACKGROUND

The legacy diesel generator sets currently installed on the LCC 19 ship are undersized, high maintenance, failure prone and do not meet the 7Th Fleet requirements. NSWCPD Code 442 has been tasked with replacing them with a shock qualified brushless replacement that will give the ship a low maintenance and reliable electric plant to support the remainder of the service life for the LCC which is currently slated for 2039.

This purchase specification defines the requirements in their entirety. The system supplier shall provide all technical documentation as defined by these requirements.

1.2 SCOPE OF WORK

The Contractor shall provide a quantity of up to three (3) Ship Service Diesel Generators to serve as replacements of existing generators. Each Diesel Generator shall comply with the ABS NVR as pertaining to MIL-G-21296 and the requirements of this specification. Where there may be a conflict, this specification shall take precedence. The generator sets shall be shock qualified to the requirements of MIL-S-901E either through previous qualification testing, extension qualification, requests, partial testing, or full testing. Each new diesel generator shall be able to provide at least 2000 kW (electrical) at 450 VAC, 60 Hz, 0.8 power factor, when operating continuously as defined in Section 3.1.2.

If a generator set is not previously qualified or does not have shock testing completely waived by the Technical Code, the First Article Test (FAT) will be established as CLIN 0001, and the production units will be established as options under CLINs 0002-0004. Any generator set used as the FAT unit will be turned over to the government and will not be considered a production unit.

Water connections to cooler heads or water boxes should be integral to the heads or welded.

Brazed pipe connections are prohibited. Connecting flanges should be edge drilled and tapped for threaded pressure tap connections. Flanges must be associated in a manner that places them, with respect to the prime mover, in a general location such that existing generator cooler piping will require minimal changes for all applications. Connections to and from cooler should be properly and visibly labelled inlet and outlet.

3.1.2.5.13 Generator Anti-Condensation Heaters

Electric heaters should be installed in the generator enclosure in sufficient quantity and size to prevent condensation of moisture on the generator windings when the Generator is secured.
