N32205-22-R-5433 ATTACHMENT N:
SHIPBOARD SECURITY SYSTEM (SSS) REQUIREMENTS
N-1The ship shall be equipped with a Shipboard Security System (SSS). The SSS shall include the following components:
1. Hull Perimeter Lighting (HPL)
2. Closed Circuit TV (CCTV)
3. Intrusion Detection System (IDS)
4. Audible Warning System (AWS)
N-2 The system shall have video feed recording capability. The video recording device shall be capable of storing
24 hours of recording.
N-3 Hull Perimeter Lighting (HPL). The vessel shall be equipped with sufficient fixed or portable hull waterline lighting such that, pierside or at anchor, the entire hull is lit at the waterline. There are to be no dark areas. The lighting shall provide, at minimum, light of 5 foot-candles, measured from the hull's waterline horizontally outwards to a 30 foot distance.
N-4 The CCTV system shall consist of CCTV cameras for interior and exterior use. The design of the CCTV system shall minimize the number of cameras while maximizing viewing coverage for all entrance/egress points and restricted areas identified in the ship’s VSP. At a minimum, exterior cameras shall monitor fantail, foc’sle, and main deck. The interior cameras will monitor access to the main engine space, master’s cabin, small arms lockers, radio room and any other restricted areas identified in the ships VSP. A CCTV screen shall, as a minimum, be able to be monitored from the gangway when in port and the bridge when underway.
N-5 The IDS shall consist of motion sensors to detect movement in the areas covered by the CCTV system. The IDS shall sound an audible alarm when activated at the same areas where the CCTV system is monitored. It is expected that the motion sensor will be integrated with the CCTV system so that when a motion sensor alarms the CCTV system automatically displays the area of the alarm.
N-6 The ship shall be outfitted with a minimum of one portable audible warning system capable of producing at least 85 DB at 500 yards from the ship. The system shall be capable of playing recorded messages via a removable CD, have a microphone for loud hailing and a warning burst. A system with characteristics equal to systems such as LRAD or Hyperspike would be appropriate for this application.
N-7 The owners shall make this section as part of their ship’s security plan with detailed information on what crewmembers are responsible for the continuous monitoring of CCTV and the response, who responds, in the event of alarms especially intrusion into sensitive spaces.
