1.1 GENERAL SCOPE
1.1.1 Purpose
HTRTS-M Sacramento conducts Military Occupational Skill – Transition (MOS-T) and Professional Military Education (PME) training to Active Component (AC), Reserve Component (RC) and National Guard (NG) Soldiers in support of the One Army School System (OASS). Is in the process of updating all classroom technology and equipment, in order to support the new Army Learning Concept for Training and Education (ALC T/E) as outlined in TRADOC PAM 525-8-2. HTRTS-M Sacramento’s curriculum relies heavily on student's working together to solve complex training challenges, often utilizing interactive computer based training. Currently classroom displays are 75” OneScreen Displays, however three classrooms were not included in the initial fielding of the required amount of displays. Since then, the unit has increased productivity; taking on more classes and students. With this in mind, three classrooms without displays are in need of updates to meet the classroom requirements throughout the building and meet 80th Training Command (TC) classroom and Army Learning Concept standards. The purpose of this equipment is to provide large, clear interactive displays that will enhance the training and allow groups of students to collaborate and work together.
To provide the necessary learning environment, all classrooms should have 86” UHD displays, at least two per classroom and must be a touch screen interactive display “SMART Board”. 86” Class (~84.5" viewable) - LED display - 4K UHD (2160p) - HDR - full array, local dimming – six (6) units requested to comply with the Army Learning Concept for Training and Education. This will help ensure the HTRTS-M Sacramento’s classrooms are more in line with TRADOC’s Enterprise Classroom computing and will be utilized with that program as it is rolled out across classrooms in both the Regular Army and in the Army Reserve. This purchase will also allow for a significant cost savings as two (2) of these screens can do about 80% of the requirements of the ECP program at about 1% of the cost ($10,000 dollars versus $140,000 dollars) allowing for needed monies to be spent elsewhere while providing for the intent of ECP.
Tripp Lite Display Wall Monitor Mount – 6 units to mount all the displays in the designated classrooms.
The contractor shall provide, and deliver the products addressed in ATTACHMENT 1 of this statement of work to 6201 Midway Street, Building 661, Sacramento, CA 95828.
We will be utilizing the following GSA Contract: GSA CONTRACT - GS-02F-0067P to procure all of the following screens.
1.1.2 Intent
To modernize and supplement TRADOC’s ECP standards across all of HTRTS-M Sacramento classrooms utilizing the OneScreen systems to replace all older white board technology currently installed in classrooms. The OneScreen concept has already been proven at HTRTS-M Sacramento and looking to finalize the remainder of classroom requirements.
1.1.3 Mission Requirements and Standards
HTRTS-M Sacramento will use the displays addressed in Attachment 1 of this statement of work to conduct Training IAW with the Army Learning Concept for Training and Education (ALC T/E) as outlined in TRADOC PAM 525-8-2. This requires 86” UHD displays for all classrooms, 100 touch screen interactive displays. Displays need to meet the minimum requirements described below in section 1.1.5.
The 6 touch screen interactive displays must be 86” PC-Free with embedded computing to provide one-touch access to a diverse suite of SMART applications such as notebook, whiteboard, wireless screen sharing and a web browser. The touch screen interactive must be 4K ultra-high-definition LED display to provide optimal image clarity and wide viewing angles. Must have Pen ID feature so we can assign different appearances to four pens and write or draw over any application in digital ink. Also must have Object Awareness which allows you to perform mouse functions with your finger, write in digital ink with the pen, and erase with your palm or eraser this without switching tools or modes. Multi-touch capabilities up to 16 simultaneous interaction points (combination of 10 finger touch points, four pen touch points and two eraser touch points). Network and Internet Multimedia capabilities must include; internet video playback, Wi-Fi/LAN/Bluetooth connectivity. Video Interface should include Component, HDMI ports and at least one USB port. Audio system should include a built in 2 speaker system with a remote control. Please see Section 1.1.5 for complete specifications.
