Amendment A0001 to:

Combined Synopsis-Solicitation for Commercial Items

Request for Quotation (RFQ) 36C25522Q0099

Description: Services, Non-Personal: On-Site Sleep Study Services

This amendment to the above solicitation is issued 1/20/2022 to:

1. Address applicability of the Service Contract Act and insert the wage determination information.

2. Responses to questions.

3. Update the Performance Work Statement (PWS), solicitation Attachment 2.

4. Extend the quote due date one (1) day.

1. Service Contract Act Applies to this acquisition and resulting contract:

a. Wage Determination Number: 2015-5341 applies and is incorporated into this solicitation. The most recent revision number is Rev. #19, dated 12/27/201. The most recent revision number at the time of contract award will be used.

b. The wage determination can be located by accessing internet site www.sam.gov.

2. Questions and Answers:

Do the scheduling duties need to be done by RPSGTs?

a. Q; Do the scheduling duties need to be done by RPSGTs?

A: No.

b. Q: If scheduling does not have to be done by RPSGTs, can the scheduling staff be off site?

A: Yes. VA relays study-needs to contractor, whether to on-site personnel, or to an off-site location, for contractor scheduling. PII/PHI requirements/limitations must be observed at all times.

c. Q: Are contractors allowed to use software programs such as automated text reminder software to assist in scheduling patients for sleep studies?

A: Yes, may be used by contractor using contractor resources (not VA Network), ensuring the methods observes privacy/HIPAA requirements, related contract clauses and provisions, and contract security language.

d. Q: The RFQ states that overnight studies need to be run 365 days per year. However, the quantity of overnight studies is 440. If 2 patients are seen per night, that would require that overnight studies be run 220 days out of the year. Is the expectation that the lab is staffed with an RPSGT overnight even if studies are not being run on that evening?

A1: No, staffing without scheduled studies is not expected.

Additional response is provided below, A2-A4:

A2: The PWS requires performance of sleep studies 365 days per year.

A3: The nightly/daily performance is dependent on 1) VA needs and 2) contractor’s patient scheduling to meet the VA needs.

A4: The estimated quantities in the solicitation’s price schedule, Attachment 1, are estimates only.

A4: The VA’s space availability allows for up to 2 patients on any given night or day.

3. Updates to PWS: Section 7.2.9 – typographical error removed. 7.2.10 is changed to 7.2.9.1, 7.2.11 is changed to 7.2.9.2.

4. Quote due date is changed from January 24, 2022, 10:00 a.m. Central Time to January 25, 2022, 10:00 a.m.
