PERFORMANCE WORK STATEMENT
MCAGCC Uninterruptable Power Source (UPS) Services Contract
1. Purpose
1.1. Objective
Provide preventative maintenance (PM) services, corrective maintenance (CM) repairs and restoration services, and emergency repair (ER) maintenance response services for the various uninterruptable power sources (UPS) and the associated rechargeable batteries sub-systems located aboard the Marine Corps Air Ground Combat Center
(MCAGCC), Twentynine Palms, CA.
1.2. Background
Air Traffic Control equipment, meteorological measuring systems, and command and control voice and data communications systems located aboard MCAGCC utilize UPS systems to sustain activities during periods of loss of primary electrical power. This PWS identifies the UPS that require scheduled PM activities; and when required, CM and ER response services to restore UPS operations, after UPS equipment inadequacies and failures.
2. General Requirements
2.1. Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules, for individual contractor employees. It must be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute, personal services, it must be the contractor's responsibility to notify the Regional Contracting Office 29 Palms Contracting
Officer immediately.
2.2. Business Relations
The contractor must successfully integrate and coordinate all activity needed to execute the requirement. PM will be based on servicing the thirteen (13) sites identified below every three (3) months per year (4 cycles). The PM services must be performed on all UPS peripherals for all thirteen (13) designated sites progressively within a 90 day cycle, 4 times per year. CM are those services necessary to restore the sites to full operational capability based on deficiencies identified as part of PM services; CM services will be based on an estimate of four (4) hours per week, for a maximum annual requirement of 208 hours (52 weeks). ER services are those services necessary to restore the sites to full operational capability after unexpected deficiencies that cause the UPS to fail; ER services will be based on an estimate of four (4) incidents per year, with a maximum of 8 hours/1 day per incident, for an annual maximum hours total of 32 hours/4 days. All diagnostic costs must be included in PM/CM/ER labor services.
The contractor must manage timeliness, completeness, and quality of problem identification. The contractor must provide corrective action plans, timely identification of issues, and effective management of its subcontractors. The contractor must ensure professional and ethical behavior of all contractor personnel.
2.3. Locations of Work
The contractor is required to perform all work aboard MCAGCC Twentynine Palms, CA.

2.4. Hours of Work
Normal workdays are Monday through Friday except US Federal Holidays. Contract work will normally occur between 0730 and 1600 daily.
Note: Access to the Photovoltaic (PV) systems located within the RTAA may require contract work to be performed Sunday to Saturday between 0600 and 1800.
3.0. Performance Requirements
The following section specifies the Performance Objectives for the contract. “Qualified technicians” are defined as having a minimum five (5) years of experience (UPS Technicians/Journeymen Level GS-08) performing PM to UPS equipment. The qualified technician must perform “unsupervised” PM Services and Inspections. A “qualified technician” must possesses technical knowledge of UPS equipment and the required precautions of handling equipment as listed in the PWS at section 5.1.
Once the contract is awarded, the awarded contractor must provide a current list to the MCAGCC Contracting
Officer (KO)/Contracting Officer’s Representative (COR) of qualified technicians (See requirements section 5.2) that will be performing PM/CM/ER services and kept current for the entire period of performance.
3.1. PM Services
PM schedule will be based on servicing the 13 sites identified in section 2.3 of the PWS every three months per year
(4 cycles) with Qualified Technicians. The PM services must be performed on all UPS peripherals for all thirteen
(13) designated sites progressively within a 90 day cycle, 4 times per year. Diagnostics will be included in labor hours quoted for PM labor services.
3.1.1. PM Services Performance Objective Standards
STD = Objective Standard
STD: The contractors PM inspections checklist will adequately document PM scheduled services and identify/record all deficiencies findings.
STD: Scheduled PM activities are performed In accordance with (IAW) the original equipment manufacturer
(OEM) instructions and specifications.
STD: Removal and installation of parts required to perform PM scheduled services must be performed IAW OEM instructions, specifications and commercial standards. If installation of new parts is required by the OEM instructions, the contractor must be prepared and have the COR review findings and forward to KO for approval.
Upon approval by the KO the contractor must schedule repairs. Failure to meet this requirement must be reported immediately to COR or KO.
STD: The PM inspection report explains corrective actions required to be taken for each identified deficiency and recommended CM. The COR will review findings and forward to the KO for approval and the purchase of materials and supplies.
STD: If during the scheduled PM visit, CM is required, the contractor determines if the deficient condition/defective equipment should remain operational; or, should the equipment need to be taken off-line for CM action, prior approval by the KO is required.
STD: Scheduled preventative maintenance actions that require that the UPS equipment and/or the equipment under
UPS load must be removed from service will be coordinated in advance with the COR.
STD: The Contractor must perform PM Service actions in accordance with the OEM recommended PM service schedule, frequency of scheduled PM services must be performed on all UPS peripherals for all thirteen (13) designated sites progressively within a 90 day cycle, 4 times per year. The contractor must have the range of technical capacity to service the general list of commercial UPS equipment found in section 5.1of the PWS.
STD: The UPS equipment must be serviced periodically resulting in cleaned, spot free of dirt, residue and all foreign materials. Contractor service performance must follow Commercial Service Product warranty requirements in order to prevent the voiding of product warranties.
STD: All items moved by the contractor must be returned to their original position.
STD: All work areas must be cleaned up after contractor’s work is completed.
STD: Contractor's business and maintenance actions must meet all local, state, Federal and MCAGCC HAZMAT requirements.
STD: All HAZMAT materials must be identified, secured/protected and tracked until disposal.
STD: All safety checks must be thorough and completed IAW a checklist developed by the contractor.
STD: Contractor’s reports must be complete and the contractor’s records accurately maintained.
3.1.2. PM Services: Scheduled Inspections
Upon award, the contractor’s PM Inspection Report checklist will record the PM inspection results for all scheduled site visits (13 sites). In addition to recording PM site visits, the contractor must provide a PM Inspection report (per site) that verifies the scheduled services were performed in accordance with this PWS and commercial PM UPS standards (see PM general inspection criteria checklist example below). The RADAR’s UPS in Building 2108 must also comply with OPNAV Maintenance Requirement Card (MRC) 54 FUCO N. The current version of the MRC is:

Example of Commercial UPS PM Inspection service parameters: PM criteria/parameters shall be listed on the PM inspection report and may include the following items (the contractor will review and include any inspection criteria/parameters recommended by the OEM of the UPSs being serviced):
1. Record ambient room temperature
2. Perform and record results of an inspection of:
a. Electrical connections
i. All power connections for proper torque
ii. Inspect all UPS unit connections, components, and wiring for overheating and unusual signs of wear.
b. All system level controls and displays:
i. Record UPS run-time meter reading.
ii. Assess and record the percentage of the UPS total load capacity while operating under normal load.
iii. Using test and measurement equipment, verify the accuracy of each UPS unit display/metering capability. Record the actual measured readings and the UPS display readings before and after display calibration is performed.
iv. Record UPS display readings for functions found to be outside of specifications.
v. System auto-transfer operation, if equipped.
vi. Manual transfer operation from UPS mode to normal by-pass and from normal by-pass to
UPS mode.
vii. Inspect and record performance of communications interfaces.
c. All system level alarms:
i. Record that alarm history logs were checked.
ii. Provide summary of all minor and major/critical alarms.
d. UPS Chassis Inspections:
i. Inspect air filter intakes. Clean or replace air filters as needed.
ii. Assess/adjust fan operation.
iii. Visually inspect each UPS unit for any signs of debris that may interfere with clearance around the unit.
iv. Clean or vacuum the inside of the UPS cabinet as needed.
e. Battery Inspections:
i. Inspect UPS unit batteries for sign of leakage, swelling, and excessive corrosion.
ii. Record battery cell voltage readings.
iii. Inspect and clean battery terminals.
3.1.3. PM Services: Equipment Status Reports
The contractor must provide the government point of contact (POC) with a detailed inspection report of all UPS equipment inspected during each of the scheduled maintenance visits. The detailed written report must note any deficiencies found during the scheduled inspection and the necessary corrective actions taken or required to be taken.
As a result of a PM inspection findings, the contractor must prepare a CM service repair quote for any corrective actions required to restore the UPS equipment to optimal performance. UPS equipment to be serviced will normally fall within the range of listed products in section 5.1. ot the PWS
3.2. CM Services
3.2.1. CM Services: Performance Objective Standards
STD: A CM task order will be issued by the KO prior to the start of any CM services. Upon issuance of the CO’s service repair task order, the contractor must perform all corrective actions required for complete restoration of UPS.
All CM labor will be invoiced under the appropriate IDIQ CLINs (0002/1002/2001/3002/4002) at the applicable hourly rate. All CM parts and materials will be invoiced under the over and above CLINs
(0004/1004/2004/3004/4004) in accordance with Section 4.1 of the PWS. The contractor must prepare a price estimate and a summary statement of work detailing the CM actions that are required for complete restoration of equipment functionality and how many labor hours are necessary. Diagnostics will be included in CM labor service rate quoted for this contract.
STD: Maintenance actions that require that the UPS equipment and/or the equipment under UPS load must be removed from service and will be coordinated in advance with the COR or the designated government Point of
Contact (POC) to be determined after award. Contractor service performance must follow Commercial Service
Product warranty requirements in order to prevent the voiding of product warranties.
STD: The contractor must replace defective parts with new OEM parts. The contractor must not replace defective parts with remanufactured or reconditioned parts without prior approval from KO.
STD: All replacement parts must be warrantied for a minimum period of 12 months from the date of installation.
STD: See in section 5.1 of the PWS for a general description of UPS equipment that may require CM service.
Completion of CM must result in UPS equipment also being clean and spot free of dirt, and all foreign materials and residue.
3.2.2. CM Services: Task Orders
The KO will assign a task order for CM services directly related to any deficiencies found during PM services. The
COR will review the findings before forwarding to the KO for approval. Once a task order has been issued, the contractor will be permitted to begin the CM service. A CM service call is based on an estimated 4 hours of service per week at maximum annual requirement of 208 hours (52 weeks). CM task orders should be a result of a deficiency noted in contractor inspection reports and must be directly linked to the site visit (PM) service.
3.3. ER Services
The contractor must provide a quote for ER services prior to any work being done. The quote must be at the applicable firm fixed hourly rate identified for CLINs 0003/1003/2003/3003/4003 and be inclusive of all labor expenses. The Government estimates that each ER service call may take up to a maximum of one (1) workday or eight (8) hours. Diagnostics will be included in ER labor service rate quoted for this contract.
3.3.1. ER Services: Performance Objective Standards
STD: The contractor must be able to provide ER diagnostic services 24 hours a day/7 days a week. The
Government estimates that ER services may be necessary 4 times per year, for a maximum of 8 hours per service call (annual maximum hours totaling 32 hours/4 days).
STD: The contractor’s ER services must be provided by commercially qualified technicians capable of responding to critical UPS outages and must coordinate after hours site access with the COR or the designated government
Point of Contact (POC). Only qualified technicians can be dispatched on emergency services calls. Qualified technicians can also make equipment alignments and adjustments to restore UPS availability. Replacement of fuses and other UPS “protective” components must be covered by a mutually agreed upon fair and reasonable price approved by the KO and invoiced under the over and above CLINs (0004/1004/2004/3004/4004) in accordance with section 4.1 of the PWS.
STD: If as a result, an ER service diagnostic, parts and materials are required to return the UPS to full operational capacity, the contractor must prepare a quote for the ER actions required. The contractor must have the range of technical capacity to perform ER services based on the commercial UPS equipment list in section 5.1.
3.3.2. ER Services: Task Orders
The KO will issue an ER service repair task order. The contractor must perform all corrective actions required for complete restoration of UPS service. All ER labor will be invoiced under appropriate IDIQ CLINs
0003/1003/2003/3003/4003 at the applicable firm fixed hourly rate.
STD: Maintenance actions that require that the UPS equipment and/or the equipment under UPS load must be removed from service and will be coordinated in advance with the COR.
STD: Contractor service performance must follow Commercial Service Product warrantee requirements in order to prevent the voiding of product warrantees.
4. Special Requirements
This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
4.1. Over and Above Work Orders
PM/CM/ER maintenance that requires supplies and materials will be done in accordance with DFARS 217.77 and invoiced under CLINs 0004/1004/2004/3004/4004. CM/ER services will require the contractor to submit a quote to the KO/COR identifying the materials and repair parts needed for completion of the CM/ER tasks. The COR will review supplies and make recommendations to the KO for approval. Over and above work supplies shall be determined to be fair and reasonable and negotiated if necessary prior to performance of the work. The government has the right to purchase required supplies and materials from another source due to the lack of price reasonableness from the contractor.
4.2. Security
A DD Form 254 must be submitted within 96 hours after receipt of contract award. Due to overarching security requirements, Contractor access to classified information must be as specified in the basic DD Form 254, which will be further identified in the DD Form 254 as required. All contractor personnel with access to unclassified information systems, including e-mail, must have, at a minimum, a favorable National Agency Check (NAC).
Visitor Group Security Agreement. The contractor must sign a Contractor Visitor Group Security Agreement to protect classified information involved in performance under this contract (See Section 6). The Agreement will outline responsibilities in the following areas: Contractor security supervision; Standard Practice Procedures;
access, accountability, storage, and transmission of classified material; marking requirements; security education;
personnel security clearances; reports; security checks; security guidance; emergency protection; protection of government resources; DD Forms 254; periodic security reviews; and other responsibilities, as required.
4.3. Safety
4.3.1. Contractor Compliance (Safety Program)
The contractor and its subcontractors must comply with Public Law 91-596 (Occupational Safety and Health Act
(OSHA)) and Department of Defense Directive 4715.1E (Environmental, Safety, and Occupational Health (ESOH).
Contractor personnel will also be required to attend annual desert survival briefs conducted by the MCAGCC Range
Safety personnel. This requirement must be renewed annually. Contractors must adhere to all range safety rules and regulations. Contractors must not access range areas without coordination with the government POC.
The contractor must maintain safety awareness and comply with all safety requirements associated with their activities aboard MCAGCC. Contractor personnel working at the tower sites will be exposed to extreme physical and environmental working conditions. Contractor personnel must be prepared to work in summer temperatures that can reach 115 degrees Fahrenheit (F). Winter temperatures can drop below 32 degrees (F). The Radio Frequency
(RF) shelter is not temperature controlled. Contractor personnel must advise MCAGCC personnel if the contractor is allergic to insect bites or stings due to bee and wasp swarms being active at the RF sites from April to November.
Black Widow and Recluse spiders are commonly found in and around the RF shelters. Rattlesnakes are commonly encountered at the RF Master Site.
The contractor must be responsible for screening and preparing their personnel based upon the known and probable risks associated with working at desert sites. In the case of a personnel injury, the contractor must be capable of providing First Aid care at each site while waiting for medical assistance (approximately 20 minutes).
4.3.2. Mishap Notification and Investigation
The contractor and its subcontractors (if applicable) must promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation. The contractor must notify (via telephone) the cognizant contracting officer’s representative, contracting officer, and/or other applicable members within four (4) hours of all mishaps or incidents. The
Government person notified by the contractor will in-turn notify the Safety Office. Contractor notifications made after duty hours must be reported to MCAGCC Command Duty Officer (CDO). If requested by the cognizant contracting officer, the contracting officer’s representative, and/or the cognizant program manager, the contractor must immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office. If the Government investigates the mishap, the contractor and the subcontractors must cooperate fully and assist the Government personnel until the investigation is completed.
4.3.3. RTAA Site Accessibility
The contractor must comply with the following constraints: Building #2104 at Bearmat Hill is readily accessible by a four-wheel drive vehicle.
Time on Site. Sites may be occupied for work during daylight hours. Working hours are constrained by transport operations.
Ground Access. Road accessible sites may be accessed from 0600-1800, Sunday to Saturday (excluding holidays).
This includes the driving time from Main Side, in addition to the time required to pick up and drop off the required
Government escort.
Escort Requirement. A Government escort must accompany each contractor team at each site. Contractor must provide transport that accommodates the escort’s travel, and the escort must be first in and last out at the work site.
Range Control. All personnel and aircraft must coordinate and operate with Range Control on Government assigned frequencies.
Range Schedule. The contractor will review the scheduled PM services with the COR 30 calendar days prior to accommodate and confirm range site accessibility. Schedules may be altered by the Government within that 30-day period due to unpredicted operational requirements, ER service calls, and/or weather delays.
Potential Delays. The contractor must manage operational or weather-driven delays for access to one, multiple, or all sites for periods of up to 90 days.
Range Safety. Each contractor and Government employee must complete the Desert Survival and Safety Course provided by MCAGCC Range Control prior entering the range areas. Training must be completed every twelve months.
4.4. Government Furnished Materials
The Government will furnish no materials for use by the contractor in the performance of this contract.
4.5. Environmental Requirements
The contractor must work in accordance with MCAGCC National Environmental Protection Agency (NEPA)
Compliance Order, CCO 5090.4 and Standard Operating Procedures for Range Training Areas and Air Space
(RTAA), CCO P3500.4

4.7. Quality
4.7.1. Quality Control
This section describes the Quality Control components for this effort. The Contractor must develop a Task/Delivery
Order Contractors Quality Control Plan (QCP) and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor must develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The QCP is the means by which he assures himself that his work complies with the requirement of the contract. The finalized QCP will be accepted by the Government at the time of the award . The COR and or the KO may notify the Contractor of required modifications to the plan during the period of performance. The Contractor then must coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance must be provided to the COR and Contracting Officer for review no later than 10 working days prior to effective date of the change. The QCP must be subject to the Governments review and approval. The Government may find the QCP "unacceptable" whenever the Contractors procedures do not accomplish quality control objective(s) per the approved QCP. The Contractor must revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable."
4.7.2. Quality Assurance Surveillance Plan (QASP)
The Government shall monitor the Contractors performance under this contract in accordance with the
Government’s QASP.
5. Deliverables
The contractor must provide deliverables as specified by the government. Format and delivery schedule for deliverables must be outlined in a Contract Data Requirements List (CDRLs) and/or other means to be determined by the contractor. Upon award, a Kickoff Post Award meeting will be scheduled with the Contractor, Contracting
Specialist and the COR to go over schedules, inspection sheets, repair documents and QASP requirements.
