About this file

This is an Invitation to Bid (ITB) #22PSX0247 issued by the Connecticut Department of Administrative Services (DAS) for Pharmacy and Pharmaceutical Consultant Services for three state agencies: the Department of Mental Health and Addiction Services (DMHAS), Department of Developmental Services (DDS), and Department of Children and Families (DCF). The solicitation seeks comprehensive pharmacy services for inpatient and outpatient facilities, including over-the-counter products, sundries, delivery, and training services. The bidding period runs from May 16, 2023, to May 26, 2023, with a vendor Q&A period from May 16-22, 2023. Vendors must provide medication packaging in various formats, offer bi-annual in-service training at no additional cost, and maintain quality assurance for individuals with intellectual disabilities.

The contract will be awarded to the lowest responsible qualified respondent based on multiple evaluation criteria, including pricing, conformity to specifications, past performance, financial responsibility, and delivery terms. Contractors must be enrolled in the Connecticut Medical Assistance Program (CMAP), provide emergency backup plans, maintain 24/7 contact availability, and potentially provide equipment like fax machines and automated dispensing machines at no additional cost. The solicitation replaces three existing contracts (17PSX0174, 17PSX0113, and 18PSX0028) and includes a mandatory extension to political subdivisions, schools, and non-profit organizations throughout Connecticut. Vendors must submit electronic responses through the CTsource system and provide documentation including pharmacy and pharmacist licenses, references, and detailed transition plans, with a required three-month transition period from June 1 to August 31, 2023, for non-incumbent awardees.
