Description: PRE-SOLICITATION NOTICE: This is NOT a request for proposal or invitation for bid.

The 45th Contracting Squadron, Patrick SFB, FL announces the anticipated release of Solicitation number FA252122B0017 being issued as an Invitation for Bid (IFB). All applicable provisions and clauses will be included in the actual solicitation document. This electronic announcement constitutes the only pre-solicitation notice being issued.

This IFB is being set aside to Service-Disabled Veteran-Ownded Small Business concerns; all others will be deemed non responsive. Contract award will be based on FAR Part 14 Sealed Bidding. An award will be made to the responsible bidder (IAW FAR 9.104-1) whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and price-related factors included in the invitation.

Interested parties should register on-line and subscribe to receiving procurement announcements related to this solicitation via the website at www.Beta.SAM.Gov. There will be no paper copies of this solicitation. All solicitation information may be obtained through the above referenced website. Project Title: Replace SAB HVAC

Project Number: DBEH 22-1578

Place of performance: Cape Canaveral Space Force Station, Florida 32925

Brief description of work: Project DBEH 22-1578; The work to be performed consists of Replacing chiller and install Split System at facility B49904 to include the following. In east UPS Room remove the 12" flex duct that is hanging from the duct work and seal hole in the duct system and re-insulate the duct.

Install 2 ton mini split system on the east wall exterior and wall evaporator on the inside wall. Carrier will be sufficient for mini split system. Need a Controls contractor to install a temperature sensor in the duct system prior to VAV-11 and reprogram VAV-11 to close damper if the supply air temperature increases over 60 degrees. Reprogram the heater element in the VAV box not to operate. Replace 6 Metasys controllers with EMCS controllers on the following air handlers and one VAV: AHU-1, AHU-6, AHU- 10, AHU-11 AHU-12 and AHU-15 and VAV-11. Replace Niagara Jace with EMCS ASP building controller complete with graphical interface. Replace all Distect controllers with EMCS Controllers.

Replace 80 ton chiller on south side with a new Trane chiller. Coils to be coated with Blygold Coating. Cut supply and return lines to the first set of valves. Re-insulate after piping secured. All electrical requirements shall be field verified. Operate and test the new mini split and chiller and make sure they are fully operational.

Period of Performance: 180 calendar days (includes 25 non-access days), to begin 10 days after issuance of the Notice to Proceed (NTP).

Size Standard: $16.5 M

Magnitude of Construction: IAW FAR 36.204: Between $250,000 and $500,000.

Additional Information: The applicable NAICS code is 238220 Repair, Alteration or Restoration of Real Property (Public or Private). The acquisition will be a competitive set-aside for Service-Disabled Veteran-Ownded Small Business concerns. The IFB will be available by electronic transmission only at http://www.sam.gov

The IFB is expected to be available on or about 15 August 2022.

This project will have a Pre-Bid site visit. The site visit time and date will be estabilished in the solicitation.

This acquisition is being issued under FAR 19.805 Competitive Service-Disabled Veteran-Ownded Small Business set-aside and solicited via Invitation for Bid.

Potential bidders must be currently registered in System for Award Management to be eligible for award.
