TOWBOATS

TOWBOAT INSPECTION CHECK LIST

I.

Towboats to satisfy applicable U.S. Coast Guard Rules

1. Towboats to be considered under this contract must satisfy the U.S. Coast Guard Rules for Uninspected Vessels. 46 CFR Subchapter “C” Parts 24 thru 26.

II.

Power, Propulsion

1. Main Engines for multiple screw propulsion.

Total installed power to be 1000 SHP minimum at a variable rating where full throttle might be required for 30 minute periods, but followed by equal intervals at continuously rated rpm (reduced load).

2. Propellers sized to restrict engine RPM to 95% manufacturers top rated rpm at bollard condition and to develop sufficient towing speed at continuous rated rpm (85% top rated rpm) to complete USCE contract required 79 hour round trip with any two of the eight USCE Fish Transport Barges in tow at full load draft downstream and light upstream.

To verify satisfaction of these requirements the towboat free running rpm and rpm at the bollard should be recorded in an operational test. The engine manufactures model ratings should be submitted.

III.

Propeller Shafting Size Propeller shafting size is to satisfy the requirements of the ABS Rules* (Sect. 7 Part 7.7)

IV.

Rudders, Stocks and Steering Gears Steering systems are to satisfy the requirements of the ABS Rules* (Sect. 6 Parts 6.5.2, 3.a. and Sect. 7 Parts 7.15.1, 3, 4, 6, 7, 9, 10)

During operational trial of the Towboat, these requirements are to be verified.

V.

Hull Structure The towboat hull plating and framing system is to satisfy the requirement of the ABS Rules* (Sect. 6 Parts 6.7, 9, 11, 13, and 15.), including subdivision requirements.

VI.

Deck Gear for Making-up Barges to Towboat

1. Each towboat shall be equipped with at least two barge connector winches (rated 25 ton static holding, min.)

with ¾” wire rope of sufficient length to leave two full layers on the drum after making up the tow. These winches are to be in addition to the two winches aft on the pushed barge which shall also be made up to fittings and fairleads available on the towboat.

2. Cleats, kevels, bitts, tailholds and winches shall be set on doublers or inserts with under deck strengthing to develop the breaking strength of the WR used.

VII.

Stability Criteria to be Satisfied

1. Angle of heel at downflooding shall not be less that 25

NOTE: In lieu of the criteria detailed under VII, the towboat may qualify under this contract by compliance with USCG requirements detailed under 46 CFR Subchapter I Part 93.07-5 & 10 and subchapter S Part 174.145.

4. In lieu of determination of vessel displacement ( ) by calculation and estimating available GMa by use of formula (3), the vessel may be subjected to a heeling moment {i.e.

With this heeling moment imposed, the resulting list must not immerse more than ½ the freeboard at the minimum point.

The condition of the vessel for the test: 1. Fuel and water tanks about three-quarters full. 2. Vessel complete with all gear, stores and operating weights aboard and distributed to provide normal operating trim.
