SECTION 1 –INTRODUCTION

The Suwannee River Water Management District (District) manages approximately 160,000 acres in North-Central Florida for the protection of floodplains and their associated habitats. On these lands are many miles of forest roads and hydrological facilities that require maintenance and installation. The District is requesting bids from firms (also referred to as Contractor or Bidder) that can provide construction and maintenance of hydrologic improvements and roads.

Contractor services will include but are not limited to, filling and grading, culvert installation, low-water crossings installation, water control structures maintenance, parking area construction, excavation, backhoe, hauling, demolition, road mowing, and land clearing. Services may also include the repair or installation of erosion control barriers at recreation sites, signage, kiosks, fences, and gates. If engineering and permitting is needed, the District must obtain this prior to the Contractor commencing work.

The initial contract shall be for a period of three years through September 30, 2026, with the potential for two subsequent one-year renewals based upon the prior year’s performance by the Contractor, the same terms, and conditions (or terms more favorable to the District), and mutual agreement of the District and the Contractor.

Most District roads can be reviewed at the Bidder’s convenience. Most gates should be open.

However, if gates are closed or you need assistance locating a road, please contact William Irby, Project Manager, at 386.688.2381 or william.irby@srwmd.org. More details are provided in the Scope of Work.

Rates may increase after this point by no more than 5% annually as determined by the District in its sole discretion.

The contractor shall provide a written request for any increase and such request shall be subject to the District’s written approval in accordance with the District’s Signature Authority. Any changes to this Fee Schedule, including any increases to the billable rates, must be approved through a formal written contract amendment signed by both parties.

Permits, Best Management Practices, Regulations, Come Clean Leave Clean, and Listed Species:

1. Obtaining Environmental Permits or Notices will be the responsibility of the District.

Environmental Permits and Notices must be at the site with the Contractor or Contractor Representative and available for review during all operations under which the Permit or Notice was obtained. All permits and regulations regarding equipment operations, equipment transport, and material transporting must be identified and obtained by the Contractor prior to commencing any operations on District lands.

2. Contractor hereby agrees to use good forestry practices and further agrees to abide by the best management practices (BMPs) as outlined in the Florida Forest Service publication, Silviculture Best Management Practices, as well as other requirements of the State of Florida. Contractor shall have up to four (4) days following Notification, but no more than eight (8) days, after the completion of any of work (whichever date is earlier), to bring the tract into full compliance with all the terms of this Contract, including the completion of necessary BMPs work. Damages arising out of the failure to exercise BMPs shall be limited to the expenses incurred by any party which carries out remedial measures reasonably required to bring the site in question into compliance with the applicable BMPs as set out above.

3. Ecological Issues – District has no knowledge of the presence of threatened, endangered or protected species on any of the areas on which any of the projects are located, or District has indicated to Contractor the presence and location of said species to the best of District’s knowledge as shown on the” Project Map” (which will be prepared for each Work Order).

District does not warrant that such threatened, endangered, or protected species are not present, and Contractor is advised that nothing in the contract relieves Contractor of its responsibility to act within the law should the presence of such threatened, endangered or protected species become known to Contractor or to any other party who advises Contractor of the presence of such species. (“…to the knowledge of the District…”, shall only include to the knowledge of William Irby (386.688.2381 or wwi@srwmd.org) or a specified District Representative.) Contractor and Contractor’s Representatives shall use caution and shall avoid negatively impacting gopher tortoises or gopher tortoise burrows encountered on the tract or as shown on the Project Map. District may flag out areas with rare species and remove the area(s) from the project area if these species are found during operations.

4. Come Clean, Leave Clean - Non-native, invasive weed infestations are found throughout the United States. Contractors working on behalf of the District may unknowingly import noxious weed material from outside areas or take weed material off District lands and infest other locales. All road materials and equipment used on District lands, including road-maintenance equipment, timber-harvest equipment, site-preparation equipment, ATVs, or trucks, need to be free of weed material. District Representatives are required to inspect each piece of equipment before or during operations on District lands. If Contractor performs work within 30 yards of a non-native, invasive weed infestation, District Representative is required to inspect the vehicle before it leaves District property. District will designate cleaning areas on each tract for Contractor to clean their equipment, if necessary, and District is responsible for monitoring the cleaning areas for new infestations. If non-native, invasive weeds are found after the work is completed and not at the designated cleaning areas or not at a known location which will be identified in the Work Order “Project Map”, the Contractor may be held liable for eradication or control of non-native, invasive weeds if it is determined the Contractor is responsible.

5. Equipment Fluids – Contractor must follow all local, state, and federal regulations as they relate to fluids, chemicals, oils, lubrications, their containers, and other equipment wastes.

Equipment must be washed and serviced away from any area that may create a water-quality hazard following Florida Silviculture BMPs. Contractor must clean up and contain fuel and oil spills immediately. Contractor must comply with state and federal regulations when reporting spills (discharges), and report any fuel, oil, chemical, or hazardous waste discharge to the District Project Manager immediately. Discharges must be reported by the Contractor within 24 hours to the Florida Department of Environmental Protection (DEP) State Warning Point (800-320-0519). If the discharge threatens or enters waters of the State, Contractor must notify the National Response Center (800-424-8802) within one hour of the discharge. Within seven days, Contractor must submit the required Discharge Report Form to Department of Environmental Protection Bureau of Emergency Response. Under Florida law and Federal law, Contractor may be subject to penalties because of the discharge itself or if Contractor fails to report the discharge. Contractor will be responsible for all requirements and costs associated with the cleanup of discharged pollutants or other hazardous chemicals.

SECTION 5 - SCOPE OF WORK

Proposed services are required in all areas of the District and may include scheduled, project, and emergency work. Operations shall be in conformance with the specifications and procedures described in the Scope of Work. Contractor shall provide all labor, incidental materials, equipment, tools, transportation, and supplies required to complete the work. The heavy equipment rates shall include cost for the equipment, fuel, operator, insurance, and all other items pertaining to the operation of the equipment. Services include but are not limited to, road patching, grading, culvert installation, low-water crossings installation, water control structure maintenance, parking area construction, excavation, hauling, demolition, road mowing, tree removal, and land clearing.

Services may also include the repair or installation of erosion/turbidity control barriers, signage, kiosks, fences, and gates. This work will be completed using supervisor and labor rates.

Work Order: Contractor agrees to be onsite within 5 working days of receiving a Work Order from the District. Contractor is responsible for notifying the District's Project Manager no less than 48 hours prior to initiating or ending work. This notification is necessary for work verification by the District’s inspection staff. Site-specific work orders with greater detailed instructions will be provided to the Contractor before initiating work on District lands.

Inspections and Meetings: Before each project begins, a District representative will schedule a pre-operations site visit with the Contractor. The site visit is a time when Contractor can inspect the work and recommend modifications to Work Order. If the initial Work Order needs to be modified based on observations from the pre-operations meeting, the District Project Manager can make the modifications and have the Work Order represent the agreed upon Scope of Work. District will make periodic inspections to ensure work is being completed by Contractor. District representatives will record information pertaining to work progress, work quality, and equipment downtime. The District must not be invoiced for hours when equipment or Contractor employees are not operating.

The District Project Manager must be notified no less than 48 hours before work is completed and equipment is moved off the project. During this period, the District Project Manager will review the completed work. If the Scope of Work is not completed to the satisfaction of the District Project Manager or found to be outside of the scope detailed, the Contractor must resolve the specified issue(s). The Contractor shall have up to four (4) days following Notification, but no more than eight (8) days after the completion of any of work (whichever date is earlier), to bring the road or facility into full compliance with the terms of this Contract, including completion of necessary BMP work. Work-related to Contract violations must not be invoiced to District, and District will not make payment for invoices associated with Contract violation repairs.

All mobilization and optional equipment invoiced by Contractor will be subject to verification and confirmation by District prior to payment. Mobilization can only be charged for moving equipment to a District work site. Mobilization cannot be charged to the District for demobilization from a District work site to a non-District associated work site or storage facility.

Contractor shall provide justification for each item invoiced.

Contractor will be responsible for properly disposing of all replaced culverts associated with hydrological facility maintenance in accordance with all local ordinances and relevant state statutes or rules.

Contractor will obtain all construction and maintenance materials from approved District locations. Construction aggregates will be obtained from the nearest approved location to the project site unless otherwise instructed by District Contract Manager. Failure to obtain materials from approved District locations will be a Contract violation and may result in the Contractor paying the cost of the unapproved purchase. If aggregate material is believed to be unsuitable or unclean, please contact District Contract Manager before transporting it to the project site.

District Project Manager is available to confirm or provide alternative material locations if necessary.

Operations Requirements: The District expects to have the Contractor complete construction and maintenance of hydrologic improvements and roads at the following project areas during Fiscal Year 2024, which begins October 1, 2023, and ends September 30, 2024. For Fiscal Year 2024 various public, secondary, administrative, and possibly abandoned roads are planned for service on District lands. In addition to this, two extensive road repair projects are planned. The first project is the Pot Springs access road, located in Twin Rivers State Forest.

The second planned project is to a road network requiring extensive repairs of a newly acquired property associated with the Steinhatchee Springs Tract, referred to as the Pinehatchee Addition.

All roads are forest roads and are maintained as forest roads. Surface material hauled to District lands must be non-DOT approved unless otherwise indicated in the work order. Hard rock should only be used if necessary and must be approved by District Project Manager. The District obtains material quotes each fiscal year from local mines.

1. Public roads are maintained in such a way that trucks and cars can be easily driven on the road network. Public roads are generally comprised of a lime rock or native surface (i.e., sand or clay) with hard rock generally used in areas where water flows across a specific area along the road.

2. Secondary and administrative roads are maintained in such a way that 4-wheel drive vehicles can drive the road network. These roads are generally comprised of a native surface with lime rock and hard rock generally used to patch specific areas along the roads (public, secondary, and administrative roads are approximately 15-30 feet wide).

Grading will occur on roads that are predominately lime rock surfaced or are designated as public roads. Secondary and administrative roads receive lime rock patches only if the road cannot be repaired with a grader or other less-expensive methods. Administrative and abandoned roads are only repaired for the purpose of a District projects, for example, timber harvest, or hydrological facility repairs. Patching is generally completed by transporting soft rock (i.e., lime rock) or hard rock to the area needing repairs with an 18-cubic yard dump truck and spreading the material with a loader or other appropriate equipment. Larger dump trucks may be used only when the cost is less than other transport methods. Surface material is not stored on District lands and, generally, there are no areas to dump large loads of material for staging.

Mostly lime rock will be used for patching. Road material will not be placed into the roadside swells, ditches, or wetlands.

Grading may occur on all road types. However, grading is primarily completed on lime rock surfaced roads or roads designated as public or secondary roads. Roads require grading only if the lime rock surface has become rough and patching is not feasible. Grading must not occur on hard rock surfaces. Grading is generally completed by grading with a 12–14-foot blade to ensure all holes or other rough areas are level. Please be aware that many of the roads will have grass growing on them. If it is more feasible to patch roads that are predominately grass, Contractor must get approval from District Project Manager prior to beginning any work. Graded roads must have a gradual dome shape so that rainwater can drain to either side of the road edge. Mounding of road material in the road or along the road edges will not be permissible.

Road material will not be placed into roadside swells, ditches, or wetlands.

Work associated with hydrological facilities is generally comprised of installing, replacing, or repairing culverts; low-water crossings; hard-surface crossings, or ditch blocks. More detailed instructions will be available on the Work Order for this type of work.

Project Areas: The project areas are potentially any District road or hydrological facility located within or associated with District lands. District roads and hydro facilities can be inspected at the bidder’s convenience. Project areas can be accessed as indicated on District maps and are available on the District’s website (mysuwanneeriver.com). If gates are closed or if you require location information, please contact William Irby at 386.688.2381 or wwi@srwmd.org.

Contractors are required to complete all work within designated time frames as quickly and efficiently as possible while maintaining the quality standards listed in the Scope of Work. The District Project Manager may stop work and order the removal and/or replacement of any equipment if the equipment is not working or not calibrated properly. Contractor then has 48 hours to replace the equipment with an acceptable substitute. The District Project Manager may prohibit District work during adverse weather conditions (heat, cold, dry, wet, etc.). If adverse weather is a problem, Contractor must furnish additional personnel and equipment to make up for lost time and ensure timely completion. District work may not stop for a period longer than 48 consecutive hours without advance approval from the District Project Manager.
