About this file
This document is an addendum to a state and local construction contract opportunity for the Florida Army National Guard. The project involves constructing a new 6,580 square foot facility to house the headquarters of the Florida National Guard Counterdrug Program at the Camp Blanding Joint Training Center in Starke, Florida. The addendum provides clarifications, modifications, and additional bid items, including for a pre-engineered metal building pavilion, parking/site lighting, and an emergency responder radio communications system. It also revises the bid form to be used. The original bid opening date was March 28, 2023. Prospective bidders were required to submit qualifications by March 3, 2023 to be pre-qualified for this project, which involves demonstrating experience with similar pre-engineered metal building construction projects.
The estimated construction cost is $1,750,000. The construction contractor will be responsible for obtaining and paying for most building permits, except the State Fire Marshal permit which the owner will obtain. There are no specific set-asides or incumbent contractors mentioned. Funding sources and requirements are not detailed, though the project is being led by the Florida Army National Guard's Construction & Facility Management Office.

Answers to Questions (Q) / Clarifications (C) / Modifications (M)
Q1. For the PEMB, can we verify what collateral load we need to use? None found on structural drawings/notes.
A1. Collateral load shall be a minimum of 8 psf.
Q2. The walls at lines 1 and 4 require bracing. Due to the framed openings and partitions, we will have to use Portal Frame Bracing. Please provide locations for bracing.
A2. The Pre-engineered metal building manufacturer may place portal frames at any of the following locations Column Line 1 between Column line B and C or E and F and Column Line 4 between Column Lines B and C or C and D or D and E or E and F.
Cable or rod cross bracing will not be allowed.
Q3. Sheet A4.1, the elevation for the acoustical ceiling is 10’ with the GWB furred wall elevation of 10’6”. The top of the steel frame is 12’4” Which makes my rafter a maximum of 1’10” deep at the haunch. We cannot clear span 69’4” and stay within the parameters shown in the drawing. We will need to either raise the building elevation or lower the acoustic ceilings in the location of the rafter frames.
A3. The question above indicates a steel frame height of 12’-4” minus 1’-10” at the haunch which equals 10’-6”. The ceiling set at 10’-0” appears to clear this structure and the top of the wall appears to intersect this structure. However, the haunch elevation may vary slightly between various pre-engineered metal building manufacturers so to avoid a ceiling conflict with the steel structure, the ceilings at each perimeter room may be lowered the minimum amount required to clear the steel structure. This is expected to be not less than 9’-8”.
Q4. Lean to structure, Line B does not incorporate columns to support the Lean-To rafters at lines 1.5, 2.5, and 3.5. We will have to put columns at line B in conjunction with lines 1.5 and 3.5 which will cause GWB furred walls in these locations and we will have to run a Jack beam between lines 2 and 3 to support the Lean To rafter at line 2.5.
Value engineering would consist of a cantilevered below-eave canopy. We would still need GWB furred walls at lines 1.5 and 3.5 to box out the columns. But we would delete the columns at line A. The Lean-To rafters would connect to columns 1.5,2,3, and 3.5 at line B.
A4. This will be allowed. If added, provide GWB and metal stud furring around those column projections similar to what is shown for the column line B2. The value engineered cantilever will be allowed only if the current clearance from the slab to the underside of the roof structure remains the same and the length and depth of the canopy remain the same. All engineering and additional components including but not limited to side panels and soffit panels are expected to be included should this alternate approach be included in the pricing.
Q5. Entry Structure, Sheets A2.2, A3.1, A4.4, and A4.5 What is the elevation of the wall skirting running from line 4.5 to line 4. Does the wall skirting maintain the 2’4” width as shown on the column back to line 4? If so I will need a rafter frame to the outside on line 4 to tie off too. If we put the rafter frame to the inside of the building, the columns will have to be boxed out. We will have large penetrations in the exterior wall and the insulation will be compromised.
A5. The “PEMB pre-finished metal soffit flush/non-perforated panels” that are indicated in the Reflected Ceiling Plan that follow the 3 beams and are around the entry portico follow are to be the same width as the 2 columns. The pre-engineered metal building manufacturer shall provide the engineering and design for this condition that will provide the required support and not compromise the exterior wall insulation and vapor barrier.
This condition has been successfully implemented before without compromising the exterior wall insulation.
Q6. What is the projected start date?
A6. This cannot be confirmed with certainty at this time. On typical projects that are approved, funded and progress to construction, it typically takes approximately four to six weeks from the bid to get the successful lower bidder under contract to start construction.
From CFMO Contracting – as discussed at the pre-bid meeting and per the advertised Non Tech Specs, Notice to Proceed will only be issued after all required insurance, bonds and permits are received from the entity awarded the contract on this project.
Q7. Can you provide sign-in sheet from pre-bid walk?
A7. The pre-bid meeting sign in sheet and agenda will be posted with the Addendum.
Q8. Does this project have any Buy American requirements, if so, what percentage?
A8. It is not a requirement on this project since it is not included in the project/bid documents. If it becomes a requirement it will be added by Addendum prior to bid or through Change Order during construction.
Q9. Can you provide the Davis Bacon Wages needed for this job?
A9. As stated in the pre-bid meeting, the Davis Bacon Act does not apply to this project.
Q10. Please clarify the ceiling grid and tile types to be used throughout the acoustical ceiling on this project. The plans do not specify.
A10. The acoustical ceiling panels are in specification section 095113 – 2.4.
Q11. The following Notes are referenced in the plans but we do not have a copy of the GEO Report, Unless I missed it. Please provide GEO Report.
" NOTES: 1. COMPACTED BASE/SUBGRADE SHOULD BE AS SPECIFIED IN
GEOTECHNICAL REPORT. 2. CONTRACTOR SHALL REVIEW GEOTECHNICAL
REPORT FOR PAVEMENT SECTION RECOMMENDATIONS AND CONSTRUCT
MOST STRINGENT SECTION BASED ON THE REPORT AND THIS DETAIL "
A11. The geotechnical report is specification section 003131.
Q12. The PEMB walls are Column Lines 1 and 4 will require bracing. Portal Frame Bracing will need to be employed due to the framed openings and partitions along these column lines. Please provide the locations for this bracing.
A12. The Pre-engineered metal building manufacturer may place portal frames at any of the following locations Column Line 1 between Column line B and C or E and F and Column Line 4 between Column Lines B and C or C and D or D and E or E and F.
Cable or rod cross bracing will not be allowed.
Q13. The Lean-To Structure outside of Column Line B will require to incorporate columns at Column Line B to carry rafters at Lines 1.5 and 3.5. These required added columns will produce the same interior wall projection as shown at Columns B2 and B3 on Dwg. A2.1. A Jack Beam will be provided between Lines 2 and 3 to support the rafter at Line 2.5. Please acknowledge acceptance of these additional wall projections at new column positions B1.5 and B3.5.
A13. This will be allowed. If added, provide GWB and metal stud furring around those column projections similar to what is shown for the column line B2.
Q14. With reference to above, and with the requirements of the two additional columns needed for support of Lean-To rafter framing would VE be considered to remove the shown columns at Column Line A and have a cantilevered Lean-To roof?
A14. The value engineered cantilever will be allowed only if the current clearance from the slab to the underside of the roof structure remains the same and the length and depth of the canopy remain the same. All engineering and additional components including but not limited to side panels and soffit panels are expected to be included should this alternate approach be included in the pricing.
Q15. Entry Structure, Sheets A2.2, A3.1, A4.4, and A4.5 What is the elevation of the bottom of the wall panels of the entry portico along column line 4.5 and the lines where it ties back to column line 4?
A15. The bottom of the soffit at the opening at the portico along column lines 4.5 to 4 is set at 7’-10” a.f.f.
Q16. Does the wall skirting maintain the 2’4” width as shown on the column back to line 4? If so a rafter frame will need to be added to the outside on line 4 to tie off too. With the rafter frame to the inside of the building, the columns will have to be boxed out.
Please confirm, or provide other direction. Do the “PEMB pre-finished metal soffit flush/non-perforated panels” that are indicated in the Reflected Ceiling Plan that follow the 3 beams and are around the entry portico follow the same width as the 2 columns?
A16. The “PEMB pre-finished metal soffit flush/non-perforated panels” that are indicated in the Reflected Ceiling Plan that follow the 3 beams and are around the entry portico follow are to be the same width as the 2 columns.
Q17. Sheet A4.1, the elevation for the acoustical ceiling is 10’ with the GWB furred wall elevation of 10’6”. The top of the steel frame is 12’4” which makes the rafter a maximum of 1’10” deep at the haunch. Eith a clear span 69’4” and stay within the parameters shown in the drawing the 10’-6” height of stub framing and GWB may have to be reduced to 1’-2”. Is this acceptable?
Q18. Note #14 states to provide a CAT 6 cable from the outlet to patch panel via cable tray while note #15 states to route a 1” conduit from the outlet to the phone board.

Q28. The Bid Form has place for 3 Alternatives, however sheet E5.2 calls for a 4th alternative for a ERRCS system add. Will a new Bid Form be supplied, or are we to modify the current?
A28. Provide an additive alternate for the addition of an ERRCS system so the client will have an understanding of what this system will cost should it be required later in the project after the building is constructed and the signal is tested. Modify the bid form to add this alternate.
Q29. In reference to this ERRCS signal booster system, if it is determined to be needed it will require being installed in a 2hr rated room assembly. Assuming it would go into the current Electrical Room 127, should we upgrade the rating assembly and construction of this room now, in case it is needed as upgrading this small room once the building is at 90% will be timely and costly.
A29. In anticipation this room may need to have the ERRCS signal booster, upgrade the walls and ceilings in this room to have the two hour fire rating (wall = UL U419, ceiling add two additional layers of 5/8” Type “X” Fire Rated Gypsum Panels) and change the door rating to a 90 minute fire rated door.
