About this file
This document appears to be a Request for Information (RFI) containing questions and answers related to a federal contract opportunity for upgrading the Airfield Lighting Controls System at Robins Air Force Base.
The key details include:
- The current system is programmed in RSView and RSLogix 500 on a Windows XP laptop from around 2006, with potential updates through 2012.
- The RFI requests information on the system configuration, including the number of tags and screens in the current HMI, availability of CAD drawings, required installer certifications, and the scope of the Stratix 5200 switch setup and commissioning.
- The government is unable to provide the actual PLC/HMI program files but has attached drawings, photos, and other documentation.
- The planned upgrade will use new Allen-Bradley Rockwell components and programming, with the system migration required to be completed during a single daylight work period.
- The federal contract opportunity is solicitation number 220006 from the Department of the Air Force Materiel Command Air Force Sustainment Center.

RFI questions and answers:
1. What is the current HMI programmed in? RSView? FactoryTalk? Which version?
They programmed on laptop running Windows XP left with system has RSView MS and RSLogix 500. Circa 2006. The specific versions are at end of the drawings files bill of materials will also attach a separate bill of materials with this RFI. Although the files are updated a few times with dates up to 2012. The computer battery is no longer good so the dates may be off but the date/times were probably accurate back then (maybe ten year battery life). I will also attach a screenshot of the files/names that hopefully will give enough information. I am not ok publishing the files on public website. All access and files will be provided for vendor/contractor selected at/after NTP/Award.
1a. How many tags are currently being utilized by the HMI?
I can try and determine this with some instruction if still needed. I am attaching a screenshot of the programs from the laptop. Many of these are just the same file with different saved versions or archives is what I think the .APA files. In the instructions left from the contract if replacing PLC with no program in it. There are two ladder logic files RSLogix 500 .RSS files one for the vault and one for the tower. VCP are vault control program files and TCP are for the tower control program files.
1b. How many screens does the current HMI have?
I believe answered this in another RFI but it’s the main screen and then a few others one for alarms and another with support information. There is also a screen to select if the tower or the vault is controlling the system.
1. Do you have the current DWG or DXF files for the CAD work?
No I do not at this time. I scanned in the drawings from the book left from the project. I am reaching out to original vendor for drawings and
1. What certifications do the "certified installers" of the equipment need to have?
There was a revision that removed this. The requirement is that selection will require experience with the work and brand required for the project. I will attach newer SOW.
1. Will setup/commissioning of the managed Stratix 5200 switch be included in this scope?
Yes. Will need communications required for system to function will be setup with the system communicating over the existing fiber. There are patch panels that are shown in the drawings. Will likely require new patch cables to connect the new switch to existing comms.
1. Can you provide electrical drawings, photos of the PLC enclosure, remote IO enclosure, and the PLC/HMI programs?
Drawings and photos (attached) I scanned in the drawings I have do not have digital ones (attached: robins alcs_scanned_drawings) and for photos of enclosure, remote IO enclosure, etc… (attached: findings and recommendations); am unable to send the actual PLC programming however I have access to the original program files (there may be small changes to what I have on the laptop since original was made to add in one more control point for “wig wag” lights at a aircraft crossing point on the taxiway) From the laptop: The programs look to me as RSLogix 500 .RSS files and then there are .MER files however it’s giving me error on the laptop about Factory Talk program not opening/ RSView Studio link not working anymore? Hopefully with the additional information (drawings, photos) will be enough to gather the programming involved. I will also be working to address further questions if needed.
1. How long will we have to perform the swap onsite?
Swap over to be scheduled during fair weather daylight hours and must be completed by nightfall. (understanding is that one day should be sufficient time for migrating the system over)
1. Will this be during holidays?
(swap over) During normal workday/hours and if swap runs into overtime before nightfall.
