BC & CH Breaker Replacements

Pre-bid Site Visit Questions & Answers

Is there a site visit for either location?

Yes, there were site visits at both locations. Per DOE-L-2019 (page 74) of the solicitation document, the pre-bid site visits were held at Beaver Creek Substation and Cheyenne Substation on 26 January 2022.

Is there a preliminary outage schedule showing which breakers can be taken out at which times? Or does the contractor need to develop and submit an outage plan?

Please refer to Div. 1.D.3 of the amended BC and CH specifications for outage and construction schedule restrictions. Yes, per the requirements of WAPA construction standard 1.1.4 - Construction Program/Schedule, the Contractor is required to develop and submit the dates and duration of the required power outages.

Power Circuit Breaker Work:

o Will more than one breaker be allowed to be de-energized at the same time at the same substation?

Please refer to Div. 1.D.3 of the amended BC and CH specifications for concurrent outages that may be granted.

o Will an outage be issued for a breaker at the Beaver Creek Substation and the Cheyenne Substation at the same time?

WAPA will evaluate multiple site/substation outages concurrently once outage requests and the construction schedule are submitted to WAPA by the Contractor.

On the existing conduit, some notes say to abandon and some do not mention anything with the existing conduit.

Does the contractor demo & remove all existing conduits?

Yes, the Contractor shall demo and remove all existing conduits as shown on the BC and CH drawings, except where specified to be abandoned in the BC drawings. Per Div. 9.B.5.a paragraph

(3) of the amended BC specifications, concrete encased conduit shall be cut off and abandoned underground.

Are there any existing control/power cables that are direct buried?

WAPA is not aware of any existing buried cables at Cheyenne Substation. However, there are existing buried cables at Beaver Creek Substation.

o If so, does this direct buried cable need to be removed, or can it be abandoned in place?

o Per Div. 9.B.5.a paragraph (3) of the amended BC specifications, direct buried cables and concrete encased conduit shall be cut off and abandoned underground.

Does the conduit entering equipment in the substation need to be a rigid expansion fitting?

No, this project does not require expansion couplings on the rigid conduit risers.

Are there any drawings available showing the layout of the control house for the Beaver Creek Substation and the Cheyenne Substation?

Yes, please see amendment drawing BC 4003 Rev. E FIO. for the Beaver Creek Substation control building layout. For the Cheyenne Substation control building, please see drawing CH 4001 FIO.

Also, is there any information on any DC equipment or DC cables that may be needed for either substation? I do not see anything in the drawings for either the Beaver Creek Substation or the Cheyenne Substation.

The required DC cables are shown on drawing BC T600 (12c #10 DC control & alarms) and drawing CH T600 (12c #10 control & status).

The CCVTs that the contractor is to replace, which phase is this single phase CCVT installed on?

The single phase CCVT is installed on the B Phase.

o Please see the attached drawing BC 1004. Do we need to replace the jumper that I have clouded in red?

o No, that is an existing jumper that is shown in the drawing section for an adjacent existing CCVT (VY2AT) that will remain in place.

o Or does this jumper just get reconnected to the CCVT?

o The existing CCVT (VY2AT) and its existing jumper will remain in place and are not included in the project’s scope.

On drawing BC 1113 (attached) what is note 11 referencing? Or does this not apply to this project?

On drawing BC 1113 it says NOTE 1 in parentheses, not NOTE 11. Yes, it applies, please see NOTE 1 on drawing BC 1113.

I also have a question on the EY3A for the Beaver Creek Substation and the ET11A on the Cheyenne Substation. Drawing BC T600 tells us to pull a cable to each breaker from EY3A at the Beaver Creek Substation, and CH T600 tells us to pull a cable to each breaker from ET11A.

Where is EY3A on the drawings at the Beaver Creek Substation?

Please refer to drawing BC 1701 for the location of EY3A (adjacent to cable trench) and drawing BC 1702 FIO Detail R for conduit entrance opening.

Where is ET11A on the drawings at the Cheyenne Substation?

Please refer to drawing CH 1705 EI and drawing CH 1705 Rev. E for the location of ET11A.

Are these junction boxes in the yard?

Yes

Are the cable trenches open bottom or solid bottom and do we penetrate from the bottom or core drill the side?

Per amendment drawing CH 2084 Rev. B FIO, cable trench bottoms are open at Cheyenne Substation. For Beaver Creek Substation, per Div. 9.B.4.c of the amended specifications and amendment drawing BC 2018 Rev. A FIO, the existing cable trench side shall be cored for the installation of the new conduits where needed. All conduits shall be installed in accordance with WAPA construction standard drawing 31 1006 with the one exception that expansion couplings on rigid conduit risers are not required on this project.

Can all 4 bays be taken out at once or will they have to be one at a time at both substations?

Please refer to Div. 1.D.3 of the amended BC and CH specifications for concurrent outages that may be granted.

Will we be able to have 2 bays out at once if we can’t have all 4 due to MAD distance getting old breaker out and new in?

Please refer to Div. 1.D.3 of the amended BC and CH specifications for concurrent outages that may be granted.

Is there a reason why the drawings are not in order as it goes bay 2,3,5,6 and then you get further into the drawings and find bay 4?

For the BC drawings – the historical BC WAPA drawings were originally structured this way. Section and detail drawings for the 115kV Area Bay Y4 (bay 4) are shown on drawing BC 1106 EI and drawing BC 1106 Rev. A.

What is the time frame for each bay to be turned off?

Per Div.1.D.3.b of the amended BC specifications the Contractor shall schedule the bay/breaker outage to include the time required for their work plus 5-weeks per power circuit breaker for WAPA to complete commissioning. Per Div.1.D.3.b of the amended CH specifications the Contractor shall schedule the bay/breaker outage to include the time required for their work plus 3-weeks per power circuit breaker for WAPA to complete commissioning.

Will these jobs be held to 60HR weeks or can they be more due to lead times on material and having 360 days to complete both projects?

Yes, these jobs will be held to 60-hour weeks. Per Div.1.D.3.a of both the BC and CH amended specifications, the Contractor’s work hours shall not exceed 60-hours in 1-calendar week without prior approval from the Contracting Officer’s Representative (COR). Exceeding the 60-hours in 1-calendar week will be reviewed and considered by the COR at the time of request.

Can both projects be worked at the same time? Can more than 1 breaker be taken out of service at the same time?

Yes, please refer to Div. 1.D.3 of the amended BC and CH specifications for concurrent outages that may be granted.

Need Oil PCB reports for all the breakers & CCVT’s.

Please refer to the requirements of WAPA construction standard 13.18 regarding testing, draining, removal, and disposal of oil-filled electrical equipment. In addition, please refer to the requirements of WAPA construction standard 13.19 regarding removal of oil-contaminated material. These requirements are the responsibility of the Contractor. WAPA did provide PCB content ranges (2 to 49-ppm PCB) for the breakers at BC and CH. Please refer to 9.B.5.a paragraph (1) of the amended BC specifications and 9.B.4.a paragraph (1) of the amended CH specifications for breaker PCB content.
