About this file
This document contains answers to questions from a site visit for the solicitation to replace circuit breakers at the Hoyt and Kiowa Creek 115-kV substations. The Western Area Power Administration will receive circuit breakers directly from the manufacturer and de-terminate cables from the old breakers. Construction contractors must submit outage requests and a construction schedule for review and approval. Control cable and demolition requirements are identified in the specifications and drawings. Contractors must propose spacer material for jumper cables via submittal. Actual replacement start dates will depend on receipt and approval of contractor documents and current operating conditions.

Solicitation Answers
1. If the breakers won’t arrive until March/Sept. 30th, and we can’t take outages from June – Sept.
should we assume the start date is October 1st, 2023? Per Division 1.E, the contractor shall submit a construction schedule for review. Per Division 1.D.3, the contractor should submit outage requests.
Actual start dates will be determined upon receipt of these documents and evaluation of current operating conditions.
2. The specs say the manufacturer will offload the breakers at the site. Does the Contractor need a watcher there, or will WAPA watch? WAPA will have personnel on site to receive the breakers from the manufacturer. Per Division 9.B.1.a, the contractor shall inspect the circuit breakers for possible damage during shipment and immediately report any damage to the COR.
3. I don’t see a cable schedule. Will WAPA be pulling and terminating any cable required for the new breakers? See the amended bid schedule, specifications, and drawings to identify control cable requirements.
4. Will WAPA be removing any cable require for the old breakers? WAPA will de-terminate cables at the breaker control cabinets and inside the control panels in the building. The construction contractor will pull and demo old cables. Per Division 1.D.3, contractor shall submit a 2-week notification to the COR prior to the removal of each power circuit breaker to allow for WAPA to disconnect cables.
5. Do the spacers on the 954 ACSR jumpers need to be swage, or can they be bolted? Refer to WAPA
Construction Standards 9.3 for material requirements. The contractor shall propose material to WAPA via a submittal after construction contract has been awarded.
