Lovell-Yellowtail Phase 3 Bidder Questions and Answers

1) Can the bid due date be extended?

The bid due date will be extended by two weeks. See Amendment 0001 for details.

2) Timeframe from Award to Notice to proceed?

As stated in the solicitation, the government intends to issue notice to proceed (NTP) within ten (10) calendar days after NTP.

3) When the documents say furnish materials such as poles, insulators, hardware, etc., does that mean we are to find vendors for this material and purchase for the project? This is our biggest concern because of the size of the project and the initial costs we would have to absorb.

This is correct.

4) Along with this do you have known or approved vendors that you like to use/ recommend?

The government does not provide a list of known or approved vendors with the solicitation.

5) When we conduct a walk-down would a representative be available to walk down the project and provide clarification on any field questions we may encounter?

The site visit detail is provided in clause DOE-L-2019.

6) Will there be a clarification call?

Clarifications and answers to questions from industry are provided via amendment.

7) Acquisition of subs and vendors. Would they also need to be certified small business?

See FAR Clause 52.219-14 for limitations on subcontracting.

8) Is there any opposition to us partnering with a larger company for this project?

See FAR Clause 52.219-14 for limitations on subcontracting.

9) CLIN 0004 Grading for sites and access road improvement and CLIN 008 Access road repair. Is there an access plan available showing where these grading/and site repairs are required or is this for only where need by the contractor?

Access maps T760-T766 have been updated to identify the minimum areas for access road repair.

Additional areas may be required to meet the requirements of Paragraph 2.B.3 and 2.B.6 of the Specification. All work shall only be completed after field review and approval of the COR and in accordance with Division 13.

12) Are there any soil borings available?

Soil borings are not available.

13) Are there any requirements to hire a percentage of work force from the reservation? If so, is there a contact available?

There is no requirement to hire a preventative of work force from the reservation.

14) High temp usually refers to 250 deg C rating (482 deg F), but the spec is saying 200 deg C and High temp. Please confirm that 200 deg C (392 deg F) is acceptable even if the manufacturer does not consider this High temp.

Assemblies rated for 200 deg C (392 deg F) or greater are acceptable.

15) The HAWSAL277BNC does not say in the catalog that it can be used on ACSS nor does it say it is a

High Temp suspension. The spec says to use a connector equal to the ACA HAWSAL277BNC, please confirm that this means equals will be accepted.

Or equal material as determined by WAPA will be accepted.
