The Contractor shall clear all incompatible vegetation within 37.5-feet either side of the new transmission line centerline between Structures 707+33 to 892+66 as shown on new Drawings LV-YT 1 4022-1 – 4037 and LV-YT 2 4025-1 – 4040-2. Incompatible vegetation is defined as vegetation unsuitable for the ROW or, regardless of initial height, vegetation exhibiting growth characteristics that would pose clearance concerns with the conductor when at a mature height. The required conductor to vegetation clearance for this project is 22-feet. This is measured from the maximum sag of the conductor as shown on new Drawings LV-YT 1 4022-1 – 4037 and LV-YT 2 4025-1 – 4040-2 to the full mature height of each species of vegetation. For example, the Contractor shall remove any immature non-compatible tree species that may encroach the 22-feet buffer at any point within its lifespan. All non-compatible vegetation shall be removed from the ROW. Only compatible vegetation shall be left at a distance of no more than 22-feet from the conductor within the

ROW.

Compatible vegetation, which at maturity, will not encroach on the 22-foot clearance buffer, shall be preserved in the ROW. Incompatible vegetation may be preserved if that vegetation is located in a topographic low such as a ravine, gully, valley, swale or on a side hill, where-in topography is such that the vegetation at maturity shall not grow within 22-feet of the conductor.

Non-compatible Tree Species in Transmission Line ROW’s.

b. General Requirements for Clearing:

(1) All cutting shall be done selectively.

(2) Trees shall be felled in a manner to minimize damage to those trees or shrubs, which are to be preserved.

(3) In cutting trees, all stumps shall be cut flush to the ground, unless physical obstructions prevent cutting the stump flush to the ground (e.g. rocks, topography, fencing or other physical limiting factors). Flush stump heights should not exceed 3-inches above ground surface for smaller trees (less than 1-foot DBH diameter), while stump heights of 6-inches above ground surface maximum are acceptable for trees with a CBH in excess of 1-foot diameter. Stumps shall be cut parallel to the ground, with no sharp splinters or points remaining.

(4) If areas are encountered that have already been cut over, any tree stubs and incompatible vegetation of an excessive height shall be re-cut to the heights specified above.

c. The Contractor shall dispose of all cleared vegetation using the piling, slash and chipping method described below.

(1) Piling and Slash

(a) Timber (6-inches or larger in diameter).

(b) All tops of trees smaller that are less than 6-inches in diameter shall be cutoff and considered slash.

(c) All tree limbs shall be cutoff and considered slash.

(d) All timber shall be placed in neat piles along the edge of the right-of-way, away from areas of preserved compatible vegetation. Under normal conditions timber piles will be interspersed with slash piles.

(e) Timber shall be stacked in tree length piles unless otherwise specified, in piles not greater in length than the longest tree length. A separation of at least 10-feet shall be provided on either side of each pile.

(f) All access roads, trails and streams (including their banks) shall be kept clear.

(2) Slash

(a) All slash (i.e., trees less than 6-inches in diameter, treetops, limbs) shall be fed through a mechanical chipper after cutting. Chips shall be 4-inches or less in diameter.

(3) Chipping

(a) Unless otherwise approved by the COR, chips shall be randomly scattered on the right-of-way in no more than a maximum depth of 4-inches, except in the following areas: within 100-feet of drainages, stream banks, ponds, lakes or wetlands. In such areas, chips must be disposed of at an alternate site, on an appropriate manner, approved by COR.

(4) Disposal

(a) The procedure and equipment used shall minimize disturbance to both the right-of-way soil cover and to the vegetation that is to remain on the right-of-way. Specifically:

1) Vehicles shall be equipped with high floatation tires or rubber tracks to minimize ground disturbance.

2) Track vehicles shall be equipped with grouser pads and operable winches with at least 50-feet of cable.

d. All vehicles shall be equipped with cabs, to protect the operator from falling limbs and trees and to ensure the vehicle can withstand rolling accidents. All felled trees, logs, slash, brush and chips shall be removed beyond designated flood areas wherever possible with minimal disturbance to the soil and remaining tree roots. Where not possible, slash will be compacted in such a manner that it will not be carried away by high water. Chips should be spread and covered with soil. All disposal operations shall closely follow (by no more than 3-days) clearing operations to keep work confined to one (1) area and to prevent unsightly and unsafe conditions.

e. The Contractor shall include any credit to the Government for salvage of the equipment above in this bid item.

3. Bidding Schedule item “Grading for structure sites and access road improvements” includes the following:

a. Grading for drainage.
