Per drawings, remove LFMC from fiber optic cable approximately 10 feet after the LFMC/FODC enters the communications room ladder rack and ground the LFMC with ground capable LFMC connector. Route the FODC (without LFMC) to the far end of the communications room. Fiber cable coils, minimum 25-feet, in the communications room shall be coiled and mounted on the backer board for termination by others (future).

(5) Fiber cable terminations will be done by others (future).

e. Fiber Optic Testing: Perform fiber optic testing in accordance with the following:

For these tests, each fiber, in turn, shall be mechanically, or fusion, spliced to a single-mode launch fiber, minimum of 1-km in length, which is connected to the OTDR (record length of launch cable on diagram). The OTDR charts shall illustrate and quantify the losses of each length of fiber and stress points on the fiber. Review the traces carefully and explain unusual discontinuities in detail. The OTDR testing waveforms, in native format from the test set, shall be stored on an optical disk and included with the required submittals, as well as, PDF formatted waveforms via email to WAPA-A7930. If OTDR testing is performed using equipment other than Wavetek or Tektronics, the Contractor shall supply WAPA with legitimate test set vendor software necessary to view and manipulate the native test set waveforms.

(2) Post-Installation Field Tests of FODC. The Contractor shall notify COR at least

7-days prior to the post-installation field tests to enable WAPA observers to be present. All installed fiber segments will be tested, end to end.

(a) OTDR testing end to end, of each fiber. At each end of the fiber routes, in the substation control buildings, each fiber shall be tested from patch panel to patch panel using a launch fiber, 1-km in length, which is connected to the OTDR. Perform end to end testing from each fiber patch panel appearance as applicable, at each end of the completed fiber path. Perform and record results as shown in Table 14-3.

(b) The Contractor shall submit OTDR charts (on CD: Raw test data and PDF formatted chart data) at 1310-nm and 1550-nm (single-mode fiber), showing launch conditions and all other parameters used in setup, time and date, as well as a diagram of the test setup. For these tests, each fiber, in turn, shall be mechanically, or fusion, spliced to a single-mode launch fiber, minimum of 1-km in length, which is connected to the OTDR (record length of launch cable on diagram). These charts shall illustrate and quantify the losses at each splice, length of fiber and stress points on the fiber. These tests shall document all splices along the optical path. The Contractor to review the traces carefully and explain unusual discontinuities in detail. OTDR measurements shall be made in both directions and the splice loss results bi-directionally averaged. Bidirectional averaged values shall be clearly displayed in a separate table that identifies each splice location by transmission line and structure number. Bidirectionally averaged splice loss shall not exceed 0.10dB. Submit OTDR results for every fiber of the completed fiber system. The OTDR testing waveforms, in native format from the test set, shall be stored on an optical disk and included with the required submittals, as well as PDF formatted waveforms via email to WAPA-A7930. If the OTDR testing is performed using equipment other than Wavetek or Tektronics, the Contractor shall supply WAPA with licensed legitimate test set vendor software necessary to view and manipulate the test set waveforms.

(c) Optical Loss Testing (End to End): Perform continuity and attenuation tests at

1310-nm and 1550-nm (single-mode fiber), using an optical loss test set pair (power meter pair), on each complete fiber path. Testing shall demonstrate/verify continuity, fiber sequence integrity (i.e., fiber 1 to 1, fiber 2 to 2, etc.) and quantify overall end-to-end losses for each fiber.

(3) Instrument Calibration: All test equipment shall be calibrated with certification traceable to the National Institute of Standards and Technology relative to their intended use. Vendor to provide test equipment model number, serial number and calibration dates of test equipment as part of the test data package.

(4) Qualifications of Splicing and Testing Personnel: The fiber optic tester shall have a minimum of 1-year testing and operations experience with the OTDR test equipment used for tests required in this specification and shall be able to use all necessary test equipment without reference to test equipment instruction books while performing the required tests specified herein. All personnel performing splicing shall be certified to do so by the Electronic Technician Association or equivalent training program.

Message from the Administrator

At Western Area Power Administration (WAPA), we show our commitment to safety every day through the actions we take, the training we offer and the work conditions we provide. We expect the same commitment to safety from each of our contractors who provide products or services to WAPA. In performing work for WAPA, all contractors must make the right decisions to ensure that the work environment is as safe as possible.

Our safety program is based on four points:

Safety procedures or common sense must be applied by each Federal and contract employee. Safety should not be set aside to meet a project schedule or for personal convenience.

Employees and contractors must believe that they have the right and the responsibility to identify and take action to reduce, if not eliminate, hazardous work environments and hazardous work practices.

Managers and supervisors must lead by example and execute their responsibility to ensure each job is accomplished in a safe and healthy way.

Safety is a personal responsibility. Each individual makes the decision on what action to take to accomplish a task.

By integrating these principles into every task we take, together we can ensure WAPA is a safe place to work.
