1.4 METHODS OF MEASUREMENTS FOR EXTERIOR PAINTED SURFACES:
The following methods shall be utilized to arrive at the quantity of painting work. Per PDCA no factors will be used for Lead paint removal quantities.
1.4.1 All Walls: Obtain actual area of all Walls and Gables. Do not deduct for openings less than 1'-0" X 10'-0", except windows and doors shall be deducted and computed separately as shown under windows and doors.
Deductions shall be the actual opening of window and doors.
1.4.2 Eaves: Plain eaves painted same colors as side walls, obtain area from perimeter dimension and multiply by 1-1/2. If eaves are painted a different color than side walls, obtain area from perimeter dimension and multiply by 2.
1.4.3 Cornices: Cornices, obtain area from perimeter dimension and multiply by 2.
1.4.4 Downspouts and Gutters: Measure the area and multiply by 2.
1.4.5 Fixed Louvers: Measure one side and multiply 4 for each side painted.
1.4.6 Columns and Pilasters: Plain columns or pilasters, obtain actual area only. If fluted, obtain area and multiply by 1-1/2; if paneled, multiply by 2.
1.4.7 Porch Rail, Balustrade Balusters: If solid balustrade, add one foot to height to cover top and bottom rail.
Multiply the length by the height. If painted two sides, multiply by 2. If balustrade consists of individual balusters and handrail, multiply length by the height, then multiply the result by 4. For handrail only. If under 1'-0" girth, figure as 1'-0" by the length and multiply by 2.
1.4.8 Moldings: Cut in on both sides, figure 1 sq.ft. per lin.ft. if under 12" girth. If over 12" girth, take actual measurement.
1.4.9 Doors and Frames, Exterior: All Doors, 3'-0" X 7'-0" or less is 40 square feet. If sash contains more than one side and frame. For larger doors, add 2'-0" to actual width and 1'-0" to the actual height for one side and frame. Do not deduct for glass in doors. If door contains small lights of glass, add 2 square feet for each light. If both sides of door are painted, multiply one side by 2. For cased openings, allow area of openings to take care of both sides and head.
1.4.10 Window, Exterior: Minimum measurement for windows 3'-0" X 6'-0" or less is 40 square feet. If sash contains more than one light each, add 2 square feet for each additional light. Example: A 6 light window would be 12 square feet additional.
1.4.11 Other Surfaces: Should other painting surfaces be encountered, a mutually agreeable method of measurement shall be negotiated between the Contracting Officer and the Contractor prior to painting and the contract shall be modified accordingly. The estimating guide published by the Painting and decorating Contractors of America shall be utilized to determine the basis for square footage of painting.
1.4.12 Height Modifier Factors for Exterior surfaces to be painted above 15'-0", Add 30% to the square foot area calculations of the high portion calculations (multiply final area calculations by 1.3).
1.5 METHODS OF MEASUREMENT FOR INTERIOR PAINTED SURFACES:
The following methods shall be utilized to arrive at the quantity of painting work. Per PDCA no factors will be used for Lead Paint removal quantities.
1.5.1 Wall, Ceiling, and Floor: Direct measurement of the two dimensions comprising the wall, ceiling, or floor surfaces. No deductions for openings are necessary. No additional allowance for conduits, piping, decorative trim, moldings, baseboards, and other similar items attached to the wall, ceiling, and floor surfaces.
1.5.2 Wainscot that have different color from the wall above. Direct measurement of the two dimensions comprising wainscot. In addition, add one square foot for each running foot of horizontal straight line requiring cuttings. The wall above the wainscot shall be measured in accordance with paragraph 6-1.
1.5.3 Door: Add 2'-0" to the actual width and 1'-0" to the actual height. For example, 3'-0" X 7'-0" door will be measured as 5'-0" X 8'-0" or 40 square feet of painting surface for one side. Do not deduct for glass in doors. If door contains small lights of glass, add 2 square feet for each light.
1.5.4 Window: Add 2'-0" to the actual width and 2'-0" to the actual height. For example, a 3'-0" X 6'-0" window will be measured as 5'-0" X 8'-0" for 40 square feet of painting on one side. If sash contains more than one light each, add 2 square feet for each additional light. Example: a 6-light window would be 12 square feet additional.
There is no allowance for metal casement windows.
1.5.5 Cabinet: If cabinet is without door, obtain the areas of the front face (width by height), and multiply by 3.
If cabinet is with door, multiply the front face area by 5. The above area shall be considered complete for both sides of all shelves, both sides of doors, ends, backs, top and bottom.
1.5.6 Stairs: Add 2'-0" to the length of treads and risers to allow for stair strings on each side of stairs. Each tread and riser combination shall be figured at 2'-0". For the railing, allow 6" to the measured height and multiply by the actual length for one side painting areas. Double this quantity for both sides painting area.
1.5.7 Battens: Figure 10% of wall area for all battens.
1.5.8 Other Surfaces: Should other painting surfaces be encountered, a mutually agreeable method of measurement shall be negotiated between the Contracting Officer and the Contractor prior to painting and the contract shall be modified accordingly. The estimating guide published by the Painting and Decorating Contractors of America shall be utilized to determine the basis for square footage of painting.
1.6 METHOD OF MEASUREMENT FOR LUMBER REPLACEMENT:
Lumber and Plywood replaced shall be tabulated in the actual quantity of board feet of lumber and square feet of plywood replaced. Wastage due to sawing, other field operations, and correction of deficiencies as a result of the Contractor's negligence or fault shall not be included in the allowances. The Contractor shall maintain a record of quantities of lumber and plywood replaced and shall submit it to the Contracting Officer for verification.
