About this file
This document is a Request for Quote (RFQ) issued by the Illinois Tollway for Compressed Gas Cylinder Refill Services. The Tollway is seeking a vendor to provide refill services for Tollway-owned compressed gas cylinders to be filled with various gases such as oxygen, acetylene, argon, nitrogen, and propane. The estimated contract term is two (2) years from March 9, 2023 through March 8, 2025, with the potential for up to two (2) years of renewal. The vendor will be required to pick up empty cylinders, refill them, and deliver the refilled cylinders to two Tollway locations. The Tollway estimates a minimum of 10-12 cylinders will be delivered or picked up at each monthly delivery, with the potential for additional one-time deliveries or pick-ups if needed.
Regarding pricing, vendors must bid on all line items for both Tollway locations to be considered responsive. Pricing will be evaluated, and the award will go to the responsive and responsible bidder with the lowest total bid price. No price increases will be accepted during the contract term, and the Tollway is guaranteed the lowest price if a price decrease occurs. The contract is contingent upon the availability of funds, and the Tollway reserves the right to terminate the contract for cause or convenience.

The Tollway does not guarantee that any minimum number of quantities shall be ordered from the Vendor. Materials furnished under this contract shall be delivered in multiple deliveries as determined by the needs of the Illinois Tollway. The estimated quantities of this contract shall be based on a period of two (2) years; prices shall remain firm for the term of the contract. o Require the Vendor to conform the compressed gas cylinders to contract specifications. This work shall be performed properly within time limits established by the Illinois Tollway, and at no cost to the Illinois Tollway.
o Retain any monies due to the Vendor, the reasonable value of the rejected material, replacement parts, workmanship, or services based upon the contract price.

Empty cylinders picked up by the vendor shall be filled and returned within five (5) business days. The Tollway estimates that a minimum of ten (10) to twelve (12) cylinders will be delivered or picked up at any time.
