STATEMENT OF WORK (SERVICES)
GENERAL INFORMATION
Title of Project:
General Handyman Services Contract for NIMH
Statement of Need and Purpose:
The National Institute of Mental Health (NIMH) is the lead Federal agency for research on mental illnesses. The mission of the NIMH is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure.
The NIMH is seeking to continue an IC-wide multi-year contract to acquire facilities support services for on-site facility maintenance, minor alterations, and repairs of a handyman nature.
Background Information and Objective:
The NIMH is requiring general handyman services in support of the NIMH scientific and administrative staff throughout various research laboratories and office spaces on the main National Institutes of Health (NIH) Campus in Bethesda, MD. The purpose of this contract is to provide general handyman services for everyday minor tasks that are generally considered “carpentry” in nature and do not involve alteration of building infrastructure or major utilities.
Typical tasks covered under this contract generally include the repair, fabrication, reconfiguration and relocation of casework items and furniture to improve aesthetics and/or functionally. Typical tasks will not include any major mechanical, electrical, or plumbing work.
Period of Performance:
The period of performance will be one 12-month base year from the date of the award and four 12-month option years if possible.
SCOPE OF WORK
General Requirements:
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:
Specific Requirements:
The contractor shall provide general handyman services such as, but not limited to:
-modification of existing metal laboratory casework including various bench-top materials using primarily existing and/or salvaged materials. Occasionally, some supplement casework accessories and/or bench-top materials will have to be ordered by the contractor to complete a task.
-modification of existing wood millwork including various countertop materials using primarily existing and/or salvaged materials. Occasionally, some supplemental millwork accessories and/or countertop materials will have to be ordered by the contractor to complete a task.
-disassembly, relocation, modification, and reassembly of existing or new office system furniture. Occasionally, some supplemental furniture accessories will have to be ordered by the contractor to complete a task.
-modification of existing shelving configurations in labs and offices. Occasionally some supplemental shelving materials and/or accessories will have to be ordered by the contractor to complete a task.
-installation of various window treatments
-installation of acoustical treatments
-repair suspended and drywall ceilings
-painting of entire labs and offices
-patching and touch-up painting of walls and ceilings
-repair and installation of various flooring finishes
-cleaning of office carpets
-wall mounting of assorted items such as large format televisions, computer monitors, projection screens, picture frames, artwork, whiteboards, tack boards, coat hooks, cylinder restraints and room signage
-disconnecting and reconnecting of biosafety cabinets which only involves vacuum and water lines that do not involve a building shutdown
-careful relocation of heavy/large laboratory equipment from one location to another.
Some equipment may be delicate or fragile in nature. Proper safeguarding of equipment will be required.
-relocation of surplus items and equipment to government owned or leased storage facilities on and off campus. Travel distance to the storage facilities will typically be less than forty miles. This requires familiarity with the NIH Property Reutilization and Disposal policies.
The contractor will be located locally (within 30 miles) of the NIH Campus and preferably be a classified small business GSA set-aside. They must have experience with laboratory facilities, clinical patient care (including behavioral health/psychiatric wards) facilities and animal holding and behavioral facilities on the NIH campus, which often require specialized finishes specific to these areas.
Prior to award of individual task orders, the contractor will attend onsite project orientation walkthroughs as necessary to become familiar with the assigned task. After award of individual task order, the contractor will also attend project planning meetings as required for coordination and scheduling purposes. The contractor, in consultation with the NIMH POC, will be required to know the different rules, regulations and clearances of each building prior to commencing the task. Additionally, all contractor personnel will be required to take the ten-hour OSHA safety training for working on the NIH campus. Also, the Bite and Scratch video is a requirement for all personnel who work in the Central Animal Facility in Building 49. Lastly, a TB test is required for all contractors.
The place of performance will be the NIH Bethesda main campus and specifically Buildings 10, 10CRC, 13, 15K, 31, 35, 35A, and 49.
LEVEL OF EFFORT:
The estimated level of effort for this requirement is estimated for the base period and subsequent option periods. The Government’s cost estimate was created using historical data obtained from previous work orders.
GOVERNMENT RESPONSIBILITIES
The Contractor shall be expected to be cognizant of care for all Government property; any Government property damaged by the Contractor will be the sole responsibility of the Contractor and the Government will seek reimbursement.
DELIVERY OR DELIVERABLES
The Contractor will require access to the NIH Bethesda campus and must comply with agency personal identity verification (PIV) procedures that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24 and
Federal Information Processing Standards Publication (FIPS PUB) Number 201. A background check will be required for all key personnel. No special security clearances will be required. The Contractor will have access to the NIH Campus Monday through Friday from 6:00 AM to 6:00 PM excluding the eleven Federal holidays.
The Contractor shall provide the following deliverables:
a. Task Status Spreadsheet
The Contractor shall update a task status spreadsheet provided to the Government. This spreadsheet includes fields for task descriptions, task progress information, anticipated completion date, associated labor hours, materials, and other direct costs, and other information. The status spreadsheet shall be updated and submitted monthly to the NIMH POC by the 5th of the following month.
b. Other Direct Costs Proposals
The Contractor shall research and provide Other Direct Costs proposals for all materials/other direct costs necessary for the performance of this requirement.
Proposals for each job initiated shall be submitted to NIMH POC for review in accordance with the Government’s materials specifications and shall include a primary recommendation as well as alternative options for use. Each proposal must include a materials sample upon request, associated cost information, and rationale for the recommendation of a material sample. Materials samples must be original and shall not be electronic or photocopied. The Government shall then indicate which recommendation is approved, in writing, and the Contractor shall proceed with that proposal. Other Direct Costs invoiced must be corroborated by approved Other Direct Cost proposals.
c. Labor Hour & Other Direct Cost
The Contractor shall prepare and submit labor hour and other direct costs for each job initiated and shall be submitted to the NIMH POC for review and acceptance prior to initiation of the work. These jobs shall summarize all labor hours and associated costs as well as other direct costs. Supporting documentation shall include at a minimum a copy of the approved other direct cost proposals referenced as well as the associated materials purchase receipts. The Contractor shall monitor monthly labor costs and other direct costs and notify the Contracting Officer’s Representative and the NIMH POC in writing via email when other costs amount to 75% and 90% of the not-to-exceed value allotted for each year.
d. Semi-Annual Performance Reports
The Contractor shall prepare and submit summary performance reports on a semi-annual basis. Summary performance reports shall include descriptive information about all work to date for the report period, including summary costs and specification of how labor hours and other direct costs have been expended across statement of work task areas. Exact report requirements will be determined at time of award with the Contracting Officer’s Representative and the NIMH POC.
e. Emergency Status Reports
The Contractor shall provide emergency status reports as directed by the Government. These status reports may include information such as circumstances of the emergency and an explanation of the emergency’s events, the solution provided, and work completed during the emergency, as well as information regarding anticipated follow-up to ensure solution was effective. Emergency Status Report delivery timelines shall be agreed upon at time of direction.
f. Ad-Hoc Reports
The Contractor shall provide ad-hoc reports as directed by the Government.
These reports may cover information including partial completion schedules and materials lead-times. The delivery timeline for ad-hoc reports shall be agreed upon at time of direction.
g. Invoices
The Contractor shall prepare and submit invoices in accordance with the invoice instructions which shall be provided at time of award. Invoices will include copies of all jobs invoiced. Each job will include labor hours and direct costs associated with performance of that job. Additionally, courtesy copies of all invoices and their associated supporting documentation (approved other direct cost proposals, other direct cost receipts, documentation of approved labor outside of regular work hours, etc.) shall be provided both to the Contracting Officer and Contracting Officer’s Representative or designee each month.

OTHER CONSIDERATIONS
Travel:
Contractor travel is not required or authorized for this requirement.
Key Personnel:
A. The Contractor shall propose one Project Manager in their written technical proposal as detailed below. Key personnel must be assigned for the duration of the contract and may not be replaced or removed without prior notification to the Contracting Officer. A comparable replacement must be chosen by the Contractor and agreed to by the
NIMH COR and/or the NIMH POC. A resume must be provided for proposed key personnel in accordance with the key personnel qualifications provided in this Statement of Work.
Contractor shall make available suitable temporary replacements if key personnel are unavailable to provide services. The temporary replacement’s credentials must meet the key personnel requirements detailed in this Statement of Work.
Project Manager
Project Manager Responsibilities: The Project Manager shall plan and direct projects or groups of related tasks; work closely with NIMH management and/or representatives; and responsibly perform the overall management of specific tasks and ensure that the technical solutions and the schedules in the tasks are implemented in a timely manner.
Project Manager Requirements: The Project Manager must have three (3) years of experience providing project or program management support and one of the following:
• A minimum of three (3) years of National Institute of Health (NIH) construction/renovation experience
OR
• A minimum of three (3) years of Federal Government construction/renovation experience in laboratory, and/or clinical and/or animal spaces.

All electronic reports submitted shall be compliant with Section 508 of the Rehabilitation Act of 1973. Additional information about testing documents for Section 508 compliance, including guidance and specific checklists, by application, can be found at:

Confidentiality of Information:
The government will not provide to the contractor any information or data of a personal nature about individual(s) or proprietary information or data pertaining to an institution or organization which is confidential. Whenever the contractor is uncertain with regard to the confidentiality of or a property interest in information under this contract, the contractor should consult with the Contracting Officer prior to any release, disclosure, dissemination, or publication.
