SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

SUMMARY OF CHANGES

1. The purpose of Amendment 0002 is to answer the following contractor questions:

Question 1: Under section 5.0 Place of Performance please confirm if access to the NSWCPD facilities should be considered a viable option at the time to host said event or is it the expectation due to the Pandemic all events and trainings will be virtually at this time or through the first half of the calendar year.

Answer 1: It is anticipated that the place of performance will be virtual, however, in person is a possibility and travel costs should be considered and included in the quoted FFP price.

Question 2: The referenced solicitation includes a requirements at L.3.3.1, Pg. 105, as follows: “The offeror shall provide a copy of the GSA Schedule contract including the contractor’s pricelists. The proposed unit prices proposed shall be the Offerors Firm-Fixed-Price contract prices for each base and option period CLINs.” Is this an artifact from a previous FAR 8.4 solicitation? It conflicts with FAR 13 in that it is not applicable and represents a barrier to our participation given we do not possess a Professional Services schedule (i.e., catalog pricing). Can you clarify and advise if this will be amended?

Answer 2: The GSA statement under Section L.3.3.1, Pg. 105 is now removed from the RFQ.

Question 3: With regards to the topic of Diversity and Inclusion in the workplace, is there a recommended topic template available to follow or, are we able to develop a meeting topic and outline based on our recommended guidance for the meetings (we have some articles and subject matter reading that we’d like to include)?

Answer 3: The facilitators are allowed to pursue and grow the group discussion based on the interaction of the participants.

Question 4: Can you please let us know the professional and seniority levels of the discussion groups?; Are they senior level civilian or military employees?

Answer 4: The groups are voluntary and may include senior level participants. The Captain is active duty and may attend as well.

Question 5: Do you have a sample budget guidance template for us to review?

Answer 5: No

Question 6: Should our facilitation proposal include Travel and Expenses (T&E) and if so, do we use GSA issued travel per diem guidelines?

Answer 6: It is anticipated that the place of performance will be virtual, however, in person is a possibility and travel costs should be considered and included in the quoted FFP price. Contractors are not limited to use GSA issued travel per diem guidelines.

Question 7: The RFQ specifies “diversity and inclusion” – can companies assume that the discussion groups will also address equity?

Answer 7: Yes.

Question 8: On page 21, paragraph "2.0 Desired outcomes" What are the employees' baseline knowledge of DEI matters? Do you expect participants to come away with basic, intermediate or advanced knowledge of DEI?

Answer 8: We want the employees to understand the true strength of inclusivity and its positive effect on the workforce. The baseline knowledge will be mixed, but the focus is on participants coming away with intermediate knowledge being that this is a six month program.

Question 9: On page 22, paragraph 5.0 "Place of Performance" If the first year of virtual instruction results in successful outcomes, would you consider having subsequent sessions virtually?

Answer 9: Yes.

Question 10: Was some work done in the past that is the reasoning behind this new solicitation e.g. climate survey, past discriminatory lawsuits?

Answer 10: Improving the work environment and being proactive through inclusivity is the reason for this effort aside from interest in expanding similar efforts being completed across the larger Navy Enterprise.

Question 11: Will the agency provide the online platform or is the contractor responsible for hosting the virtual online platform e.g. will we be using our own Zoom account or will the agency provide an online platform they wish to use?

Answer 11: The vendor should provide the tool.

Question 12: Will the training take place during the day time? At the same time for each particular group e.g.

recurring monthly meeting day and time?

Answer 12: Yes.

2. The following have been modified:
