PERFORMANCE WORK STATEMENT

Equal Employment Opportunity (EEO) Facilitators at Naval Surface Warfare Center Philadelphia Division (NSWCPD) for Diversity and Inclusion Discussion Groups

1.0 Purpose: In order to help foster strategies that lead to a more inclusive organization, NSWCPD plans to launch discussion groups. These groups will be led by a contractor provided facilitator to share differing viewpoints on Diversity and Inclusion in the workplace and further into our daily lives.

Discussion groups are facilitated conversations comprised of small groups of approximately 12-15 NSWCPD employees. The conversations, led by the facilitator, are designed to create dialogue and encourage shared learning between professionals at all levels. Through discussions groups, participants will share differing viewpoints, and encourage and support each other in an atmosphere of confidentiality and trust.

2.0 Desired outcomes:

To strengthen the relationships with the workforce, and between the workforce and leadership through shared experiences.

To build an inclusive environment where all employees can find viable solutions for defining their vision of success and plotting a path to get there

Foster an inclusive environment by creating and encouraging an open exchange of ideas and information among employees at NSWCPD

3.0 Requirement:

Contractor shall provide the following:

Multiple facilitators to conduct six (6) different groups addressing Diversity and Inclusion.

One (1) session a month per group over a six (6) month period (36 sessions total). It is preferred that the same facilitator stay with the same group over the six (6) month period.

Each monthly session per group shall be for a duration of approximately 1 hour each Each group’s facilitator will coordinate the timing and venue of each session and provide read ahead instructions and materials as determined by the contract requirements.

Each group will include approximately 12-15 NSWCPD employees.

Include in the proposal the recommended materials/books to conduct the sessions (examples include: The

Inclusion Dividend by Mark Kaplan/Mason Donovan; The Loudest Duck by Laura Liswood; Blind spot- Hidden Biases of Good People by Mahzarin Banaji). Further suggestions are acceptable.

Include in the proposal suggested Diversity and Inclusion topics that will be discussed with each of the six

(6) groups. The contractor shall propose a different topic per group.

5.0 Place of Performance:

Performance may take place at NSWCPD or virtually depending on the current environment (i.e. COVID restrictions). The government will determine the place of performance prior to the start of the sessions. The platform for conducting the virtual sessions will be agreed upon between the government and contractor. The contractor shall include their suggested virtual platforms in the proposal.

6.0 Session Dates:

NSWCPD anticipates beginning the monthly sessions in April 2021 and continue once a month per group (6 total per month) for a period of 6 months for the base requirement. Specific dates each month will be agreed upon between the vendor and government after award. Options, if exercised, will extend the performance accordingly.

7.0 Reports:

Following the completion of every six months of sessions, and at the completion of the final session if optional months are exercised, the contractor shall develop a plan of action report to assist leaders with specific goals at NSWCPD in the areas of Diversity and Inclusion (CDRL A001).

In the proposal, the contractor shall provide their recommended approach and agenda for facilitating the requirement as well as suggested materials/books. The contractor is requested to provide enough details that will allow the government to make a determination as far as which approach will best meet the government’s needs.

Award will be made to the contractor whose approach best meets the government’s needs.
