About this file

This document is a Limited-Sources Justification (LSJ) conducted by the Department of State (DOS), World-Wide Division, Regional Services Branch on behalf of the Bureau of African Affairs, Office of Regional Peace, and Security (AF/RPS).

The LSJ is for an 18-month period of performance extension for Task Order 19AQMM21F2168 under Contract GS-00F-041GA with the Logistics Management Institute (LMI). The extension is for the continuation of non-personnel services to support two ongoing Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts for the Bureau of African Affairs and Political-Military Bureau, specifically the GLOBALCAP and Global Advisory IDIQ re-competitions. The estimated maximum total value of the 18-month extension is , with the expectation that the level of effort and cost will decrease once the GLOBALCAP IDIQ is awarded in Q1/Q2 of FY25. This extension is justified under FAR 8.405-6(a)(1)(i)B as LMI has unique and detailed knowledge of the ongoing IDIQ re-competes that cannot be easily replaced, and a change in vendor would further delay the IDIQ awards.

LSJ for Task Order: 19AQM21F2168

LIMITED-SOURCES JUSTIFICATION

AUTHORITY: FAR 8.405-6

CONDUCTED BY: Department of State (DOS) World-Wide Division/Regional Support Branch

Task Order Number: 19AQM21F2168

This acquisition is conducted under the authority of the GSA Multiple Award Schedule Program.

1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”

This document is a Limited-Sources Justification (LSJ) which is being conducted by the Department of State, World-Wide Division, Regional Services Branch on behalf of the Bureau of African Affairs, Office of Regional Peace, and Security (AF/RPS).

2. Nature and/or description of the action being approved.

This is an 18-month period of performance extension for Task Order 19AQMM21F2168 as follows:

Option 2 Extension Period: 09/30/2024 – 09/29/2025 (12 Months) Option 3 Extension Period: 09/30/2025 – 03/31/2026 (6 Months)

Historical Information:

This task order was originally awarded on 6/01/2021 – 03/30/2023.

Base Extension Period: 03/31/2023 – 03/30/2024 (12 Months) o Executed via previous J&A Option Extension Period: 03/31/2024 – 09/29/2024 (6 Months) o Executed via previous J&A

This LSJ would result in a contract modification to Contract: GS-00F-041GA, Task Order 19AQMM21F2168 with the Logistics Management Institute (LMI).

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

This extension would result in a continuation of non-personnel services to support the two, ongoing Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts for the Bureau of African Affairs and Political-Military Bureau. The two ongoing IDIQ contract source selections requiring support are GLOBALCAP and Global Advisory.

This extension is for a total of 18 months. However, a drawdown of the required level of effort is expected to begin much sooner than 18 months.

More specifically, once the GLOBALCAP IDIQ is awarded, this task order will require a lower level of effort to execute. GLOBALCAP is tentatively scheduled to be awarded in Q1/Q2 of FY25.

Once GLOBALCAP is awarded the level of effort supporting GLOBALCAP will no longer be funded/required. Global Advisory is tentatively scheduled to be awarded in Q3/Q4 of FY25.

Once Global Advisory is awarded this entire task order will no longer be funded/required.

The estimated maximum total value of this 18-month extension is . However, it is anticipated this number will be lower as the required level of effort will decrease once GLOBALCAP is awarded. Furthermore, this task order utilizes a Time and Materials (T&M) contract type structure. Meaning, it provides the necessary flexibility to drawn down the level of hours over the remainder of the period of performance.

4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

This extension will be executed pursuant to FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

This support is needed to continue as the current vendor has been providing contracting subject-matter expertise assistance to AF, PM, and AQM for two ongoing IDIQ re-competes since June 2021. The current vendor has unique and detailed knowledge of the ongoing IDIQ re-competes that cannot be replaced without unknowable amounts of time and additional costs. A break in support to find a different contractor to provide this still needed service will further delay the ongoing IDIQ re-competes. Furthermore, the knowledge and familiarity working with these IDIQ re-competes over the last three years cannot be simply replaced. The learning curve required by changing the vendor of this specialized contract SME support would further delay the award of these IDIQs, which would impact AF and PM ability to support the Department’s peace and security diplomatic priorities throughout the world. A knock-on effect of additional delays in the award of these new IDIQs would be the need to seek additional extensions of the existing IDIQs. This extension is expected to be the last extension needed to complete the award of these two IDIQs and no further specialized contract support is expected to be needed for this effort.

A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).

For the reasons above, LMI is the only source on the GSA Schedule capable of meeting this limited source action requirement and issuing this order to LMI represents the best value consistent with FAR 8.404(d) because it results in the lowest overall cost alternative

(considering price, special features, administrative costs, etc.) to meet the DOS mission. LMI has been an above satisfactory performer on the current task order. In addition, the hourly rates for LMI (GS-00F-041GA) have already been determined fair and reasonable by GSA under its Federal Supply Schedule contract. Furthermore, the contracting officer anticipates the price(s) will be fair and reasonable based on historical costs, market research, published price lists which includes a comparison (and potential discounts) to the vendors GSA Federal Supply Schedule rates.

The extension represents the best value to the government because: 1) it is the least costly approach from an administrative perspective and 2) provides the greatest overall benefit in response to the extension requirement. Considering the ability of LMI to meet the needs of DOS at a fair and reasonable price – this extension represents a best value to the Government.

5. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

The Government will conduct extensive market research in the event non-personal services are needed to support different source selections for DOS. This LSJ is limited in nature, specific only to two IDIQ’s supporting Bureau of African Affairs and Political-Military Bureau. The two source selections supported by LMI and this extension, are currently underway and must be seen through completion.

This J&A is not a bridge or interim award with the expectation to award an additional future contract to support this requirement. Once the two IDIQ’s are awarded, this requirement is no longer needed for the Government.

6. Any other facts supporting the justification.

There are no facts supporting this justification. FAR 8.405-6 justification posting requirements apply to this LSJ.

7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made.

World-Wide Division/Regional Support Branch will take the appropriate steps to remove any competition barriers for this type of non-personal services scope for future acquisitions and source selections. This LSJ extension is highly limited in nature, and only applies to two ongoing source selections being conducted on behalf of the Bureau of African Affairs, Office of Regional Peace, and Security (AF/RPS).

8. The ordering activity contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
