INSTRUCTIONS TO QUOTERS

Project Number 21BRAG002 Dining Facility Equipment, Blue Ribbon Bistro Womack Army Medical Center, Ft. Bragg, NC 22 September 2021

1. ISSUE DATE: 22 September 2021

2. CLOSING DATE/TIME: 12:00 PM CST, 25 September 2021

4. QUESTIONS AND ANSWERS:

All contractual and technical questions must be submitted in writing to Melissa.O.Jennings@usace.army.mil no later than 3:00 PM CST, 24 September 2021. Oral/telephone communication is unacceptable.

5. SUBMIT QUOTES TO:

All quotes must be submitted to the Engineering and Support Center as follows: (1) electronic copy via email to Melissa.O.Jennings@usace.army.mil.

Quotation packages shall be received no later than 12:00 PM CST, 25 September 2021. Failure to provide quotes by the closing date and time shall result in exclusion from consideration.

Please read and understand the quote submission requirements and evaluation criteria contained herein, and the Performance Work Statement (PWS) before submitting your quote package. Ensure your quote includes all elements and information defined below.

Provide best and final pricing in the initial submission.

6. QUOTE FORMAT:

· Quotes shall be submitted in PDF format

· The quote should be organized to directly correspond with the evaluation factors listed herein.

· Quotes must be valid for at least 60 days, and the Quoter shall so indicate in the quote

7. REQUIREMENT DESCRIPTION:

As specified within the Performance Work Statement (PWS).

This is a brand-name or equal procurement.

· All products shall be brand name or equal to the products listed in the Performance Work Statement (PWS).

· Products shall comply with the salient characteristics listed in the PWS.

8. EVALUATION:

This procurement is being conducted under FAR Part 12. The Government will select the quotes that provide the best value solution to the Government in terms of price and non-price factors.

The Government reserves the right to hold discussions with Quoters to clear up quote details and request quote adjustments if needed and may also determine to make no award. Unless expressly noted otherwise in these Instructions to Quoters, any failure by a Quoter to assent to all of the material terms of the RFQ and/or comply with all of the requirements contained in these Instructions to Quoters may result in rejection of the Quoter’s quote for technical unacceptability. Therefore, the Quoter’s initial quote should contain the Quoter’s best terms from a price and non-price standpoint.

9. EVALUATION FACTORS:

Non-Price Factors

(a) Technical Capabilities. Quoters must demonstrate technical capability and proficiency in satisfying the supplies and services requirements as defined in the Performance Work Statement (PWS). The technical information shall not refer to price data. The technical information shall, at a minimum, contain the information specified below.

(1) Narrative. Provide a narrative including the following information.

· Identify the manufacturers and product lines to be included for consideration under this solicitation.

· Provide a brief discussion stating how you will perform the work plan services and complete the work plan listed in section 3 in the PWS.

· Provide a brief discussion stating how the equipment offered in your quote will meet the product requirements in sections 4 and 5 in the PWS. If the equipment you are offering is the same as the equipment listed in the PWS, this discussion is not required.

· Provide details of each manufacturer’s warranty terms.

(2) Product Technical Data

· Quoters must submit technical data for all the products that are being included in the quote. If the quoted items are the same as the items specified in the PWS, this technical information is not required.

· Product technical data must clearly reflect the product, the series, the dimensions, and all features as required in the PWS.

· All salient features listed in the PWS should be highlighted on the product technical data sheets submitted for alternate products.

· If these documents include preprinted legends that deviate from the terms of this RFQ, such as "Products and prices subject to change without notice," then the Quoters must include a statement in the quote that any such preprinted legends will not be effective for this procurement.

(b) Schedule. Quoters shall provide their schedule for execution of the work. Requirements for this schedule are as follows.

· Schedule milestones shall include, at a minimum, the milestones listed section 10 in the PWS.

· The schedule may be stated in the number of calendar days after award or using actual dates assuming a contract award date of 30 September 2021.

· Provide your best, achievable, realistic schedule for completion of the work.

· Include current manufacturing lead times for each product.

· Quotes with earlier installation completion dates may be rated higher. Earlier dates must be explained as realistic to be given credit, and an unrealistic schedule will be downgraded accordingly.

· The Government will incorporate the selected contractor’s schedule into the contract.

Price Factor

Price information shall be provided by completing the file, “21BRAG002_PriceQuoteInfo.xlsx” provided with the RFQ, plus providing additional information as defined below. Alternately, Quoters may provide the price information in their standard quote format as long as it includes the information listed below.

Price information will be evaluated as follows.

· Price will be evaluated for reasonableness and realism.

· Quotes found to be unreasonably high or unrealistically low may be considered unacceptable and may be rejected on that basis.

· The Government will evaluate the realism of the Quoter’s proposed prices to determine whether the proposed price is realistic for the work to be performed.

· The Government will evaluate the proposed prices to ensure that the quote reflects a clear understanding of the requirements.

· If a price is deemed to be unrealistic in any of these respects, the Government will factor this consideration into the applicable non-price ratings.

Quoters shall complete the file “21BRAG002_PriceQuoteInfo.xlsx” to show quoted total prices for each contract line item (CLIN).

· The exact list of CLINs in the “CLINS” tab may be altered as needed to show the CLIN structure for all products and services required for this order.

For all products, provide a separate pricing sheet or Bill of Materials (BOM).

· The BOM shall list the product line; part or model number; description, salient features, and all other information to describe each part; unit price, quantity, and extended unit price.

· The BOM should be sorted and sub-totaled by Item Number as listed in the PWS.

· The Quoter shall ensure that pricing information on the BOM is accurately transcribed to the PriceQuoteInfo spreadsheet.
