III. Identification of the statutory authority permitting other than full and open competition (SELECT ONE)

41 USC 3304(a)(1) a n d F A R P a r t 6 . 3 0 2 - 1 : Only one responsible source / Brand Name F A R P a r t 8 . 4 0 5 - 6 : Federal Supply Schedule (FSS), limited competition / Brand Name

Important Note: The statutory authority listed below will rarely ever be used in NIH. Before selecting this authority, please ensure that you have read and understood the citation and discussed it with the cognizant Contracting Officer.

41 USC 3304(a)(5) and FAR Part 11.105: Items peculiar to one manufacturer / Brand Name

IV. Demonstration that the proposed brand name product’s salient characteristics (specific features, qualities and/or the nature of the acquisition) requires use of the authority cited.

Currently, OCICB-AV Team is requesting to upgrade the 8C400 meeting room at Building 10 on NIH main campus. The Crestron devices, the head-end controller (MC4), UI Touch Panel (TS-770-W-S), scheduling panel (TSS-770-W-S), occupancy sensor (CEN-ODT-C-POE), Active Converter Cable, USB-C™ to HDMI® (CBL-4K-USBC-HD-6), Active Converter Cable, Mini DisplayPort to HDMI, (CBL-4K-MDP-HD-6), and Active Converter Cable, DisplayPort to HDMI® (CBL-4K-MDP- HD-6) The Evertz devices, Fanless Standalone AV Gateway encapsulates 4096x2160p @ 60 Hz video, audio, USB 2.0 (UXP-TRS4KQ-2), Fanless Standalone AV Gateway encapsulates 4096x2160p @ 60 Hz video, audio (UXP-TRM4K), 7800 series multiframe signal distribution quiet option (7800FR–QT), Modular AV Gateway with USB (UXP-TRM4K), SFP+, 1000 BASE-T RJ45, 100m (UXP-SFP2-1G-T), and Session Manager (NUC-AV-100). The justification for these upgrades includes equipment age, inventory levels, the need to improve our AV design, and most importantly known security vulnerabilities that exist on the devices.

All equipment specified for replacement in this initiative has reached its ‘end-of-sale’ date. The existing Crestron equipment have not been a model available for purchase since early 2017 and have not been serviceable since then.

NIAID OCICB-AV Team no longer has any more inventory available to replace, swap, or service these AV components. In all cases, components that require service will inherently cause disruptions in functionality of the AV spaces and environments (ex. scheduling panels will no longer work outside meeting spaces if the scheduling panels are down, a Crestron failure will make the AV meeting space inoperable).

The interdependency of equipment based on the current AV design requires major upgrades to completely overhaul the AV system. OCICB-AV Team’s new AV programming and design methods that are proposed in this upgrade would be a generational step in eliminating system equipment .

Security Vulnerabilities are a large factor in needing the upgrade. Components listed above currently utilize antiquated operating systems and software that leave the devices not just vulnerable to outside actors but also to inter-system communication faults/issues as well.

Crestron is the AV manufacturer used for control and switching equipment for NIAID. Substitutions are not allowed as Crestron equipment is compatible with our existing monitoring and audiovisual ecosystems. Using Crestron is a vital part of continuing AV framework associated with a structured audiovisual design, control, and configuration. Everts is the AV manufacturer used for AV distribution (transport) between the AV control, audio, video, and switching devices for NIAID.

Substitutions are not allowed as Evertz equipment is compatible with our existing monitoring and audiovisual ecosystems. Using Evertz is a vital part of continuing AV framework associated weith a structured audiovisual design, control, and configuration.

V . Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable

Price reasonableness determination will be included in the acquisition file.
