DIVISION 2 – SITE WORK

A. GENERAL: This section contains requirements for completing the Western Area Power Administration’s (WAPA’s) PMOC asphalt crack and seal. Refer to applicable Sections of Standard 2 – “SITEWORK”.

1. DEFINITIONS:

a. Asphalt Crack Seal: A mixture of materials that will form a resilient and adhesive compound capable of effectively sealing cracks in asphalt against infiltration of moisture throughout the repeated cycles of expansion and contraction with temperature changes, and will not flow from crack or be picked up by vehicle tires at ambient temperatures as defined in

ASTM D6690.

b. Asphalt Seal Coat: Application of a thin layer of bituminous material (emulsified asphalt) and clean cover material (aggregate) on an existing surface to form a continuous watertight barrier.

2. REQUIREMENTS:

a. The Contractor shall comply with the manufacturer’s specifications and recommendations for cleaning, primer coats, temperature restrictions, application methods, and curing time.

B. DESCRIPTION OF BID ITEM: “Crack Seal”

1. GENERAL: Contractor shall provide all materials, equipment, and labor to complete the work as described herein. Refer to drawing LLM 0019 for approximate location of asphalt to be repaired by crack seal treatment. Crack seal work includes:

a. Preparing the existing asphalt surface by cleaning it free of loose material, dirt, vegetation, dust, and debris.

b. Cleaning and filling all cracks 1/8-inch or larger in the existing asphalt using approved asphalt crack seal material. Crack seal asphalt repair shall include the joints between asphalt and concrete pavement sections. Cracks 1/2-inch and 1 ½ inches wide shall be filled with clean and dry sand prior to applying crack seal material. Cracks larger 1 ½ inches shall be filled with mastic.

2. MATERIAL:

a. Crack seal material shall meet the requirements of ASTM D6690 Table 1.

3. PREPARATION: The crack and surface area for at least 6-inches on both sides of the crack shall be cleaned of foreign matter and loosened particles with compressed air to a depth of twice the crack width. Cleaning shall be performed using a hot compressed air lance. This lance shall be used to dry and warm the adjacent asphalt immediately prior to sealing. Direct flame dryers shall not be used. Follow the guidelines in the appendix of ASTM D6690 and those published by the manufacturer.

4. APPLICATION/INSTALLATION:

a. All cracks with a width larger than 1/8-inch and less than 1/2-inch shall be filled with hot poured joint and crack sealant flush with the pavement surface.

b. Immediately after filling the crack, any excess sealant shall be leveled off to within 1/8-inch below pavement surface by squeegee, a shoe attached to the applicator wand, or other suitable means approved by the COR. The squeegee shall be centered on the crack.

Excess material on either side of the crack shall not exceed 3-inches in width or 1/16-inch in depth.

c. Sealant material picked up or pulled out after being placed shall be replaced by the

Contractor at no expense to the Government. The Contractor shall have blotter material available on the project in the event it is required to prevent tracking or pulling. It must be placed in high traffic areas and drives to parking areas. If required, blotter material shall be approved by WAPA and placed at the Contractor’s expense.

d. All cracks 1/2-inch and larger in width shall be filled with clean sand to a point approximately

1/2 to 1/4-inch below the adjacent pavement surface, and tamped lightly with a steel rod or piece of rebar to reduce any voids in the sand. Apply crack seal over the top of the sand and along the crack surface as described above.

e. Application Temperature:

1) The face of the crack shall be dry. The air and pavement temperature shall both be at or above 50 F and rising at the time of crack seal application unless otherwise authorized by the COR.

2) The temperature of the sealant material shall be in accordance with the manufacturer’s recommendations. The heating equipment shall be equipped with a calibrated thermometer capable of ±5 F accuracy from 200 F to 600 F unless otherwise authorized by the COR. This thermometer shall be located so the Inspector can safely check the temperature of the sealant material. Overheating of the material will not be permitted.

3) The cracks and surface must be completely dry prior to any application. A minimum of three days of dry weather must have occurred just prior to application. If three days of dry weather cannot be obtained, the crack must be thoroughly dried and accepted by the COR.

C. DESCRIPTION OF BID ITEM: “Seal Coat”

1. GENERAL: Contractor shall provide all materials, equipment, and labor to complete seal coat work as described herein. Refer to drawing LLM 0019 for approximate area. Seal Coat work includes:

a. Cleaning entire surface and cracks 1/8-inch wide or less of loose sand, dust, rock, mud, and all other debris.

b. Applying asphalt seal coat over the existing asphalt pavement surface.

2. MATERIAL:

a. OIL SEAL PRIMER: Primer shall be applied uniformly and at a constant rate per square yard and must be a quick-drying emulsion with admixtures mixed in accordance with manufacturer’s instructions. Oil seal primer must be manufactured to isolate the parking area seal coat from pavement with residual oils, petroleum grease, and spilled gasoline.

b. BITUMINOUS MATERIALS FOR SEAL COAT: Emulsified asphalt shall be polymerized rapid set emulsified asphalt conforming to the requirements of CRS-2P as defined in the following table:

Message from the Administrator

At Western, we show our commitment to safety every day through the actions we take, the training we offer and the work conditions we provide. We expect the same commitment to safety from each of our contractors who provide products or services to Western. In performing work for Western, all contractors must make the right decisions to ensure that the work environment is as safe as possible.

Our safety program is based on four points:

Safety procedures or common sense must be applied by each Federal and contract employee. Safety should not be set aside to meet a project schedule or for personal convenience.

Employees and contractors must believe that they have the right and the responsibility to identify and take action to reduce, if not eliminate, hazardous work environments and hazardous work practices.

Managers and supervisors must lead by example and execute their responsibility to ensure each job is accomplished in a safe and healthy way.

Safety is a personal responsibility. Each individual makes the decision on what action to take to accomplish a task.

By integrating these principles into every task we take, together we can ensure Western is a safe place to work.
