About this file

This document is a Sources Sought notice related to a federal contract opportunity for 21 CS Spectrum Monitoring Nodes at Schriever Space Force Base (SSFB) and Peterson Space Force Base (PSFB) in Colorado.

The key details are:

  • The Air Force Space Command is seeking to replace four RFeye 100-18 nodes at SSFB with RFeye 100-40 nodes, and relocate the four RFeye 100-18 nodes to PSFB. The goal is to implement a fixed-site commercial spectrum monitoring system with sensor ranges up to 40 GHz at SSFB and 18 GHz at PSFB to detect, classify, and geo-locate unauthorized RF emitters.
  • The government is seeking responses to questions regarding compatibility of alternative node brands, availability of RFeye nodes, support for existing RFeye 100-18 nodes, and TAA compliance.
  • Responses are due by July 10, 2024 and should be emailed to Sara Tolva at sara.tolva@spaceforce.mil.

21 CS Spectrum Monitoring Nodes Sources Sought:

Schriever Space Force Base (SSFB), CO is looking to implement a fixed-site commercial spectrum monitoring system with a sensor range up to 40 GHz that will actively detect, classify, and geo-locate unauthorized RF emitters near and around Schriever Space Force Base (SSFB), CO. Also, move the similar monitoring capabilities near and around Peterson Space Force Base (PSFB), CO with a sensor range up 18 GHz.

The primary goals are to replace the currently installed four RFeye 100-18 nodes with the RFeye 100-40 nodes at SSFB. Also, add the four removed RFeye 100-18 nodes and install them at PSFB. This will obtain long-term contractor support for the hardware/software provided by the contractor, and for the contractor to provide technical consulting and basic operations training for personnel that will be utilizing the system.

Please respond to the following questions:

1. Is there a different brand of node that can be implemented into the current system including four RFeye Nodes? If so, would this different brand be easily implemented into the system and be 100% fully functional and compatible?

2. Are you able to provide the brand of RFeye Node 100-40?

3. Are you able to work on RFeye 100-18 nodes?

4. If there is no other brand of node that can work with the existing system in place, is there any way to modify the software or add an interface unit of some kind so that it would work with the existing networked nodes?

5. If your brand of node is incompatible with the system in place, can you explain why it is not compatible?

6. Are the products you intend to supply available on a product list or are they on a different contract list (i.e., GSA) or are they open market?

7. Are you able to ensure TAA compliance for all products and services related to this requirement?

8. Are there areas for improvement in the Performance Work Statement or is anything unclear?

9. Please list your SAM Unique Entity Identifier if you are registered in SAM.gov and whether you are a small business. Please email all responses to Sara Tolva (sara.tolva@spaceforce.mil) by 10 July 2024.
