About this file
This is a Notice of Intent to Award issued by the City of Johns Creek, Georgia Purchasing Division for RFP 21-236 On Call Professional Services-Storm Pipe Lining Services. The solicitation sought qualified firms to provide on-call storm pipe lining services, with sealed proposals due by 2:00 PM ET on Tuesday, August 24, 2021. The deadline for submitting questions through the Georgia Purchasing Group's BidNet system was August 10, 2021 at 5:00 PM ET. The City of Johns Creek issued this intent to award on September 7, 2021, indicating the city's intention to enter contract negotiations with the apparent successful offerors.
Two firms were identified as apparent successful offerors based on the most advantageous technical proposals: Federal EC LLC ranked first and IPR Southeast LLC ranked second. Two firms submitted unsuccessful proposals: Gulf Coast Underground LLC and Vortex Services LLC, both rejected because their proposals did not achieve the highest scoring rankings. The notice indicates this is not a binding commitment by the City and that final award requires City Council approval. All offerors were required to comply with Title VI of the Civil Rights Act of 1964 and federal non-discrimination requirements, with particular emphasis on affording disadvantaged business enterprises full opportunity to submit bids without discrimination based on race, color, national origin, or sex.
