1. INTRODUCTION

The State of Oregon, acting by and through the Higher Education Coordinating Commission (HECC), is issuing this Request for Proposals (RFP) for a qualified contractor to perform and deliver a 2022 Oregon Talent Assessment of Oregon’s workforce. Substantial progress or the final report shall be presented at the 2022 Talent Summit on to be held on April 12, 2022 and at a Workforce and Talent Development Board (WTDB) meeting to be determined.

HECC anticipates the award of one Contract from this RFP. The initial term of the Contract is anticipated to expire June 30, 2022. HECC reserves the right to extend the contract up to 2 years and to award more than one Contract if it is HECC’s best interest.

HECC is conducting this intermediate procurement under the authority of OAR 125-246- 0170(2)(c)(C).

The maximum budget allowance for this project is $140,000.00.

2. BACKGROUND

The WTDB is the hub for solutions in the development of Oregon’s talent marketplace. The WTDB is a key resource and national leader on the future of work including the skills required to propel Oregon businesses forward and sustain individual and community prosperity. It is the acknowledged leader in advising the Governor on the interconnection and alignment of education, training, and workforce development. Because the WTDB is made up of leaders representing business and industry, labor, community-based organizations, the Oregon legislature, local government, and state agencies, it is uniquely positioned as Oregon’s workforce and talent development expert.

The current WTDB 2020-2022 Strategic Plan has sparked significant progress to realize equitable prosperity for all Oregonians through meaningful work, training, and education to empower people and employers. The 2018 Oregon Talent Assessment was a foundational document for the development of the 2020-2021 WTDB Strategic Plan, the State Workforce Plan, and the local Workforce Boards’ plans. The Oregon Talent Assessment 2020 Update expanded the work of the 2018 Assessment and developed additional key findings and recommendations.

A fresh, forward look at Oregon’s talent marketplace is needed confirming past conclusions that are still relevant and drawing new conclusions to guide future actions and investments. This analysis is essential to:

• Further work to achieve equity and close gaps;

• Address the economic and workforce impact of the pandemic and other significant events in Oregon; and

• Respond to the pace of change brought on by accelerating technological advancement.
