The solicitation is for three types of sand with varying percentages of fines (15%, 12%, and 5%), with an estimated annual quantity of 7,800 cubic yards for each type. The bid is due on Wednesday, September 22nd, 2021 at 2:00 p.m., with a target award date of September 29th, 2021. The contract is initially for one year, with the option to extend for two additional one-year periods, potentially creating a total three-year contract term.

The bid requires bidders to submit unit prices per cubic yard for each sand type, with HWWS reserving the right to award the contract to one or more bidders offering the best value. Bidders must provide material samples, meet ASTM 2487 sand classification standards, and allow sampling at their operations stockpile. The specifications require delivery within Harlingen city limits, and bidders must submit various compliance documents including a W-9, ethics compliance statement, conflict of interest questionnaire, and certificate of interested parties (Form 1295). HWWS will evaluate bids based on factors including conformity to specifications, pricing, reputation, quality, meeting organizational needs, past relationship, and total long-term cost.
