The University seeks to contract for coach busing services to support local, regional, and national trips for students, staff, and faculty attending various athletic, academic, and other venues. An estimated 300 to 600 individual trips annually will be required across the three campuses, though this represents an estimate only and actual volumes may vary by year. The RFB was issued on November 12, 2019, with written questions due by November 18, 2019, and bids due by December 13, 2019, at 2:00 p.m. CST/CDT via email to tpooler@uwsa.edu. The initial contract term shall begin upon award and continue for three years, with automatic renewal for two additional one-year terms unless the termination clause is exercised. The University reserves the right to award to multiple vendors and intends to rank vendors from lowest to highest aggregated costs by lot, with campuses booking trips with the lowest bidder that has available equipment on the required dates.

Bidders must submit firm pricing on the provided cost sheet itemizing net unit prices by bus size for five categories of buses (24-passenger, 38-42 passenger, 47-passenger, 55-56 passenger, and 81-passenger) and must include pricing for both Lot 1 (local single-day service at $0.00 per mile live, $0.00 per mile dead with an 8-hour maximum) and Lot 2 (multi-day service with daily charges, mileage costs, and hourly rates for extended services). Pricing must remain firm for the initial contract term, with price increases permitted only after the initial term upon ninety days' notice with documented justification. Bidders must meet all mandatory requirements including three years of prior charter busing experience, current Interstate Commerce Commission tariff rate sheets and travel authorization, Federal Highway Administration Carrier Profile (MCS 90B), compliance with Department of Transportation requirements, and compliance with Wisconsin Administrative Code Trans 300 standards. The University may award to certified Disabled Veteran-Owned Businesses (DVBs) or Minority Business Enterprises (MBEs) submitting qualified bids not more than 5% higher than the apparent low bid. The contract involves federal funds and requires contractors to maintain commercial general liability insurance of at least $1,000,000, provide criminal background checks for all workers, maintain worker's compensation insurance, and comply with all federal and state nondiscrimination and affirmative action requirements. All University of Wisconsin System campuses, State of Wisconsin agencies, and Wisconsin municipalities are eligible to purchase from this contract.
