About this file

This is a Questions and Answers document related to a charter busing services solicitation (21-0001-TFP) for the University of Wisconsin System Administration, specifically serving the University of Wisconsin-Eau Claire, University of Wisconsin-River Falls, and University of Wisconsin-Stout. The solicitation seeks contractor services for charter busing to support athletic, academic, and other university functions for students, staff, and faculty. Trips may be local, regional, or national in scope and can range from single-day to multi-day engagements at various venues.

The Q&A document addresses key operational and financial considerations for the busing contract. Bus wrap payments may be handled by individual colleges, with priority scheduling granted to the university in exchange; corporate partnership arrangements with bus companies are encouraged to offset wrap costs. Travel per diems for overnight trips include meals, incidentals (tips, phone calls, laundry, dry cleaning, bottled water, and valet services), but are not provided for day trips. Regarding driver accommodations, universities will make hotel reservations as part of their team booking to ensure driver room availability, with colleges either paying for the room directly or being charged an overnight fee—not both. One hotel room per driver is the standard arrangement. These clarifications establish cost allocation and operational procedures between the universities and the charter busing contractor.

Questions and Answers

Q: 4.6 bus wraps How would the bus wraps be paid?

A: Colleges can pay for the bus wrap for a bus. We would get priority to use the bus before it is scheduled with other users. We would welcome a corporate partner deal with the bus company to offset part of the expense of the bus wrap. Bus company gets advertising as well as colleges, it’s a win-win.

Q: 5.16 Tavel per diems What do you include in the travel per diems?

A: travel per diems include meals & incidentals for an overnight trip. Incidentals allowed are tips given to wait staff, porters, baggage handlers, hotel housekeeping or other service staff, valet; phone calls, laundry, dry cleaning; bottled water.

No per diem for a day trip.

Q: Reporting/business reviews Will the Universities be paying the drivers hotel rooms, or will the drivers be required to pay for rooms? Will the Universities include driver hotel rooms in with their reservation to assure the driver would have a room? Do you cover 1 hotel room per driver?

A: Colleges will make the hotel room reservation with the team reservation to assure the driver a hotel room. We can pay for the room OR be charged an overnight fee, but not both. One room per driver is agreeable.
