About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) for GSA Region 3 to exercise a 5-year firm renewal option with the incumbent lessor for Social Security Administration (SSA) office space in Manassas, VA. The renewal is for 26,485 ABOA/28,492 rentable square feet at 9502 Center Street under lease number GS-03P-LVA12695.

The current lease expires June 2, 2025, with the renewal period running from June 3, 2025 through June 2, 2030. The justification cites 41 U.S.C. 3304(a)(1) as the authority for sole source renewal, noting that relocation would incur move and replication costs not recoverable through competition. Market research conducted via CoStar and a 14-day SAM.gov posting in July 2024 yielded no alternative sources. The GSA Contracting Officer deemed the proposed rental rate fair and reasonable based on market analysis of 15 comparable buildings in the area. The incumbent lessor has performed satisfactorily with no ABAAS or Fire/Life Safety concerns reported.

Justification for Other Than Full and Open Competition, Renewal

U.S. General Services Administration

GSA Region 3

Public Building Services

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

PROJECT NUMBER: 2VA0846

Agency Name: Social Security Administration (SSA)

1. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.

The General Services Administration currently leases 26,485 ABOA/28,492 rentable square feet (RSF) of office space at 9502 Center Street, Manassas, VA under lease number GS-03P-LVA12695 for the Social Security Administration. The current lease expires June 2, 2025. Approval is requested to exercise an existing 5-year firm renewal option with the incumbent Lessor without full and open competition for continued occupancy at this leased location. The renewal period would begin June 3, 2025 and extend through June 2,2030. Notice of intent to renew must be issued by March 4, 2025. The procedures for pursuing a renewal are detailed in 41 U.S.C. 3304(a)(1) and GSAM, Renewal Options, 570.401.

2. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

(INCLUDING ESTIMATED VALUE).

The Social Security Administration (SSA) submitted a continuing need letter on May 6, 2022, for 28,492 of rentable square feet of office and related space. There were no alterations requested for their continuing need.

There is no vacant Federal Space available.

3. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION.

41 U.S.C. 3304(a)(1). Only one responsible source and no other supplies or services will satisfy agency requirements and GSAM, Renewal Options, 570.401.

4. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR

NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED.

It is in the best interest of the Government to remain at the current location. Award to other than the current Lessor would require relocation of the entire requirement and would cause the Social Security Administration to incur move and replication costs that would not be recovered through competition.

Additionally, this allows the Government to make use of the recent investment of tenant improvements. A cost-benefit analysis was completed following the procedures set forth in GSAM 570.401. The cost of relocating is not expected to be recovered through competition. The total savings to the Government is

5. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS

MANY POTENTIAL SOURCES AS IS PRACTICABLE.

Per the requirements of GSAR 570.401, the GSA Leasing Specialist placed an advertisement on the Contracting Opportunities domain of SAM.gov on July 3, 2024 for 14 days. No expressions of interest were received. In addition, the Leasing Specialist conducted market research using CoStar.

6. DEMONSTRATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE

GOVERNMENT WILL BE FAIR AND REASONABLE.

For the purpose of establishing market averages for the Manassas, VA area, the Lease Contracting Officer and Leasing Specialist referenced the listing rates of 15 buildings within the delineated area. The rates for those buildings ranged from /RSF - /RSF.

Therefore, the proposed rental rate for this renewal of /RSF, is within the current market range for this submarket and are deemed fair and reasonable by the GSA Lease Contracting Officer.

7. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND THE RESULTS.

On June 18, 2024, the Leasing Specialist conducted market research using CoStar and did not identify any potentially acceptable buildings besides the incumbent, that might meet the agency’s needs within the delineated area. An updated CoStar search was conducted on February 5, 2025 which confirmed that there were no new acceptable buildings that could potentially meet the agency’s needs. In addition, PBS posted an advertisement conforming to GSAR 570.401 on the Contract Opportunities domain of SAM.gov website on July 3, 2024. No expressions of interest were received.

The anticipated cost of this lease is /RSF (rounded) per rentable square feet per year for an annual cost of and a total contract value of over the 5 (five) year renewal.

8. OTHER FACTS SUPPORTING USE OF OTHER THAN FULL AND OPEN COMPETITION.

The Lessor’s performance under the existing lease has consistently met the Government’s expectation for quality performance. GSA Property Manager confirmed the Lessor has been responsive to building issues and that the agency is satisfied with the current location. There are no known ABAAS concerns or Fire/Life Safety concerns with the existing space.

The procurement strategy of exercising the renewal will capitalize on the investment of the existing tenant improvements and allow the SSA to formalize a more strategic long-term plan. It will also provide the best value to the taxpayer given the extensive build out and replication costs.

9. LIST OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST IN THE

ACQUISITION.

None

10. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME

ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION.

There are no systemic barriers to competition. If the agency has a continuing need for space upon lease expiration, GSA will follow all authorities, regulations and policies applicable to lease acquisition. Should there be remaining useful life in the Government’s tenant improvements, the Government will consider the cost of moving from the existing location, and the cost to build out new space when deciding whether to undergo a competitive action.

Additionally, objective scrutiny will be given to the customer agency’s mission and security requirements (if applicable) to eliminate unnecessary agency space requirements that may be deemed unduly restrictive.

11. CONTRACTING OFFICER CERTIFICATION.

By signature on this Justification for Other than Full and Open Competition, the GSA Lease Contracting Officer certifies that exercising the existing unevaluated renewal for 28,492 RSF is in the Government’s best interest and that this Justification is accurate and complete to the best of the GSA Lease Contracting Officer’s knowledge and belief.
