This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA462520Q1077 Storage Aid System is being issued as a Request for Quote.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07, Defense Acquisition Circular 20200324 and Air Force Acquisition Circular 2019-1001.
This procurement is a 100% Small Business Set Aside. The applicable North American Industry Classification System (NAICS) Code is 332311, Prefabricated Metal Building and Component Manufacturing. The Small Business Size Standard is 750 employees. Paper copies of the RFQ will not be made available. Quotes can be e-mailed to the following e-mail address: 509cons.sollgcb@us.af.mil to the attention of SrA John Cone. E-mailed quotes using file compression, such as .zip, will not be accepted. Questions from Offerors or interested parties are due by 17 July 2020, 2:00 PM CST. Quotes must be received by 23 July 2020, 2:00 PM CST in order to be considered for award; late quotes will not be considered for award. Whiteman AFB network utilizes a firewall that may cause delays in receipt of e-mails/attachments. Late receipt of quotes due to a network firewall or outages will be consider late.
Offerors should allow sufficient time for the email traffic to be delivered. Prospective offerors must be registered and active in the System for Award Management (SAM) (www.sam.gov) by the closing date of this solicitation in order to be eligible for award. All responsible sources may submit a quote which, if timely received, will be considered by this agency. Evaluation for this acquisition shall be based on a Lowest Price Technically Acceptable (LPTA). Offerors submitting “or equal” items shall provide manufacturer data supporting “or equal” claim. A site visit will not be provided. The period of performance of this requirement is estimated to be no more than 180 days.

ADDENDUM 52.212-2 Evaluation
(a) The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be based on lowest price technically acceptable (LPTA). The evaluation process will be as follows:
1. Offerors shall be ranked in accordance with Price, from lowest to highest. The three lowest-priced Offerors will be given a Technical Rating of ACCEPTABLE or UNACCEPTABLE based on: (i) Technical Specifications. If none of the three lowest priced Offerors is judged to have an Acceptable technical rating, the next lowest priced Offeror will be evaluated and the process will continue (in order by price) until an Offeror is judged to have an Acceptable technical rating.
Offerors with an Unacceptable technical rating will not be considered for award.
(i) Technical Specifications: Contractor shall provide drawings or graphics renderings to include measurements for the storage aid system dimensions (internal and external) with any deviations stated (i.e. height, width, length, etc.). The Government will evaluate the documents and determine if they meet the minimum needs outlined in the Statement of Work (Atch 1) & Drawings (Atch 3 & 4).
2. Award shall be made to the lowest-priced Offeror which received an ACCEPTABLE Technical Rating.
Price: Offerors will be evaluated on the total price for all items supplied and be required to submit a pricing breakdown with separately identified items needed to satisfy the requirements of the three line items on the bid schedule.
