STATEMENT OF WORK
FOR A
STORAGE AID SYSTEM
FOR
509th LOGISTICS READINESS SQUADRON AND 442nd LOGISTICS READINESS
SQUADRON
AT
WHITEMAN AIR FORCE BASE
BUILDINGS 115, 139, AND 1126
14 JULY 2020
1. REQUIREMENTS
This Statement of Work establishes the minimum performance, design, fabrication, installation, and test requirements for a Storage Aids System for the 509th Logistics Readiness Squadron and 442nd Logistics Readiness Squadron at Whiteman AFB, Missouri consisting of:

The Contractor shall be responsible for all shipping and installation.
1.1 APPLICABLE CODES: All items provided shall be designed, fabricated, and installed in accordance with the applicable industry codes and standards and in accordance with the manufacturer’s specified procedures.
1.2 RACK CAPACITY LABELS: All racking shall have rack capacity labels applied to all shelves/arms detailing their weight capacities. The labels shall be approximately 2" x 4". Inscribed metal plates or paper stickers containing this information shall be acceptable.
2. PALLET RACK
DESCRIPTION:
Pallet rack shall be provided in Building 1126 as shown on the drawings at the end of this PD.
DESIGN AND FABRICATION:
All pallet racks shall conform to the requirements of the Rack Manufacturers Institute (RMI) Specification for the Design, Testing and Utilization of Industrial Steel Storage Racks RMI/ANSI
MH16.1 – 2012. In addition, the pallet racks shall be designed and manufactured by a company that has an active R-Mark license through the RMI.
PALLET RACK INTALLATION:
Pallet racks shall be anchored to the concrete floor.
UPRIGHT FRAMES
2.4.1. UPRIGHT FRAME SIZE:
Upright frames shall be as shown on the drawings at the end of this PD.
2.4.2. UPRIGHT FRAME CONSTRUCTION:
Uprights shall be all welded construction.
2.4.3. UPRIGHT FRAME MINIMUM CAPACITY:
12,000 pounds
2.4.4. UPRIGHT FRAME SAFETY FACTOR:
All upright frames shall have a minimum safety factor of 1.92 to 1.
2.4.5. UPRIGHT FRAME HOLE OPENING:
Holes shall allow for vertical spacing on 2-inch increments.
2.4.6. UPRIGHT FRAME COLUMNS:
The face of the columns for all uprights shall be 3-inches wide and the base of each column shall have a minimum 3-inch wide by 5-inch deep footplate welded to the bottom.
2.4.7. UPRIGHT FRAME COLOR:
Green
2.4.8. UPRIGHT FRAME ANCHORING:
Each upright frame shall be anchored to the concrete floor in accordance with the rack manufacturer’s specified installation procedures and parameters.
SHELF BEAMS
2.5.1. SHELF BEAM SIZE:
Shelf beams shall provide a bay width of 108 inches.
2.5.2. SHELF BEAM TYPE:
Shelf beams shall be step type. Any openings in the shelf beam construction shall face inward, they shall not face the aisle.
2.5.3. SHELF BEAM MINIMUM CAPACITY:
Shelf beam capacity shall be as 6,000 pounds. Permanent deformations will be a basis for system rejection.
2.5.4. SHELF BEAM MINIMUM SAFETY FACTOR:
All shelf beams shall have a minimum safety factor of 1.65 to 1.
2.5.5. SHELF BEAM CONNECTORS:
Each end of the shelf beams shall have a multiple prong slip-fit or slip-joint type shelf beam-to-column connector. Shelf beam-to-column connection shall be of the locking type.
2.5.6. SHELF BEAM SAFETY LOCK:
Each shelf beam-to-column connection shall have a safety lock which shall lock the shelf beam to the column. The safety locking device shall be an integral, attached part of the shelf beam.
2.5.7. SHELF BEAM COLOR:
Orange
ROW SPACERS
Row spacers shall be capable of joining the backs of two upright frame sections together to form a double row arrangement. The row spacers shall provide a 6-inch flue space when storage locations are back-to-back. Each end shall firmly and securely attach to the column and prevent unintentional disengagement. The row spacer shall be of sufficient size and strength to withstand all forces applied to the connected upright frames during normal loading and unloading operations without deformation or failure. The Contractor shall supply and install a minimum of 2 row spacers for each set of back-to-back frames. The top row spacer shall be installed within 12 inches of the top of the frame. The bottom row spacer shall be installed within 12 inches of the bottom of the frame. The remaining row spacers shall be installed equidistant from each other.
LEVELING SHIMS
Leveling shims shall be provided with the rack units where necessary. The shims shall have holes corresponding to the holes in the bearing plate, and shall anchor or lock with the bearing plate when the rack is erected. Shims shall be equal in width and length to the bearing plate under which it is installed. Shims shall be of varying thickness so no more than five shims are installed at any point.
Slotted shims shall be unacceptable.
DECKING
Wire mesh decking shall be installed in all bays between all parallel shelf beams. The decking shall be heavy duty welded steel wire with integral support channels capable of supporting a uniformly distributed load of 6,000 pounds per bay. The decking shall be designed with a safety factor of 1.65 to 1. The decking shall not exhibit permanent deformation and elastic deformations shall not exceed
0.56 percent of the unsupported span. Decking shall be R-Mark compliant. The decking shall be plated or galvanized to protect against corrosion. Decking shall be the appropriate type to interface with the type shelf beam being provided. The ends of the wire mesh decking shall bend over the shelf beam to provide a secure load supporting deck and keep the decking from accidentally disengaging from the shelf beams.
3. 463L PALLET RACK
3.1 DESCRIPTION:
463L pallet rack shall be provided in Building 115 as shown on the drawings at the end of this PD.
3.2 DESIGN AND FABRICATION:
All 463L pallet racks shall conform to the requirements of the Rack Manufacturers Institute (RMI) Specification for the Design, Testing and Utilization of Industrial Steel Storage Racks RMI/ANSI MH16.1 – 2012. In addition, the pallet racks shall be designed and manufactured by a company that has an active R-Mark license through the RMI.
3.3 463L PALLET RACK INTALLATION:
463L Pallet racks shall be anchored to the concrete floor.
3.4 UPRIGHT FRAMES
3.4.1 UPRIGHT FRAME SIZE:
Upright frames shall be as shown on the drawings at the end of this PD.
3.4.2 UPRIGHT FRAME CONSTRUCTION:
Uprights shall be all welded construction.
3.4.3 UPRIGHT FRAME MINIMUM CAPACITY:
10,000 pounds

3.5 SHELF BEAMS

3.5.3 SHELF BEAM MINIMUM CAPACITY:
Shelf beam capacity shall be as shown on the drawings at the end of this PD. The shelf beam capacity shall be based on a maximum elastic deflection of 0.56 percent of the unsupported span with respect to the two ends of the beam. Permanent deformations will be a basis for system rejection.
3.5.4 SHELF BEAM MINIMUM SAFETY FACTOR:
All shelf beams shall have a minimum safety factor of 1.65 to 1.
3.5.5 SHELF BEAM CONNECTORS:
Each end of the shelf beams shall have a multiple prong slip-fit or slip-joint type shelf beam-to-column connector. Shelf beam-to-column connection shall be of the locking type.
3.5.6 SHELF BEAM SAFETY LOCK:
Each shelf beam-to-column connection shall have a safety lock which shall lock the shelf beam to the column. The safety locking device shall be an integral, attached part of the shelf beam.
3.5.7 SHELF BEAM COLOR:
Orange
3.5.8 FLUE SPACERS:
Flue spacers shall be capable of joining the backs of two upright frame sections together. Flue spacers installed to create a single bay of 463L pallet rack shall provide a 24-inch flue space. Flue spacers installed for back-to-back bays of 463L pallet rack shall provide a minimum 6-inch flue space. Each end shall firmly and securely attach to the column and prevent unintentional disengagement. The flue spacer shall be of sufficient size and strength to withstand all forces applied to the connected upright frames during normal loading and unloading operations without deformation or failure. The Contractor shall supply and install a minimum of two flue spacers for each set of back-to-back uprights. The top flue spacer shall be installed within 12 inches of the top of the frame. The bottom flue spacer shall be installed within 12 inches of the bottom of the frame.
3.6 DUNNAGE:
4-inch by 4-inch by 96-inch dunnage shall be provided for each 463L pallet location. Dunnage shall be Black Rhino part number SG-4x4-BL96 or equivalent. Dunnage located on the top level of the rack shall be securely fastened to each shelf beam so that the dunnage does not move forward, backward, or sideways when a pallet is being stored, placed in, or retrieved from its storage position.
4. BIN SHELVING
4.1 SHELVING LAYOUT:
The shelving system shall consist of two types (“A” and “B”) of shelving units in Building 1126 as shown in the drawings at the end of this PD. These shelving units shall be arranged in rows by attaching them together end-to-end and/or back-to-back. Type “A” shelving units shall interface with the Mobile Aisle System described in Section 7.
4.2 SHELVING UNIT DESIGN
Shelving shall be secured to the supporting posts by means of positive engaging clips. All shelving, including parts and assemblies, shall be identical.
4.3 SAFETY FACTOR
Design and construction of each load bearing component shall assure that the component is capable of sustaining the specified load with a minimum safety factor of 1.65 to 1.
4.4 SHELF DETAILS
4.4.1 SHELF SIZE
Two types of bin shelving shall be provided. Type “A” bin shelving shall be 144 inches tall and provide bins that are 36 inches wide by 24 inches deep by 18 inches tall as shown on AF Drawing GWH902-02. Type “B” bin shelving shall be 96 inches H and provide bins that are 12” inches wide by 12 inches deep by 10 inches tall as shown on AF Drawing GWH902-02.
4.4.2 SHELF CAPACITY
Each shelf shall be capable of sustaining a uniformly distributed static load of 400 pounds with an elastic deformation less than 0.875 percent of the unsupported span length, measured with respect to the two ends of the shelf and without any permanent deformation.
4.4.3 SHELF DESIGN
Shelves shall be 18 gauge steel. Plain shelf edges shall be flanged down on all sides not less than 1-1/8 inch nor more than 1-1/2 inches, with not less than one additional return flange on each side.
4.4.4 SHELF CLIPS
Shelf clips shall be provided in sufficient quantity to secure each of the four corners of each shelf to all four supporting posts. The shelf clips shall be designed to preclude the possibility of accidental disengagement of the clips from the post or the shelves under loaded conditions. The shelf clips shall allow for the spacing of the shelf to be changed with minimum disturbance to surrounding shelves and shelving units. Shelf clips shall be capable of being changed with no more than a hammer.
4.5 SUPPORTING POSTS
4.5.1 SUPPORTING POST SIZE
The supporting posts shall be 144 inches high for Type “A” rack and 96 inches high for Type “B” rack.
4.5.2 SUPPORTING POST CAPACITY
Each front and back supporting post shall have a minimum capacity of 2,800 pounds based on 24 inch shelf spacing without any visible evidence of permanent deformations.
4.5.3 SUPPORTING POST DESIGN
Mounting holes for clips shall be provided on the supporting posts. Mounting holes shall permit adjustment of shelf height on either 1-inch or 1 1/2-inch increments. Holes shall be provided as required for attachment of all back and end panels. Supporting posts shall be provided at all four corners of all shelving units.
Common supporting posts may be used at adjacent corners of single or double faced racks.
4.5.4 SUPPORTING POST TYPE
The front supporting posts shall be either beaded or box type as defined by the Shelving Manufacturers Association. Supporting posts shall be continuous for any shelving unit under 147 inches high. Supporting post splices shall not interfere with the specified shelf placement.
4.6 ASSEMBLED DIMENSIONS
The following tolerances shall apply to the assembled dimensions of the shelving units:
Maximum depth of single row: Nominal shelf depth + 5/16 inch Maximum depth of a double row:
Nominal shelf depth * 2 + 7/8 inch Maximum aisle length: (Nominal shelf width + 1-5/16 inch) * shelving units in row + 2-7/8 inch
4.7 BACK PANELS
Back panels shall have either predrilled or punched mounting holes which match up to mating holes in the supporting posts. Back panels shall be made of metal and shall fully enclose the back of the shelving unit from the floor to the top of the unit. Overlapping of two or more back panels will be acceptable in lieu of one continuous panel from top to bottom for backs over 87 inches high. Back-to-back shelving units shall share a single, common back panel between each unit. The back panels shall be secured to the supporting posts. Shelves shall not be used to secure the back panels into position. Screws used to secure the back panel shall not prohibit the installation of shelves. Back panels of a single row of shelving, not against a wall, shall include extra screws or equivalent to prevent gaps and ripples vertically and horizontally between other back panels and/or the supporting posts.
4.8 SIDE PANELS
Side panels shall have either predrilled or punched mounting holes to match up to mating holes in the supporting posts or shall be factory welded to supporting posts. Side panels shall fully enclose the ends of a shelving unit and shall extend from the top of the shelving unit to the floor. Overlapping of two or more side panels will be acceptable in lieu of one continuous panel from top to bottom for ends over 87 inches high. Side-by-side shelving units shall share a single common side panel between each unit.
4.9 BASE STRIP
A steel strip shall be provided and installed on each shelving unit between the bottom shelf and the carriage.
4.10 FOOT PLATES
Each supporting post shall have a footplate attached and shall be secured to the mobile aisle system for Type “A” rack and to the concrete floor for Type “B” rack as shown on the drawings at the end of this PD. The foot plates shall distribute the weight of a fully loaded shelving unit over the ground. Footplates shall be positioned to not interfere with erection of adjoining units and still provide ease of access for anchoring procedure. Footplates shall be concealed behind the base strips.
4.11 FREESTANDING STRUCTURE
The shelving system shall be designed to be a rigid freestanding structure and shall not be connected to any existing building structure except the floor or mobile aisle. The shelving units shall be designed to resist all shear and uplift forces.
4.12 ASSEMBLY
The Contractor shall assemble, on site, all shelving units including bracing, panels (side and back), and shelves as specified in this appendix in the quantities necessary to meet the storage requirements specified.
4.13 ALIGNMENT
After assembly, the shelving units shall be capable of maintaining the same position in a loaded, partially loaded, or empty capacity. Alignment of each row of shelving units shall be in all three directions, down each row of shelving units, from row to row, and vertically for each shelving unit face.
4.13.1 AISLE ALIGNMENT
Shelving unit face alignment shall be maintained down each row within 1/8 inch from one shelving unit to the next.
4.13.2 SHELVING UNIT VERTICAL ALIGNMENT
Each shelving unit face shall be plumb to within 1/4 inch from the floor to the top of the unit. Each supporting post shall be plumb to within 1/4 inch when examined from any direction. All shims used shall be secured beneath the foot plate. The shims shall be the same size as the foot plate and shall have a hole(s) to correspond with the hole(s) in the foot plate for anchoring.
4.14 Color
The contractor shall submit a color chart for approval by the COTR as a part of the shop drawing submittal.
5. PILFERABLE FENCING
An existing Pilferable fence in Building 139 shall have two damaged sections removed and replaced as shown in the pictures at the end of this PD. The fence shall run from floor to ceiling floor (approximately 30’ high with a 6’ swing gate door with padlock and equipped in such a way as to form a secured storage area. The cage shall be constructed of a maximum 2-inch x 2-inch x 10-gauge wire mesh with corner posts and maintain a fully enclosed Pilferable space in conjunction with the existing fence.
6. STORAGE BINS
Three types of storage bins shall be provided to Building 115. All bins shall be stored on existing bin shelving and have a handle/pull to make remove from the shelving easy. Each bin shall also have card holders on the face panel for identification. The sizes of the bins are as detailed below:

7. MOBILE AISLE
7.1 DESCRIPTION: One mechanical-assist, mobile storage systems shall be provided to interface with the Bin shelving in Building 1126. The systems shall be configured as shown on the drawing at the end of this PD and shall consist of:
a. Carriages, including drive chain.
b. A stationary platform.
c. Bin Shelving (as specified in Section 4).
d. Rails.
e. Elevated flooring.
f. Ramps.
g. Anti-movement locks.
h. Mechanical fasteners, anchors, and all other items required to install the mobile aisle system.
7.2 SYSTEM OPERATION: Each carriage shall have a crank mechanisms on those ends indicated in the drawings at the end of this PD. The crank mechanisms shall be turned manually clockwise or counterclockwise to move the carriage in the desired direction. No more than five pounds of force on the crank shall be required to move a fully loaded carriage.
7.3 CARRIAGES: Carriages shall consist of a frame and a drive train, upon which Bin Shelving shall be installed. All carriages shall be capable of supporting a minimum load of 1,000 pounds per carriage foot. No system component shall deflect greater than 0.5 percent of the distance between supports when fully loaded.
No component shall exhibit permanent deformation after the maximum load has been removed.
7.3.1 FRAME: The frame shall consist of aluminum or steel channel, welded or bolted together to fully support a fully loaded rack section. Cross bracing shall ensure rigidity. Bumpers shall be mounted on the frame, spaced appropriately to minimize carriage contact. The frame shall be designed for an integral drive train.
7.3.2 DRIVE CHAIN: Drive chain shall consist of a set of gear reduction sprockets from the crank shaft to the drive shaft.
7.3.3 DRIVE SHAFTS: Drive shafts shall be made of steel and have a minimum diameter of 3/4 inch.
Splices or connections to other sections of the drive shaft, drive wheels, and gears shall be slotted for key joints or use shoulder bolts. Drive shafts shall run through pillow block or flanged bearings on either side of the drive wheel. Slave drive shafts shall be driven by use of sprockets and chain from the main drive shaft.
7.3.4 BEARINGS: Bearings shall have a static load rating equal to or greater than the maximum bearing loading, including applicable safety factors, under all operating conditions. Bearings shall be permanently lubricated, securely mounted, and properly housed for protection from physical damage.
7.3.5 WHEELS: Each carriage shall have two wheels per rail. Each carriage shall have at least two drive wheels and at least two guide wheels (drive wheels may also act as guide wheels). All wheels shall be balanced, hardened steel. Wheels which are connected to the drive shaft shall be slotted for key joints. Wheels shall be capable of supporting the fully loaded carriage. Wheels shall not slide or lose contact with the rail.
7.3.6 GUIDANCE SYSTEM: All carriages shall use flanged wheels or guide bearings for guidance over the rails. If flanged wheels are used, each carriage shall have a minimum of two flanged guide wheels. If guide bearings are used, then each carriage shall have a minimum of four sets of guide bearings. Guide bearings shall be precision machined and permanently lubricated.
7.4 RACK SECTIONS: Bin Shelving, which conform to the requirements of Section 4, shall be bolted to the carriages and stationary platform as indicated on the drawings at the end of this PD.
7.5 FACE PANELS: Metal, decorative, face panels shall be fastened to both ends of all shelving sections (both carriage units and stationary platforms). Face panels shall provide a rigid mounting location for the cranks and card holders. The face panels shall cover the entire width and height of the shelving section sides.
7.6 ROW IDENTIFICATION: Card holders shall be installed on the face panels for row identification.
Two card holders shall be mounted on each face panel unless the row is accessible from only one side, in that case only one card holder is required. The card holders shall be at least five inches wide by three inches high and mounted at eye level so that operators can locate numbers easily. Row identification cards will be made up by the Government personnel according to their established location assignment practices. A blank card will be provided by the Contractor for each card holder.
7.7 RAIL INSTALLATION: The carriages shall move over minimum one inch high, steel rail assemblies located on top of the floor. After leveling the rails, load bearing grout shall be used to fill in any gaps between the rail assemblies and the existing floor. Rails shall be installed no more than seven feet apart.
7.8 ELEVATED FLOORING: The Contractor shall install elevated flooring for the mobile storage system. Elevated flooring shall be fire retardant plywood, which is able to support a load of 75 pounds per square foot. A covering (such as “Endura” or equivalent) shall be installed on top of the plywood panels.
Flooring shall be sized to fit between the rails, level with the top of the rails, in order to provide a safe walking surface for personnel. The elevated flooring shall be enclosed on all sides by ramps or panels to prevent dust from gathering on the rails and drive chain. Adjacent sheets of subflooring shall be shimmed along the full length of the common side.
7.9 RAMPS: Metal ramps shall be installed to allow an easy transition to the elevated flooring. The ramps shall be provided along the entire length of the sides allowing entrance to the aisles. The ramps shall not extend past the end of the carriages into the main aisle. The grade on these ramps shall not exceed 10 percent.
7.10 ANTI-MOVEMENT LOCK: Each carriage shall be equipped with a mechanism that will lock the carriage in place while the operator is in the aisle.
8. CONTRACTOR PROJECT REQUIREMENTS
8.1 REMOVAL AND DISPOSAL OF EXISTING EQUIPMENT: The Contractor shall remove the following equipment and dispose of it at an off-base facility. Pictures of existing equipment can be found in Section 9 of this PD. Bolts left in floor from existing equipment shall be ground level to the floor and any holes filled in with an epoxy/resin.

1. Damaged Pilferable Fencing
8.2 FORKLIFT AVAILABILITY: A forklift will not be available for the Contractor to use on site.
8.3 RAISED DOCK ACCESS: A raised dock is not available at the installation facility.
8.4 WELDING/CUTTING: No welding or flame cutting is permitted in the facility unless a burn permit is obtained from the Whiteman Fire Department at least 24 hours in advance.
8.5 DEBRIS: The Contractor may not use the existing dumpsters for debris and shall make provisions to have a dumpster on site if necessary.
8.6 HOURS OF OPERATION: 0800 to 1700, Monday through Friday. Any changes to the installation hours or days must be approved by the Contracting Officer. Working on site during federal holidays must also be approved by the Contracting Officer.
8.7 STAGING AREA: The Contractor may stage property in the installation area.
8.8 EQUIPMENT UNLOADING: The Contractor shall be responsible for unloading of all material.
Air Force personnel will not assist with unloading materials.
8.9 POST AWARD CONFERENCE: Following contract award, a Post Award Conference (PAC) that will be held at Whiteman AFB is required. As a minimum, the PAC will review all contractual requirements, safety, security, installation timing, installation sequence, installation requirements, compliance with base requirements, etc. At the end of the PAC, a walk-through of the installation areas will take place to allow the Contractor to verify site conditions.
8.10 POST AWARD CONFERENCE REQUIRED ATTENDEES: As a minimum, a Contractor representative and the installation supervisor shall attend the PAC. These individuals shall attend to ensure that issues and decisions affecting the pre-installation and during installation are addressed at that time by personnel with the proper authority and knowledge.
8.11 AS-BUILT DRAWINGS: The Contractor shall provide as-built drawings within 30 days of the project completion. All drawings must be digitally created (e.g. AutoCAD or equivalent).
8.12 TESTING AND INSPECTION: The Government reserves the right to test and inspect all items on site and installation to ensure that it complies with the requirements of this PD.
8.13 ON-SITE CHANGES: The Contractor shall not take direction from any on-site Air Force personnel regarding changes to the installation layout. They do not have the authority to make contract related changes. Requests for changes shall be made through the Contracting Officer.
8.14 INSTALLATION PERSONNEL BACKGROUND CHECKS: Contractors may not be granted a pass to work on base until a background check has been completed. The Contractor is responsible for providing all necessary background check request forms to the designated Government official. From the submission of the forms, background checks average three weeks to complete. The Government is not responsible for delays to the contract due to the Contractor’s failure to comply with the Whiteman AFB background check policies. Guidance will be provided to the Contractor after award and also addressed at the Post Award Conference.
8.15 WARRANTY PERIOD: The Contractor shall provide a 1-year warranty on all parts and 1-year on labor. No costs shall be incurred by the Government for any service call or equipment repair and/or replacement with the exception of parts and labor required as a result of damage by Government personnel.
