About this file

This document is a Justification and Approval (J&A) for a bridge contract extension for the Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW). The J&A seeks approval to extend contract N62473-20-D-0614 for 12 months, from May 13, 2025 to May 13, 2026, for Architect-Engineering (A-E) Indefinite Delivery Indefinite Quantity (IDIQ) services for Cost Engineering, Value Engineering, and Scheduling. The contract, originally awarded to Hunter Pacific Group on May 14, 2020, covers services in California, Arizona, Nevada, Colorado, New Mexico, and Utah, including cost estimates, construction cost reduction evaluations, bid analyses, schedule risk analysis, and value engineering workshops.

The bridge contract is critical to maintaining NAVFAC SW's operational capabilities, as the follow-on procurement has experienced delays. The current contract averages multiple task order awards annually and includes specialized personnel such as Certified Estimating Professionals and Value Specialists. A new requirement mandating independent cost estimates for military construction projects exceeding $250 million is expected to generate additional task orders. The J&A emphasizes that without this contract extension, there is a high risk of project planning shortfalls and construction delays due to lack of cost and schedule support. The follow-on competitive procurement is in progress, with stakeholders monitoring milestones to ensure timely completion.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NA VF AC SW), San Diego, California.

2. Description of Action Being Approved.

Request approval to use other than full and open competition to award a bridge contract extending for 12 months the period of performance on contract N62473-20-D-0614, Architect-Engineering (A-E) Indefinite Delivery Indefinite Quantity (IDIQ) for Cost Engineering, Value Engineering and Scheduling at various locations in the NA VF AC SW Area of Responsibility (AOR).

In accordance with the Navy Marine Corps Acquisition Regulation Supplement 5206.303-1(2)(a), an approved Request for Bridge Contract (signed on 26 March 2025) is provided with this Justification and Approval (J&A).

3. Description of Supplies/Services.

Contract N62473-20-D-0614 provides for cost engineering, value engineering and scheduling services at government installations primarily in the NA VF AC SW AOR in California, Arizona, Nevada, Colorado, New Mexico and Utah. Cost engineering services include cost estimates, construction cost reduction evaluations and recommendations, bid analyses and verifications, validation of DD Form 1391 scope/cost estimate, review of and provide technical analysis of contractor change order cost proposal and cost and schedule risk analysis. Value engineering services include conducting value engineering and/or function analysis concept development workshops, and life cycle cost engineering and/or total ownership cost analyses. Scheduling services include preparation of design and/or construction cost loaded schedules, review/analysis of base line contractor schedules, review/analysis of contractor change orders and time impact analysis.

The contract was awarded on 14 May 2020, to Hunter Pacific Group for one (1) two-year base period and one (1) three-year option period. On 9 May 2022 the government issued a modification exercising the option period extending contract performance until 13 May 2025. The contract was awarded for the not-to-exceed amount of $30,000,000. The current contract completion date is 13 May 2025. Total awarded amount as of 26 March 2025 is No additional capacity is being requested.

Hunter Pacific Group has been successful on this contract and is recommended to continue providing cost engineering, value engineering and scheduling services.

4. Statutory Authority Permitting Other Than Full and Open Competition.

The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(l), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source.

5. Rationale Justifying Use of Cited StatutmyAuthority.

Contract N62473-20-D-0614 is the only NA VF AC SW A-E IDIQ contract for Cost Engineering, Value Engineering and Scheduling services. At this time, the market research has recently been completed for the follow-on contract. The Sources Sought Notice was posted on 30 September 2024 with an SF330 response due date of 17 October 2024. However, due to unforeseen delays associated with the technical evaluation of responses, the Market Research Report was not completed until 17 February 2025.

NAVFAC SW Contracting is currently working on the Management and Oversight Process for the Acquisition of Services Document. It is estimated that the synopsis will be posted in approximately 30 days, thus the follow-on procurement is now anticipated to be solicited no later than As performance is ending on the current contract 13 May 2025, this will leave NA VF AC SW without the ability to complete this required necessary work for the various projects under NA VF AC SW cognizance.

For many reasons, extending N62473-20-D-0614 is critical to ensure cost engineering, value engineering and scheduling projects can continue to be executed in support of NA VF AC SW's mission and operational capability. Without this contract vehicle, there is a high risk of project planning shortfalls and construction delays due to lack of cost and schedule support until the next Cost Engineering, Value Engineering and Scheduling Services A-E IDIQ contract is awarded.

Many of the requirements placed on this A-E IDIQ are unforeseen and impact the critical path for procurements, including construction contractor requests for equitable adjustments and time impact analyses that must be addressed quickly by trained professionals. This contract is a mission-critical tool for NA VF AC Southwest field offices. The current contract averages task order awards a year along with various in-scope modification actions to existing task orders. A new requirement that third parties must complete independent cost estimates on future military construction projects exceeding $250,000,000 will likely bring about additional task orders for this contract. A gap in coverage by a Cost/Schedule A-E IDIQ poses a significant risk to our ongoing construction procurements. In addition, this contract includes essential key personnel not available in other contract vehicles such as Certified Estimating Professionals, Planning and Scheduling Professionals, and Certified Value Specialists. It is necessary for NAVFAC SW to meet its critical construction mission and approve a bridge contract allowing use of the existing contract, N62473-20-D-0614, to secure future projects until the follow-on A-E IDIQ contract is awarded.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

The follow-on contract is being competitively sourced. In accordance with FAR 6.305, the approved J&A will be made publically available on SAM.GOV within 14 days of the modification award.

7. Determination of Fair and Reasonable Costs.

The Contracting Officer has determined the anticipated cost to the Government of the services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

The acquisition strategy is to award a A-E IDIQ contract for Cost Engineering, Value Engineering and Scheduling Services using FAR Part 36 procedures.

Acquisition Planning is currently proceeding with a planned award date of approximately and the stakeholders are closely monitoring milestones to ensure timely completion. The award of this action will eliminate the need for a future bridge contract request.
