About this file
This document provides details for a federal solicitation seeking bids for repairs to restore the Port Everglades South Jetty in Broward County, Florida. Work consists of substantial moving and manipulation of existing and new armor stones to obtain the required interlocking within tolerances. The originally constructed 1,050-foot-long jetty varies in height from approximately +7.25 to +10.25 feet above MLLW and has a 12-foot-wide crest sloping at 1V:2H. Contractors will be restricted to working only from the water from March 1 to November 30. Bids are due on or about July 7, 2020 for a project with a construction value between $1,000,000 and $5,000,000. A pre-bid conference will be held via teleconference on June 16, 2020. The solicitation will be issued electronically on or about June 5, 2020 via beta.Sam.gov and all responsible offerors are encouraged to participate.

SECTION 00 33 50 WEATHER, WATER STAGE AND TIDE DATA
SECTION 00 33 50 Page 1
1. The following water stage, wave, wind, and weather data are provided for inclusion into the subject Plans and Specifications. The following water level datums are provided for information only and are not to be utilized in conjunction with any contract related hydrographic surveying.
a) Water Stages. Water levels in the project area are mainly affected by wind and semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is also subject to storm surges from hurricanes and tropical storms from June through November. Surges from extratropical storms may affect the area during any time of the year.
Elevations of tidal datums in the vicinity of the project area are provided in the following tables.
All datum elevations in these tables are referred to mean lower low water (MLLW). This project includes operations and maintenance dredging within Port Everglades. The datums in Table 1 are taken from tide station 8722951 (PORT EVERGLADES, LAKE MABEL, FL) and are based on a control station in Miami Beach, FL. This station is located within the project area. The tide stations were established by the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS) and are applicable within the project vicinity. Additional information on these and other nearby tide stations is available at this NOAA website:
http://tidesandcurrents.noaa.gov/stations.html?type=Datums#Florida.
Table 1: Tidal Datum Information for Station 8722951 (PORT EVERGLADES, LAKE
MABEL, FL)
Mean Higher High Water (MHHW) = 2.81 Feet Mean High Water (MHW) = 2.69 Feet NAVD88 = 2.25 Feet Mean Sea Level (MSL) = 1.43 Feet Mean Tide Level (MTL) = 1.43 Feet Mean Low Water (MLW) = 0.16 Feet Mean Lower Low Water (MLLW) = 0.00 Feet
Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area can be found in the publication East Coast of North and South America Tide Tables, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. In addition to daily tidal predictions, this publication provides mean and spring tide ranges and mean tide levels. Some astronomical data is also included, such as time of sunrise, sunset, moonrise, and moonset. This publication is available through NOAA. Tidal data provided in this publication can also be found at the following NOAA website: http://tidesandcurrents.noaa.gov/.
b) Wind and Wave Data. The following publications include wind and wave information in the vicinity of the project area. These publications are available for review at the following websites, or they may be ordered directly from the agencies indicated.
1. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry, VA to Key West, FL.

2. U. S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS) Database. This Internet webpage presents wave hindcast data for various stations located along the Atlantic and Gulf of Mexico coastlines within the United States. WIS Station 63467 is located offshore, approximately 12 miles east of the project area. Available data includes a hindcast time series of wave heights, periods, and directions taken at 1-hour intervals for the 34-year period extending from 1980-2014, at a station located in 262 meters (860 feet) of water. This webpage also provides links to WIS summary tables and plots, as well as other sources of wave data. These data products are available at the following website:
http://wis.usace.army.mil/ .
3. National Data Buoy Center (NDBC) Website. This Internet website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website includes wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gage readings are updated hourly, and archived data is available for most stations. The website address for data relevant to this project site is: http://www.ndbc.noaa.gov/maps/Florida.shtml.
c) Weather Conditions. The project area is subject to tropical storms and hurricanes from June through November, and to windy and/or rainy weather during any time of the year.
The climate of the area is subtropical, and temperatures below freezing occur rarely. The wet season in the project area is from May through October. Rainfall during these months is closely associated with convective activity. These rainfall events are normally of short duration and amounts are spatially variable. In general, the winter months constitute the dry season. Rainfall during the winter months is usually associated with mid-latitude systems (fronts and low pressure systems) and is distributed in a more spatially uniform pattern. Occasionally, daily rainfall in the dry season can be quite heavy as mid-latitude systems penetrate into central Florida. Dangerous thunderstorms can occur in this area at any time of the year.
It shall be the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website http://www.ncdc.noaa.gov/cdo-web/ published by NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological observations and data relevant to this region. Available data includes quality controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 30-year climate normals.
The Summary of Monthly Normals product available at the following web link provides monthly average values for temperature, precipitation, and other information. The Fort Lauderdale International Airport, FL Station is the closest NOAA rain gage in proximity to the project location. A summary of monthly normals is provided over the period of record from 1981 through 2010. This station is located at latitude 26.07875° N, longitude -80.16217° W and data can be accessed through: http://www.ncdc.noaa.gov/cdo-web/datatools/normals .

1.2 DEFINITIONS
1.2.1 Adverse Weather
"Adverse weather" occurs when atmospheric conditions at a definite time and place that are unfavorable to construction activities and is based on climatological and meteorological observations and data sources provided in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA.
1.2.2 Unusually Severe Weather
"Unusually severe weather" is weather that is more severe than the adverse weather anticipated by the Contractor for the season or location involved. Adverse weather delays are considered unusually severe weather if adverse weather delay days prevent work for 50 percent or more of the Contractor's scheduled work day.
1.3 WORK COVERED BY CONTRACT DOCUMENTS
1.3.1 Project Description
Work consists of repairs to restore the South Jetty at Port Everglades to its original profile and cross section. Repairs will require substantial moving and manipulation of both new and existing stones to obtain the required interlocking within the tolerances provided. The originally constructed South Jetty is approximately 1,050 feet in length with a variable height between approximately +6.2 and +11.2 feet above Mean Lower Low Water (MLLW). The crest width is 12 feet and the north and south slopes of the structure slope at 1V:2H. The Contractor may utilize land-based methods or water-based methods to complete the work; however, from March 1 to November 11 all work shall be conducted from the water during daylight hours with no work, access, or staging conducted on the beach.
There is an existing concrete walkway running the length of the jetty along its crest. This walkway is not a part of the federal structure and the Contractor will not be responsible for any damage to it as a result of completing the work required in this contract. All required work is located on the side slopes of the jetty as the crest of the structure
SECTION 01 11 00 Page 2 beneath the existing concrete walkway is already at design elevation. As such, the Contractor will not be responsible for achieving design grade along the crest of the structure (i.e. under the concrete walkway).
Manipulation of stone near or partially along the crest may be necessary while completing the required work along the side slopes. The Contractor may remove sections of the walkway or leave it in its current condition and if necessary remove damaged pieces as work progresses. Any sections removed, or areas damaged such that they need to be removed, shall be transported and properly disposed of off-site at the Contractor's expense.
Prior to work on the jetty, a pre-construction benthic community survey shall be performed on the jetty structure and any adjacent submerged areas that may be impacted by the Contractor's operations. Any coral relocations required as a result of the benthic survey shall be completed prior to jetty work. Field personnel conducting coral survey and transplantation activities shall be qualified relocation contractors by the Florida Fish and Wildlife Conservation Commission or shall document having successfully conducted relocation of corals in Florida. See Section 01 57 20 ENVIRONMENTAL PROTECTION.
The Contractor shall be responsible for obtaining information concerning the marine work environment including rain, fog, existing depths, shoaling, scouring, wind, wave, current, and tide conditions that could influence safety and construction operations prior to submitting a proposal or bid.
The survey shown on the drawings depicts the conditions at the time of survey collection. It is possible conditions have changed at the time of construction.
Estimated armor stone quantities were calculated based on 1) the absent volume between the design template neatline and the existing surface generated from the survey, and 2) the expected void space around the placed armor stones. The void space is estimated to be 25% of the absent space. The quantity estimations do not account for the volume between the design template neatline and the upper tolerance neatline. The quantity of material above the design surface but below the tolerance shall not be taken into account in the event of a VEQ claim.
Allowable construction tolerances shall not be used to expand the footprint of work beyond the limits required to establish the neatline grade shown on the drawings. Tolerances will be used as a means to provide minor flexibility for acceptance of the constructed grade even if a few select armor stones project above the neatline grade shown on the drawings.
1.3.2 Location
Port Everglades South Jetty work is located in the City of Fort Lauderdale in Broward County, Florida.
1.3.3 Safety Requirements

The Government will not undertake to keep the channel free from vessels or other obstructions, except to the extent of such regulations, if any, as may be prescribed by the Secretary of the Army, in accordance with the provisions of Section 7 of the River and Harbor Act approved 8 August 1917. The Contractor will be required to conduct the work in such manner as to obstruct navigation as little as possible, and in case the Contractor's plant so obstructs the channel as to make difficult or endanger the passage of any vessels, said plant shall be promptly moved on the approach of any vessel to such an extent as may be necessary to afford a practicable passage. Upon completion of the work the Contractor shall promptly remove his plant, including ranges, buoys, piles, and other marks placed by him under the contract in navigable waters or on shore.
1.8 PRE-CONSTRUCTION PHOTOGRAPHIC SURVEY
Prior to commencement of construction, the Contractor shall perform a pre-construction photographic survey at the project site to document the pre-construction condition of the South Jetty. The survey shall document the entire jetty, but special attention shall be focused on the condition of existing armor stones, especially armor stones in areas which are not to be rebuilt as part of this contract, but which the Contractor may wish to traverse with construction equipment or which may be subject to damages from other activities. This pre-construction photographic survey shall include still photographs and/or videos in sufficient quantity to fully document the existing conditions which may be impacted by construction activities. A written narrative shall be prepared by the Contractor which organizes and summarizes the findings of the pre-construction photographic survey photographs and/or videos. The written narrative, together with the photographs and/or videos, shall constitute a Pre-construction Photographic Survey Report , which shall be submitted to the Contracting Officer for approval. No on-site work shall be performed until this "Pre-construction Survey Report" has been approved.
1.9 PRE-CONSTRUCTION CROSS-SECTIONS
a. Prior to the commencement of construction, the Contractor shall perform a pre-construction survey of the jetty.

c. The Contractor shall process the survey data and prepare and submit drawings to the Contracting Officer showing each cross-section. The Contractor shall also submit all raw survey data, metadata and survey reports.
SECTION 01 11 00 Page 5
d. After the Contracting Officer has received and reviewed the submittal of the cross-section drawings and data, the Contractor and the Administrative Contracting Officer (ACO) will compare the pre-construction cross-sections with the extent of the repair work as shown on the construction drawings. The Contractor and the ACO shall also visually inspect the jetty, to the extent practicable, to determine if existing stone are less than the specified gradation for each area or have cracks and other flaws which may contribute to spalling or breakdown from handling and placing, such that they need to be removed and replaced with new armor stone. If it is found that areas of the jetty have deteriorated beyond the extents of the repair work, or less deterioration has occurred than originally estimated, new repair work extents shall be submitted and approved by the Contracting Officer. If it is agreed upon by the Contractor and the ACO that the repair work for any Work Area requires an increase or decrease of tonnage, then a revised tonnage shall be submitted by the Contractor for approval by the Contracting Officer. If necessary, the work will be done at an equitable adjustment to the contract price in accordance with the Clause 52.243-4 CHANGES of Section 00700 CONTRACT
CLAUSES.
1.10 LAYOUT OF WORK
Read this paragraph in conjunction with the Clause LAYOUT OF WORK (FAR 52.236-17) of Section 00700 CONTRACT CLAUSES in Volume 1.
1.10.1 Established Project Control
The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.
For navigation channels, the Government has established tidal calibration sites for projects constructed and maintained to a tidal datum. Each tidal calibration site is represented in the plan sheet drawings by Station ID, and is cited in the Survey Notes. All projects constructed and maintained to a tidal datum shall be calibrated to the Station ID specified in the plan sheet drawings. Information regarding the location and associated benchmarks of the referenced Station ID is included in the Monument Description section of these specifications.
See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.
1.10.2 Layout
From the monuments, control data and elevations established by the Government, the Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.
SECTION 01 11 00 Page 6
1.10.3 Survey
The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and material, and all labor as may be required in laying out any part of the work from the monuments, control data and elevations established by the Government. It shall be the responsibility of the Contractor to maintain and preserve all stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks are destroyed by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at their discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor.
The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work. Such suspension will be withdrawn upon proper replacement of the construction control markers.
1.11 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work shall be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor will make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or lump sum prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or lump sum prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or lump sum prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.
1.12 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.13 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)
This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause
SECTION 01 11 00 Page 7
DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
1.13.1 Contractor Responsibility
a. Contractor shall research the project site conditions and incorporate potential adverse weather delays into their schedule prior to submitting a proposal or bid. The Contractor shall develop a schedule of monthly anticipated adverse weather based on the equipment to be used to complete the project and determine the conditions that would cause them to cease operations using the sources provided in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
b. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report the occurrence of adverse weather and unusually severe weather with the purpose to note impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's schedule to be considered "unusually severe weather".
c. The number of actual adverse weather delay days shall include days impacted by actual adverse weather, be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated for adverse weather by the Contractor, the Contracting Officer may convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days that should have been anticipated for the conditions at the project location.
